Image analysis of gunshot residue on entry wounds. II--A statistical estimation of firing range.

A statistical investigation of the relationship between firing range and the amount and distribution of gunshot residue (GSR), used automated image analysis (IA) to quantify GSR deposit resulting from firings into pig skin, from distances ranging between contact and 45 cm. Overall, for a Ruger .22 semi-automatic rifle using CCI solid point, high velocity ammunition, the total area of GSR deposit on the skin sections decreased in a non-linear fashion with firing range. More specifically there were significant differences in the amount of GSR deposited from shots fired at contact compared with shots fired from distances between 2.5 and 45 cm; and between shots fired from a distance of 20 cm or less, with shots fired at a distance of 30 cm or more. In addition, GSR particles were heavily concentrated in the wound tract only for contact and close range shots at 2.5 cm, while the particle distribution was more uniform between the wound tract and the skin surfaces for shots fired from distances greater than 2.5 cm. Consequently, for future scientific investigations of gunshot fatalities, once standards have been established for the weapon and ammunition type in question, image analysis quantification of GSR deposited in and around the gunshot wound may be capable of providing a reliable, statistical basis for estimating firing range.     

Stepping Up to the Plate: Minor Leaguers Attempt to Remedy their Unconscionable Plight

Professional baseball players are often thought of as making multi-million-dollar salaries, but most professional baseball players have recently made under $15,000 a year. Minor league players toiled under an onerous system resulting from baseball's judicially created antitrust exemption and lobbying efforts that exempted them from minimum wage and overtime. These factors allowed teams to impose a uniform player contract (UPC) on players with numerous unconscionable provisions for years. However, a late-night Tweet in August of 2022 sent shockwaves through the sports and labor world, announcing that the Major League Baseball Players Association (MLBPA) was sending out authorization cards to represent minor league players. After years of fighting to maintain the authority to impose conditions on minor league players, through lobbying and litigation, Major League Baseball (MLB) turned over a new leaf and recognized the unionization of minor league players under the MLBPA less than three weeks later. In light of this long sought-after recognition, this article takes a novel approach. First, it provides historical context for baseball's unique ability to impose working conditions on minor leaguers without significant concern for legal ramifications. Second, it provides an overview of the doctrine of contractual unconscionability and analyzes the prior UPC as an unconscionable agreement. Finally, it details the historic unionization process and makes detailed recommendations to ameliorate the unconscionable conditions minor league players have faced when they negotiate with MLB owners to draft their initial collective bargaining agreement.     

The Role of Land Certification in Reducing Gaps in Productivity between Male- and Female-Owned Farms in Rural Ethiopia

This paper analyses the impact of a low-cost land certification programme on the productivity of female-headed households. The hypotheses tested in the paper emphasise on the interaction between the constraints that female-headed households face in terms of insecure land tenure, lack of productive resources and suboptimal land market participation, on the one hand, and the tenure security benefits of certification on the other. Our findings show that land certification has a positive effect on land market participation and productivity. Our analysis also suggests higher marginal effects of certification on female-headed households’ productivity, compared to the male ones.     

Protective Orders and Domestic Violence: Risk Factors for Re-Abuse

One of the few legal tools for protecting victims of domestic violence is the civil Protection Order (PO). How effective they were in preventing re-abuse was analyzed by examining court and police records from 210 couples in which female victims (or applicants) filed POs against their violent partners. Police records for 2 years prior and two years following the issuance of a PO were reviewed. Results indicated a significant decline in the probability of abuse following a PO. Prior to filing a PO, 68% of the women reported physical violence. After filing, only 23% reported physical violence. Several risk factors were assessed and it was found that very low SES women were more likely to report re-abuse as were African-Americans.

An ongoing theme in Filipino history has been the exclusion of the left from electoral politics. Something that may provide an aperture facilitating left-wing participation are the provisions of the 1987 Constitution providing for the election, based on proportional representation, of representatives from traditionally marginalized sectors of society. Since the implementation of these provisions, six party-list groups have become the visible face of the left in Philippine politics. However, since 2001, the Philippines have experienced a wave of assassinations targeting leftists. These killings, an emulation of the Phoenix Program implemented by the United States in Vietnam, are designed to destroy organizations used as ‘fronts’ by the Communist Party of the Philippines and the progressive party-list groups have been specifically targeted. These killings, and the fear they generate, are an example of state terrorism and, eventually, will prove themselves to be flawed counterinsurgency doctrine because, by precluding left-wing participation in electoral politics, they force the left into armed opposition.     

Tenure Insecurity,Gender, Low-cost Land Certification and Land Rental Market Participation in Ethiopia

There is a renewed interest in whether land reforms can contribute to market development and poverty reduction in Africa. This paper assesses effects on the allocative efficiency of the land rental market of the low-cost approach to land registration and certification of restricted property rights that was implemented in Ethiopia in the late 1990s. Four rounds of a balanced household panel from 16 villages in northern Ethiopia are analysed, showing that land certification initially enhanced land rental market participation of (potential) tenant and landlord households, especially those that are headed by females.     

Child abuse potential and parenting stress within maltreating families

This study examined the relationship between child abuse potential and parenting stress in mothers and fathers receiving services for child maltreatment. Significant differences were found between perpetrating and nonperpetrating parents. Nonperpetrating parents reported more problems with family, greater total parenting stress and child-related stress, and greater stress from child demandingness, adaptability, acceptability, and distractibility. No significant gender differences in child abuse potential and parenting stress were found. Aspects of parent related stress moderated the relationship between child related stress and abuse potential. Perceived stress from parenting sense of competence was isolated as a variable that significantly increased abuse potential at medium and high levels of child-related stress.
