ABSTRACTPeter Balint identifies three challenges to toleration, one of which is the multiculturalism challenge. This is the charge that liberal toleration fails to accommodate minorities adequately, which requires positive recognition rather than negative toleration. I discuss his response to the multiculturalism challenge and its connection to a classical liberal view of toleration. This involves Balint’s claim that liberal neutrality should be understood as reflective and ‘difference-sensitive’, which should be realised by the state being ‘hands-off’ in the sense of withdrawing support for privileged ways of life. I argue that Balint’s classical liberal view that the state needs to be ‘hands-off’ is in need of specification and that it does not fit well with his claim that neutrality needs to be reflective and difference-sensitive. 相似文献

Persistent contradictions among growth, efficiency and equilibrium in East European countries are analysed in our theoretical model. Internal and external tensions are distinguished. Both types of tension diminish the efficiency of investment and of foreign trade, moreover, they modify macrodistributional shares. The existing literature on the Indo-Pacific has largely focused on how and why the USA, Japan, Australia, India, and Indonesia have promoted the strategic concept of the Indo-Pacific, and how China has rejected it in the domain of maritime security. What has been overlooked, however, are dramatically expanded Chinese perceptions of the region and changing and complex Chinese attitudes and responses toward the Indo-Pacific. This essay aims to fill this gap by demonstrating how China has coopted certain components of the Indo-Pacific in its geoeconomic hegemonic project. This can be partially explained by unfolding and expanding Chinese perceptions of the region, characterized by geoeconomics and maritime/continental hybridity. This paper brings a missing perspective to the debate by highlighting China’s evolving, complex, and multifaceted approaches regarding the Indo-Pacific. Weak state capacity has often been in focus when explaining why land reform in sub-Saharan Africa is not implemented. However, an analysis of the deeper politics of land reform brings our attention to a set of incentives which allow rules governing land to be open to interpretation. This article demonstrates that in Uganda, the need to maintain the ruling coalition in a clientelist political settlement to build electoral support, and the desire to attract economic investors, constitute political incentives to maintain land governance as a grey zone, even if there is apparent political will to implement land reforms. 相似文献

Intimate partner violence(IPV)is simultaneously assumed as a serious crime and a major public health issue,having recurrences as one of its main characteristics and,consequently,re-entries of some alleged offenders in the criminal justice system(CJS).The main goal of this study is to assess if in cases of female victims of IPV,violence decreases after the first entry of the alleged offender in the CJS.A retrospective study was performed based on the analysis of police reports of alleged cases of IPV during a 4-year period.The final sample(n=1488)was divided into two groups according to the number of entries in the CJS(single or multiple)followed by a comparative approach.Results suggest that violence decreases after the first entry of alleged offenders in the CJS.Re-entries were found in only 15.5%of the cases but they were accountable for 3.3 times more crimes on average.Besides,victims of recidivism presented more injuries and required more medical care.Thus,a small group of alleged offenders seems to be more violent and accountable for most of the IPV crimes registered in the CJS suggesting that regardless of legal sanctions aiming to deter violence,these measures may not be enough for a certain group of offenders.This study sustains the need for a predictive model to quantify the risk of repeated IPV cases within the Portuguese population. 相似文献

Social trust is usually treated as a dichotomy between particularized and generalized trust. In this article it is argued that a third distinct form, community trust, is neither particularized nor generalized and bounded in space rather than persons. Factor analysis of survey data from 33 Swedish municipalities (N = 6,453) distinguishes between particularized, generalized and community trust. Furthermore, regression analyses show that the three trust forms have partly distinct antecedents and linked to different types of behaviours. While generalized trust best predicts leaps of faith in relation to strangers, community trust is the only trust form significantly predicting taking part in local problem solving. Finally, multilevel analysis shows that community trust is the trust form most vulnerable to changes with respect to ethnic diversity and socioeconomic equality. 相似文献
