This study explores processes and policies that facilitate the development of community trails. With funding from Active Living Research and the research framework of the Physical Activity Policy Research Network (PAPRN), we conducted a multiple-site case study. A total of six trails in Hawaii, Massachusetts, Missouri, North Carolina, South Carolina, and Washington were chosen for study. The goals of this case study were to identify the policy influences on trail development, explore the roles of key players in trail development, and compare and contrast findings from the different trails. Trail development can be a long process. Some of the trails took over a decade to complete because of funding, opposition, and roadblocks in the form of design standard policies. Work in trail development requires a team of many players, and it is necessary to balance their varied motives to accomplish a shared overall goal. Foresight through the master planning process is also a vital component of successful trail development. Finally, community involvement is key. Communities contemplating trail development should explore the effects of policy on the trail projects reported here to proactively identify potential influence. 相似文献

We provide the first empirical assessment of commenter influence during the rule development stage of administrative rulemaking. We argue that public com‐menters play a critical agenda‐setting role during rule development. To test this proposition, we analyze data from 36 Department of Transportation rules and almost 500 comments. Each of these rules began with an Advance Notice of Proposed Rulemaking—a procedure that allows us to track the formal participation of interested parties during rule development. Our analyses are supplemented by face‐to‐face interviews with agency officials. We find a strong agenda‐setting role for early commenters—both in terms of affecting the content of future regulations and in thwarting unwanted regulations. We conclude that “early‐bird” com‐menters are well positioned to frame public policy debates as rules move through the regulatory process. © 2009 by the Association for Public Policy Analysis and Management. 相似文献

As developmental scientists cease to perceive adolescence as a period of inevitable turmoil and adopt the Positive Youth Development (PYD) perspective, psychometrically sound measurement tools will be needed to assess adolescents’ positive attributes. In this article we examine the longitudinal stability of the very short version of the PYD scale developed as part of the 4-H Study of PYD. Using a sample of 7,071 adolescents (60 % female) followed between Grades 5 and 12, our results suggest general stability of PYD across adolescence, both in terms of mean levels and rank-order stability. We also show that both a global measure of PYD and the individual Five Cs of PYD consistently correlate with important criterion measures (i.e., contribution, depressive symptoms, and problem behaviors) in expected ways. Although our results suggest weak relationships among our three criteria, we especially note that across adolescence PYD becomes more strongly correlated with contribution but less strongly correlated with depressive symptoms, and that confidence becomes more strongly related to depressive symptoms. We discuss implications for use of the present PYD measure in youth development programs. 相似文献

The leadership of the Intifada in the territories, the United National Command (UNC), called for an organization of small units to maximize efficiency, and for the continuous proliferation of these organizational units to reduce the Intifada's vulnerability. A strategy of low‐scale violence, requiring little prior training and skill, facilitated wide scale‐recruitment. To sustain a rebellion over a long period, there was a need to create territory‐wide organizations, which also provided services to a public which experienced great hardships. Territorial consolidation was never achieved, partly because the diaspora‐centered PLO feared potential competitors in the territories. Thus, the recruitment pool shrunk, and a vulnerable hard core emerged. A strategy of organizational diffusion increases the need for centralized control, a function which the UNC failed to perform. Political strife within the hard core, increasing abuse of its power, and social lawlessness compounded the problem of vulnerability, and eventually transformed a popular Intifada into a manhunt. 相似文献
