A Portrait of Failure: Ongoing Funding Cuts to Australia's Cultural Institutions

Three decades of government budget cuts have placed significant financial pressure on Australia's cultural institutions. Institutions are increasingly trying to attract non‐government funding to fulfil their legislative mandates to collect, maintain, and exhibit Australian and international art, to educate and inform the public, and preserve Australia's political, social, and cultural history. Evidence suggests that, despite these efforts, sources of funding have not changed significantly. Budget cuts are impacting a range of areas including acquisitions, preservation, digitisation, as well as limiting access to researchers and the public. This paper concludes that a public review of the roles played by cultural institutions is required, including consideration of the level of public funding provided. To do otherwise is to ignore the importance of Australia's cultural heritage.     

Population data for the Identifier 15 STR loci in Hong Kong Chinese

Allele frequencies for 15 STR loci, namely D8S1179, D21S11, D7S820, CSF1PO, D3S1358, TH01, D13S317, D16S539, D2S1338, D19S433, vWA, TPOX, D18S51, D5S818 and FGA, which are tested for by PE Applied Biosystem's Identifier kit, were obtained from a sample of 325 unrelated Chinese in Hong Kong.     

A motion detection-based framework for improving image quality of CCTV security systems

Closed-circuit television (CCTV) security systems have been widely used in banks, convenience stores, and other facilities. They are useful to deter crime and depict criminal activity. However, CCTV cameras that provide an overview of a monitored region can be useful for criminal investigation but sometimes can also be used for object identification (e.g., vehicle numbers, persons, etc.). In this paper, we propose a framework for improving the image quality of CCTV security systems. This framework is based upon motion detection technology. There are two cameras in the framework: one camera (camera A) is fixed focus with a zoom lens for moving-object detection, and the other one (camera B) is variable focus with an auto-zoom lens to capture higher resolution images of the objects of interest. When camera A detects a moving object in the monitored area, camera B, driven by an auto-zoom focus control algorithm, will take a higher resolution image of the object of interest. Experimental results show that the proposed framework can improve the likelihood that images obtained from stationary unattended CCTV cameras are sufficient to enable law enforcement officials to identify suspects and other objects of interest.     

Optimization of a simple method for the chiral separation of methamphetamine and related compounds in clandestine tablets and urine samples by beta-cyclodextrine modified capillary electrophoresis: a complementary method to GC-MS

The chiral separation of (+/-)-methamphetamine, (+/-)-methcathinone, (+/-)-ephedrine and (+/-)-pseudoephedrine by means of beta-cyclodextrine modified capillary electrophoresis is described. The distribution of enantiomers in clandestine tablets and urine samples were identified. Several electrophoretic parameters such as the concentration of beta-cyclodextrin, temperature, the applied voltage and the amount of organic solvent required for successful separation were optimized. The method, as described herein, represents a good complementary method to GC-MS for use in forensic and clinical analysis.     

Immigrant Students’ Emotional and Cognitive Engagement at School: A Multilevel Analysis of Students in 41 countries

Central to student learning and academic success, the school engagement of immigrant children also reflects their adaptation to a primary institution in their new country. Analysis of questionnaire responses of 276,165 fifteen-year-olds (50?% female) and their 10,789 school principals in 41 countries showed that school engagement has distinct, weakly-linked cognitive and emotional components. Native students had weaker attitudes toward school (cognitive engagement) but greater sense of belonging at school (emotional engagement) than immigrant students or students who spoke a foreign language at home. Students with better teacher–student relationships, teacher support or a classroom disciplinary climate often had a greater sense of belonging at school and had better attitudes toward school than other students. While immigrant students often have solid attitudes toward school, teachers can help them feel a greater sense of belonging at school.     

Reconstruction of Banknote Fragments Based on Keypoint Matching Method

Banknotes may be shredded by a scrap machine, ripped up by hand, or damaged in accidents. This study proposes an image registration method for reconstruction of multiple sheets of banknotes. The proposed method first constructs different scale spaces to identify keypoints in the underlying banknote fragments. Next, the features of those keypoints are extracted to represent their local patterns around keypoints. Then, similarity is computed to find the keypoint pairs between the fragment and the reference banknote. The banknote fragments can determine the coordinate and amend the orientation. Finally, an assembly strategy is proposed to piece multiple sheets of banknote fragments together. Experimental results show that the proposed method causes, on average, a deviation of 0.12457 ± 0.12810° for each fragment while the SIFT method deviates 1.16893 ± 2.35254° on average. The proposed method not only reconstructs the banknotes but also decreases the computing cost. Furthermore, the proposed method can estimate relatively precisely the orientation of the banknote fragments to assemble.     

Politicising Han-Chinese Masculinities: A Plea for Court-Mandated Counselling for Wife Abuser in Hong Kong

As the figures for wife abuse cases in Hong Kong continue to rise, the author questions the effectiveness of current law in controlling domestic violence. It is argued that the present law, which punishes abusers by putting them into jail, can neither change their violent behavior nor repair the personal/familial relationships of the parties involved. It is within this context that the author proposes the adoption in Hong Kong of ``court-mandated counseling', a scheme that has been practiced not only in the United States, but also in Mainland China, and Taiwan. It is, however, noted that such a counseling programme must be sensitive to the gendered legal politics and the local cultural discourse, as, otherwise, the scheme will operate to (re-)strengthen both the male dominating structure and the postcolonial hegemony.
