Political apologies are commonly imagined as gestures of finality and closure: capstone moments that summate public knowledge. One manifestation of these assumptions is the position that apologies should be timed to come only after appropriate investigation into the wrongdoing has been completed. This article takes a different view, for two reasons. First, even apologies that seem based on robust knowledge can come to seem incomplete or inadequate in the light of subsequent learning and knowledge. Second, because apologies are complexly embedded in longer-term processes of activism and response, they can contribute to their own unravelling by encouraging further consideration and inquiry. We develop these arguments by considering two Canadian cases that illustrate these dynamics: apologies that addressed, respectively, the wartime internment of Japanese Canadians and the policy of forcing Indigenous children to attend residential schools.  相似文献

This article seeks to assess whether populist incumbents affect their country’s perceived political stability and business climate. Existing evidence contends that populist governments in European democracies produce more moderate policy outcomes than their agendas would suggest. However, populist parties are still regarded as disruptive, as they are perceived to not conforming to the politics of negotiation and compromise that are central to liberal democracies. Therefore, their presence in government may generate political uncertainty and negatively affect the business climate. Drawing on a sample of 26 European democracies between 1996 and 2016, we find that populist incumbency initially generates market uncertainty, but after about two years in office, the negative effect on the business climate vanishes.  相似文献

Abstract

Members of parliament are accountable to both their district and party. Consequently, they have to balance their responsiveness to these competing principals when their preferences diverge. Existing research on this representational dilemma focuses mostly on the role of political institutions, whereas this article offers a new individual-level explanation: pre-parliamentary party careers. Using sequence analysis, three ideal-typical pre-parliamentary career paths are identified: the party local, the party functionary, and the party civilian. The share of party locals increases over time at the expense of party civilians in the Danish parliament, and these party locals are more likely to diverge from the party’s position when it is unpopular among their constituents. These findings corroborate existing evidence of political professionalisation in parliamentary democracies, but they also suggest that professionalisation may be associated with a localisation of politics leading to more rather than less constituency representation.  相似文献

The aim of this study is to provide useful knowledge to policy makers and practitioners on how to promote the practices of sustainability transparency in local governments, based on the influence of the cultural environment on the disclosure of governmental information on sustainability, including social, environmental and economic information. We perform a comparative analysis of the effects of four types of variables (demographic, sociological, economic and financial) on the disclosure of information on sustainability in two different contexts: Anglo-Saxon and Nordic administrative cultures. Our results show that the factors of the administrative culture context do influence practices of transparency on governmental sustainability. In the Anglo-Saxon environment, the explanatory variables are population size, dependent population and education level. For the Nordic area countries, the main variables are unemployment, dependent population, financial autonomy and debt per capita. Taking into account the study results obtained, we propose measures to facilitate the dissemination of sustainability information in each cultural environment.  相似文献

This article sheds light on one of the key developments in recent German politics and relates it to the broader debate on the electoral success of the far right. The rise of the Alternative für Deutschland (AfD, Alternative for Germany) is also a story about Germany’s internal political divide three decades after reunification, as the party has roughly twice as much support in the east than in the west. The article analyses the country’s east-west divide, strongly visible in widespread sentiments of societal marginalisation among eastern Germans. The key socio-structural differences between the east and the west relate to matters of economics, migration, and representation—and provide a setting suitable to AfD strength in the east. In explaining the party’s electoral success in eastern Germany, the article echoes recent scholarship which rejects narrow explanations for the strength of ‘populism’, and instead highlights its multiple causes.  相似文献

In this article we analyse various forms of emotional management of mourning in the experiences of six female relatives of victims of extrajudicial executions in Colombia. Referencing the concept of the ‘spectral’, we discuss the ways in which family members establish ways of living with mourning that emphasise the impossibility of achieving closure, and explore the ways in which they keep the wounds of their suffering open as a means of organising themselves politically, in pursuit of justice. The article suggests an alternative to a teleology of closure, suggesting that, in contexts of impunity such as the one prevailing in Colombia, mourning becomes a scenario of habitability.  相似文献

This article examines the quality assurance (QA) regime of higher education (HE) in Mexico. In particular, we examine how the regulatory framework of HE quality has evolved in the past three decades and the different regulatory configurations and policy instruments used by QA agencies. We argue that the Mexican case is illustrative of a (weak) hybrid regulatory model that combines the policy instruments of both a state-centred model and a market-oriented model. Our results show diverse institutional patterns in the evaluation and accreditation of both public and private institutions.  相似文献

Interior immigration enforcement in the U.S. has rapidly increased over the past two decades, including increased Immigration and Customs Enforcement (ICE) activity and the revival of workplace raids under the Trump administration. We contribute to the body of research that aims to better understand the consequences of immigration enforcement for children in targeted communities, including on their education, health, and socioemotional well-being. We employ a mixed methods research design to investigate the effects of the sweeping April 2018 Morristown, Tennessee immigration raid on children's health and education outcomes. We utilize linked, longitudinal health and education data on children and a quasi-experimental design to analyze the effects of the raid on those residing in close proximity to the raid. Interview data from community members and organizations in the affected area aid in better understanding how the raid unfolded and the mechanisms through which a community trauma such as this might affect children both directly and indirectly. Our results indicate negative effects across multiple education and behavioral health outcomes for children of immigrants living in the area targeted by the raid, including a substantial spike in absences from school in the month of the raid and significant increases in exclusionary disciplinary actions and in diagnoses of substance use disorder, depression, self-harm, suicide attempts or ideation, and sexual abuse in the year following the raid.  相似文献

This article assesses the effect of changes in the lawmaking process on the success of the president’s legislative agenda, distinguishing between within-term success (bills that passed during the term) and overall success (including bills that passed after the president left office). With the 2064 presidential bills introduced in seven terms (1990–2018) in Chile’s presidential system, we assess the impact of changes in lawmaking rules on within-term (59.9%) and overall success (70.6%). Changes that decrease attributions of the president and create more opportunities for executive-legislative bargaining—including concurrent elections—increase the chances of success of presidential bills. The use of presidential urgency motions, an agenda-setting tool, makes bills more likely to pass, but the issuance of many urgency motions undermines the bill’s chances to succeed. Presidential bills introduced early in the term and those on issues where there is more policy convergence are more likely to pass.  相似文献
