Organised interests play a double role in policymaking: as representatives of societal interests and as policy experts adding to regulatory quality. The former of these 2 roles has been examined over and over again, whereas the latter has almost completely evaded scholarly interest for a number of reasons. One reason is that it demands a focus on output rather than on traditional darlings such as representation, input legitimacy, or influence. Another is that it demands an interdisciplinary approach as regulatory quality—that which the involvement of organised interests seek to furnish—is a concept that includes elements from both law and political science. The question of how to design involvement of organised interests in order to support regulatory quality, however, is a question with both academic and practical relevance. Building on an empirical study, this paper attempts to spur theorising to address this relevant question. The result is 4 assumptions that describe the relationship between involvement of organised interests and regulatory quality.  相似文献

Why are some parties more likely than others to keep the promises they made during previous election campaigns? This study provides the first large‐scale comparative analysis of pledge fulfillment with common definitions. We study the fulfillment of over 20,000 pledges made in 57 election campaigns in 12 countries, and our findings challenge the common view of parties as promise breakers. Many parties that enter government executives are highly likely to fulfill their pledges, and significantly more so than parties that do not enter government executives. We explain variation in the fulfillment of governing parties’ pledges by the extent to which parties share power in government. Parties in single‐party executives, both with and without legislative majorities, have the highest fulfillment rates. Within coalition governments, the likelihood of pledge fulfillment is highest when the party receives the chief executive post and when another governing party made a similar pledge.  相似文献

Abstract

Research on legislative?executive relations in foreign affairs has generally assumed that parliaments are more active in ‘intermestic’ affairs than in traditional foreign policy issues. This paper revisits this assumption by examining whether parliaments in European countries scrutinise crucial decisions on a typical intermestic domain: external energy policy and, more specifically, intergovernmental agreements (IGAs) on energy. Contrary to the expectation, the study finds high variation in the level of parliamentary scrutiny across and within countries. To account for this variation, the paper focuses on the role of issue framing, particularly the impact of securitising and/or depoliticising moves by members of parliament and government. The paper argues that, in contrast to traditional foreign policy matters, securitisation attempts in areas with a strong economic component are likely to increase politicisation and hence also parliamentary engagement. Conversely, parliamentary disengagement is likely to come from the opposite dynamics: successful depoliticisation of governmental responsibilities.  相似文献

This article tests functional and institutional explanations for the different levels of formal independence of regulatory agencies in Latin America. The analysis is grounded in an original database of the formal independence level of 104 regulators in 8 countries and 13 regulatory sectors. The results challenge a central claim of the credible commitment hypothesis as they indicate that privatization is not a significant determinant of agency independence nor are utility regulators more likely to be independent than other economic regulators. Veto players are positively correlated with formal independence, indicating that in developing countries they operate together as credibility‐enhancing mechanisms, rather than as functional equivalents, as previous studies on developed countries have shown. Democratization is positively correlated with formal independence, whereas trade opening and vulnerability to international pressures has no significant impact. Hence, this article enhances the understanding of the delegation of regulatory powers to formally independent agencies in developing countries.  相似文献

This article sheds light on one of the key developments in recent German politics and relates it to the broader debate on the electoral success of the far right. The rise of the Alternative für Deutschland (AfD, Alternative for Germany) is also a story about Germany’s internal political divide three decades after reunification, as the party has roughly twice as much support in the east than in the west. The article analyses the country’s east-west divide, strongly visible in widespread sentiments of societal marginalisation among eastern Germans. The key socio-structural differences between the east and the west relate to matters of economics, migration, and representation—and provide a setting suitable to AfD strength in the east. In explaining the party’s electoral success in eastern Germany, the article echoes recent scholarship which rejects narrow explanations for the strength of ‘populism’, and instead highlights its multiple causes.  相似文献

Abstract

Members of parliament are accountable to both their district and party. Consequently, they have to balance their responsiveness to these competing principals when their preferences diverge. Existing research on this representational dilemma focuses mostly on the role of political institutions, whereas this article offers a new individual-level explanation: pre-parliamentary party careers. Using sequence analysis, three ideal-typical pre-parliamentary career paths are identified: the party local, the party functionary, and the party civilian. The share of party locals increases over time at the expense of party civilians in the Danish parliament, and these party locals are more likely to diverge from the party’s position when it is unpopular among their constituents. These findings corroborate existing evidence of political professionalisation in parliamentary democracies, but they also suggest that professionalisation may be associated with a localisation of politics leading to more rather than less constituency representation.  相似文献

The aim of this study is to provide useful knowledge to policy makers and practitioners on how to promote the practices of sustainability transparency in local governments, based on the influence of the cultural environment on the disclosure of governmental information on sustainability, including social, environmental and economic information. We perform a comparative analysis of the effects of four types of variables (demographic, sociological, economic and financial) on the disclosure of information on sustainability in two different contexts: Anglo-Saxon and Nordic administrative cultures. Our results show that the factors of the administrative culture context do influence practices of transparency on governmental sustainability. In the Anglo-Saxon environment, the explanatory variables are population size, dependent population and education level. For the Nordic area countries, the main variables are unemployment, dependent population, financial autonomy and debt per capita. Taking into account the study results obtained, we propose measures to facilitate the dissemination of sustainability information in each cultural environment.  相似文献

This article speaks to a post-human feminist museology. It argues that considerations of a feminist museology would benefit from engaging with post-human feminist dialogues currently unfolding within academia. Dynamic political landscapes and global circumstances challenge dualist paradigms. Theorizations of museums are not exempt from these challenges. Critiques of androcentricity indicate that feminist theorizations have never fully centred on “the human”, but always already contextualized how we affect the world, and how the world affects us. Discussions in this article follow Barad’s agential-realist theorization of the material-discursive practices that shape our understandings in and of the world, and Haraway’s notion of diffraction that engages the material and re-tools recordings of object histories as entangled human and non-human processes that can be taken apart and reassembled, making different possibilities possible. The article demonstrates that museological alternatives that emerge from conversations about entanglements not only aim to move beyond the paradigms they have been circling within for so long, but towards a re-thinking of museology and cultural heritage museums. Thus, considerations of a feminist post-human museology re-imagine museums as entangled becomings that make different possibilities possible.  相似文献

The current international crisis in public finances has made financial sustainability a key issue for governments. Although the European Union (EU) and other international organisations have recommended governments to monitor demographic and economic variables, few studies have considered the influence of these variables on financial sustainability. This paper seeks to identify and analyse the drivers and risk factors that influence the financial sustainability of local government. The findings identify both risk factors (unemployment and population aged under 16 years) and drivers (budgetary outcome) of financial sustainability, which may constitute a useful basis for decision-taking by managers and policy-makers.  相似文献

In this article, we focus on the consequences of quorum requirements for turnout in referendums. We use a rational choice, decision theoretic voting model to demonstrate that participation quorums change the incentives some electors face, inducing those who oppose changes in the status quo and expect to be in the minority to abstain. As a result, paradoxically, participation quorums decrease electoral participation. We test our model’s predictions using data for all referendums held in current European Union countries from 1970 until 2007, and show that the existence of a participation quorums increases abstention by more than ten percentage points.  相似文献
