Another Missing Dimension? Foreign Languages in World War II Intelligence

This article argues that foreign languages are another part of the ‘missing dimension’ of intelligence. By examining the role of linguists in Y stations and at Bletchley Park in the Second World War, the article explores the institutional language policies developed for intelligence, and the working practices of those with foreign language skills. The article suggests that certain issues raised by this case study might be usefully examined in other intelligence contexts: the ways in which foreign language requirements are officially represented, the problematics of foreignness for recruiters, the status and identities of language workers, and the implications of professional translation practice within an intelligence environment.

A Regional Analysis of Industrial Production and Labor Productivity Trends in Tanzania, 1965 to 1972

The Charlie Hebdo affair caused major repercussions in Senegal, not least because President Macky Sall took part in the “march in support of republican values” in Paris on Sunday 11 January 2015. Sall came in for fierce criticism for sympathising with the enemies of Islam. This article analyses the different attitudes expressed in the public demonstrations over the ensuing weeks, as well as in the accompanying media debate. Reactions were not unconnected with a profound ambivalence towards France, manifested in another public debate around the Fifteenth Assembly of the Organisation internationale de la Francophonie (OIF) held in Dakar just weeks before. They were also affected by local politics, with the opposition seizing the opportunity to discomfit Sall. Also everywhere in play were local Islamic dynamics, particularly Sall’s on-going difficulties with Senegal’s principal religious families and resistance to his efforts to modernise traditional koranic schools (daaras).     

Permanent supportive housing for domestic violence victims: program theory and client perspectives

The US Violence Against Women Act of 2005 allocated $10 million to support collaborative efforts to create permanent housing options for domestic violence victims. Such programs are relatively new and rare, and up to now little research has examined their efficacy. This research investigates one permanent housing option, the permanent supportive housing model, through an exploratory case study of a Connecticut-based program currently being developed. The study compares the program design articulated by administrators and advocates with perspectives of domestic violence agency clients.

Findings indicate important differences between the program activities and goals articulated by administrators, and those preferred by clients. Although everyone agreed that personal safety was a priority, administrators stressed independence and choice whereas clients sought a stricter, community-centered environment with time-limited stays. These themes can be used to develop hypotheses for larger studies and have important preliminary policy and program implications.     

From Missionary to Ministerial Adviser: Constance Duncan and Australia‐Japan Relations 1922‐1947

The contribution of A. Constance Duncan (1896‐1970) to Australia‐Japan relations has been overlooked in mainstream historiography. This article examines her role in the development of these relations from 1922 to 1947. She was one of the few women to be accepted into the elite inner‐circle of intellectuals influencing Australian foreign policy during this period. In 1922 she embarked on a career in Japan as a missionary, or “foreign secretary”, for the Young Women's Christian Association. She returned to Australia in 1933 and took up a position with the Bureau of Social and International Affairs. Her familiarity with Japanese culture and society, together with an abiding interest in promoting world peace, led naturally to her participation in the world of international relations at a time of heightened interest in the Asia‐Pacific region and Japan in particular. She was part of an intellectual movement that considered an educated Australian public to be of paramount importance in future Australia‐Japan relations and international relations generally. This article traces her activities and examines her influence in the educational field and on Australian foreign policy‐making.
