The objective of this article is to analyze the major trends in post-1999 Macau's political development as evidenced by the evolving role of its legislature as well as the 2001 legislative elections. The article argues that (1) the Macau Special Administrative Region (MSAR) political system, thanks to the constitutional design of its Basic Law and the political convention inherited from the former Portuguese administration, is dominated by the executive branch of power or an ‘executive-led’ system; (2) the dramatic win by the Association for New Democratic Macau in the direct elections does not suggest a breakthrough in Macau's democratization process because altogether the pro-democracy groups won less than one-third of the total votes; (3) Macau is ruled by a conservative pro-Beijing power elite comprising prominent local businesspeople and leaders of the labour unions and neighbourhood associations; and (4) a new political convention that the MSAR government, though not popularly elected, is accountable to the Macau citizens seems to be emerging. Although not part of the national curriculum until 2004, HIV/AIDS education has been taught for some time in Ugandan secondary schools through a variety of extracurricular means, including the media, youth groups, drama, music, and Parent–Teacher Associations. This article identifies and evaluates the integration of HIV/AIDS information into the national curriculum in Ugandan secondary schools between 2002 and 2004, based on the viewpoints of administrators, teachers, and students from 76 schools. While most schools did not include HIV/AIDS as part of the formal national curriculum at this time, the information was disseminated through a range of alternative means. The authors identify the most effective of these, discuss the perceived reactions of various stakeholders regarding HIV/AIDS being taught in secondary schools, and make recommendations for curricular reform. 相似文献

In this paper we show that costs associated with infractions of property rights, such as theft, can be reduced by imposing lower penalties on individuals who admit to such infractions and make restitution. We find that the socially optimal penalty on a confessed thief may be zero (complete amnesty) or even negative—a person may be given a reward for confessing a theft. This is because a thief's valuation of a good is generally lower that its valuation by its legal owner, and an amnesty permits the trade that such a difference in valuation makes calls for. It is interesting to note that the benefits of amnesties were apparently recognized in ancient times and they constitute part of Biblical Law. Moreover, such amnesties have also been informally incorporated into modern legal systems, wherein leniency (a form of partial amnesty) is generally shown to individuals who confess their infractions. 相似文献

This article provides an analysis of the relations between Tunisia and Israel. The author argues that Israel's attempt to establish diplomatic relations with Tunisia was motivated largely by its quest to reach the countries in the periphery of the Middle East. In addition, the author argues the Israeli leaders were concerned about the fate of the Jewish community in Tunisia. At the same time, the Tunisian ruling Neo Destour party was motivated by the pragmatic considerations of its leader Habib Bourguiba who sought to pursue a unique policy towards Israel based on a willingness to recognize its existence and a just solution to the Palestinian question. Furthermore, the author argues that although the Tunisian regime criticized Israel for its occupation of Arab territories, the contacts between the two countries never ceased entirely. The bilateral connections reached their climax after 1993, when the Oslo accord between Israel and the Palestinians was signed. Despite the continuing tension, both sides remained interested in keeping the contacts and it was primarily Tunisia's concern for its tourism industry that kept it from severing its relations with Israel. The article also shows that Tunisia's Western orientation had a salutary effect on the bilateral relations. 相似文献

ABSTRACTDoes the introduction of UN forces impact terrorism? We argue that at least initially, UN peacekeeping missions may significantly shift the local conflict bargaining process, creating incentives for terrorist and insurgent groups to increase their attacks against civilians. UN missions create a symbolic endpoint to initial negotiations, alter the balance of power between combatants, and may change the relationship between local combatants and the civilian population they rely on for support. We test this argument using monthly data from 12 African countries, analyzing the risk of terrorism at the local level. We find that the introduction of UN forces in an area significantly increases the short-term risk of terrorism, but longer missions in the country reduce this risk. 相似文献

In schools humans are classified and categorized by other humans through the assessment of their actions and documents they produce there. This practice of differentiation essentially relies on contingent teacher judgements that are aggregated into marks, end-of-year reports or school graduation certificates. The article explores the formal and informal situations of teachers talking about their students and classes and making decisions about their school reports. While teachers share their judgements on pupils in informal staff-room conversations, the thereby generated knowledge does not necessarily result in social consequences. It does, though, in formal gatherings such as report conferences, where the judgements are ratified and fixated. The judgement of an individual teacher is hereby transformed into a grade given by the school. By analytically characterizing these social and numeric-administrative objectifications the article shows how judgements on pupils are kept reversible and simultaneously become solidified during the school year. 相似文献
