Ethnic and immigrant residential concentration, and crime rates

One of the main arguments of social disorganization theory is that ethnic heterogeneity, influenced by immigrant residential concentration, is highly disruptive for community organization, and therefore, highly criminogenic. The effect of immigrant residential concentration on crime rates is, however, generally masked by the general effect of the broader category of ethnic heterogeneity. Some recent studies even suggested a negative relationship between immigrant residential concentration and crime. The present study, conducted in the city of Haifa, Israel, used neighborhood level data to test the specific relationship between immigrant residential concentration and crime rates among recent immigrants from the former Soviet Union. The results showed that the decomposition of ethnic heterogeneity into its two main components—immigrant residential concentration and ethnic residential concentration—served to qualify the predicted effects of social disorganization theory.     

Suspect Police Officers Investigated by Former Police Officers: Good Idea,Bad Idea?

Up to 1992, all illegal use-of-force complaints against police officers in Israel were handled internally by the police department. In 1992, following public and political pressure, an external civilian board was established to handle such cases. In this framework, investigations of suspect police officers are conducted by former police officers. In this study, investigators' and suspects' personal and organizational characteristics were examined, as well as their attitudes to the civilian board and the manifestation of police violence. In general, the two groups were found to differ significantly on both levels. The employment of former police officers with high professional qualities seems to have some advantages in this investigative situation.     

Differential perceptions of the seriousness of male violence against female intimate partners among Jews and Arabs in Israel

Crime seriousness studies have consistently shown wide consensus regarding the high perceived seriousness of violent offenses. However, socio-cultural models suggest wide variability between social groups with regard to the seriousness of certain types of violent crime. This is particularly true in the case of male violence against female intimate partners. The present study examines these contradictory propositions in Israel focusing on its two main ethnic groups--Jews and Arabs. In an attitudinal survey, respondents were required to evaluate the seriousness of hypothetical crime scenarios representing a number of criminal offenses including male violence against female intimate partners. As expected, the findings revealed significantly more permissive attitudes to male violence against female intimate partners among Arab respondents than among Jews. The implications of these findings are discussed.
