Governing complex societal problems: The impact of private on public regulation through technological change

When addressing complex societal problems, public regulation is increasingly complemented by private regulation. Extant literature has provided valuable insights into the effectiveness of such complex governance structures, with most empirical studies focusing on how public regulation influences private regulation. Conversely, the impact of private on public regulation is less well studied. Here, we investigate this impact with a focus on technological change as possible mechanism. Based on a case study of energy efficiency in buildings in Switzerland, we find evidence of a symbiotic interaction between public and private regulation that leads to ratcheting-up of regulatory stringency. We identify technological change as the mechanism linking private and public regulation. We discuss the relevance of our findings for governance literature and regulators.     

Trajectories of Positive and Negative Behaviors from Early- to Middle-Adolescence

Although the positive youth development (PYD) model initially assumed inverse links between indicators of PYD and of risk/problem behaviors, empirical work in adolescence has suggested that more complex associations exist between trajectories of the two domains of functioning. To clarify the PYD model, this study assessed intraindividual change in positive and problematic indicators across Grades 5–10, and the links between these trajectories of development, among 2,516 participants from the 4-H Study of PYD (58.1% females; 64.9% European American, 7.0% African American, 12.3% Latino/a American, 2.6% Asian American or Pacific Islander, 1.8% Native American, 3.0% multiethnic-racial, and 8.4% with inconsistent race/ethnicity across waves). Results from person-centered analyses indicated that most youth clustered in the high trajectories of positive indicators and in the low trajectories of the negative ones. Consistent with past research, overlap between trajectories of positive and negative behaviors was found. These results suggest that theory and application need to accommodate to variation in the links between positive and problematic developmental trajectories.     

Strategic Change in Terrorist Movements: Lessons from Hamas

Existing literature is weak in explaining strategic change among terrorist movements, especially regarding the question of why these organizations often switch between contesting the external enemy, usually the government or the occupying power, and the internal arena in which they compete against fellow rebel groups. A rebel force facing diminishing returns from a formerly successful tactic with no equally effective tactical substitute in sight is likely to switch from conflict against a government to achieve dominance in the rebel camp. The terrorist movement will switch from the external to the internal arena even if such substitution compromises the overall goals of the rebel camp. The following article explores these dynamics in Hamas's strategy in the latest round of conflict between the movement and Israel.

Religious and Ideological Dimensions of the Israeli Settlements Issue: Reframing the Narrative?

Whether or not it will be possible to relocate settlers from the "territories" depends not just on the willingness of the relevant Israeli officials to authorize evacuation of some or all of the West Bank and Gaza given the violence it may cause, but especially on the thinking and the changing attitudes of the settlers themselves. Only by understanding the views of the current settlers — their motivations, their beliefs, and the differences among them — will it be possible to formulate a sensible relocation strategy. That was the focus of the conference's first panel.
