This article uses the concept of legitimacy to contribute to the debate about leadership change in local government. It focuses on the council-manager form of executive, used in Australia, Ireland, Finland, New Zealand, the US, and was an option for English local authorities in the Local Government Act 2000. After reviewing the central features, underlying values, and variations that the council-manager model displays cross-nationally, the article draws on research carried out in Stoke-on-Trent, England, a city which adopted a variant of the council-manager form. The analysis assesses the model operating there in terms of legitimacy, and argues that some of its shortcomings are addressed by the introduction of a form of decentralised, deliberative, neighbourhood governance. 相似文献

Under the Best Value regime, the government requires local authorities to involve the public in determining the provision of services. Indeed, the Best Value legislation provides a legal basis for consulting citizens and the local community in relation to better management of local government functions. The guidance on Best Value also encourages local authorities to place performance management within a community strategy framework. These combined actions will, it is hoped, result in more innovative, effective and efficient provision. Arguably, however, the success of increased participation will be influenced by how and why the public are involved. This study draws on case study research to ask whether involving the public does result in innovative changes and to what extent those involved are empowered through the process, concluding that success for both the authority and service users is influenced by factors such as cost structures and whether the original intent includes careful consideration of how those involved might benefit from the process. 相似文献

Objectives
Most research has suggested that correctional boot camps are not very successful in reducing reoffending, but recent evidence has been more encouraging for programs that include significant rehabilitative components. In line with this, High Intensity Training (HIT) for offenders aged 18–21 at Thorn Cross Young Offender Institution in England was followed by a significant reduction in the number of reconvictions in a 2-year follow up. This article aims to evaluate the impact of the HIT program after 10 years.Methods
The evaluation used a quasi-experimental design in which male young offenders who received HIT were individually matched, on their risk of reconviction, to a comparison group who went to other prisons. Official reconviction data, including the prevalence, frequency, types, and costs of offenses were used as the outcome measures.Results
Offenders who received HIT had a significantly lower prevalence and frequency of reconvictions, but their superiority over the control group reduced over time (after about 4 years). However, the cumulative number of convictions that were saved increased steadily over time, from 1.35 per offender at 2 years to 3.35 per offender at 10 years. The cumulative cost savings also increased over time, and the benefit:cost ratio, based on fewer convictions, increased from 1.13 at 2 years to 3.93 at 10 years.Conclusions
The beneficial effects of the HIT program became more obvious over time. More randomized experiments and long-term follow-up research, including regular interviews, are needed to evaluate the cumulative and persisting effects of correctional interventions more accurately. 相似文献454.

For several decades, we have witnessed a surge in public policies aimed at ending child maltreatment, youth violence, and adult domestic violence. Commensurate with this increased interest has been a growing body of research on each issue's etiology, affected population, and the public policy and prevention impacts. Even a cursory review of the literature suggests a number of commonalities across these forms of violence. As such, it seems timely and prudent to craft a research framework that facilitates the identification and dissemination of practice and policy innovations that can address all three concerns. This article articulates an overarching framework to guide researchers in better identifying common avenues of study. Two extra-legal factors were examined for their influence on professionals' decisions to report child abuse: having been abused as a child oneself, and the gender of the child, the parent, and the professional. One hundred and one men and women who worked regularly with children in mental health settings rated a series of scenarios presented as cases from a protective service agency. Participants made several judgments regarding the case including the severity of the parent's behavior, the likely effect on the child, whether the situation was abusive, and whether the case should be reported to a social service agency. Despite some interpretive limitations, the results generally support the hypothesis that extra-legal factors influence the perceptions of professionals who are mandated to report a suspected incident of abuse. 相似文献
