How Restricted is the Job Mobility of Skilled Temporary Work Visa Holders?

Using the National Survey of College Graduates, we investigate the job mobility of skilled workers holding U.S. temporary visas. Such workers either have legal restrictions on their ability to change employers or may be reluctant to leave an employer who has sponsored them for permanent residence. We find that the voluntary job‐changing rate is similar for temporary work visa holders and natives with similar characteristics, but that it spikes when temporary work visa holders obtain permanent residence. The spike magnitude implies mobility is reduced during the application period by about 20 percent, alleviating concerns that employers exercise strong monopsony power.     

Remote Wiping and Secure Deletion on Mobile Devices: A Review

Mobile devices have become ubiquitous in almost every sector of both private and commercial endeavors. As a result of such widespread use in everyday life, many users knowingly and unknowingly save significant amounts of personal and/or commercial data on these mobile devices. Thus, loss of mobile devices through accident or theft can expose users—and their businesses—to significant personal and corporate cost. To mitigate this data leakage issue, remote wiping features have been introduced to modern mobile devices. Given the destructive nature of such a feature, however, it may be subject to criminal exploitation (e.g., a criminal exploiting one or more vulnerabilities to issue a remote wiping command to the victim's device). To obtain a better understanding of remote wiping, we survey the literature, focusing on existing approaches to secure flash storage deletion and provide a critical analysis and comparison of a variety of published research in this area. In support of our analysis, we further provide prototype experimental results for three Android devices, thus providing both a theoretical and applied focus to this article as well as providing directions for further research.     

Staying the course in Mexico: the role of the US in the drug war, 2006–present

With drug-related violence reaching record levels in Mexico, there has been growing debate over its causes. US and Mexican officials blame many factors, including problems with their strategy in the drug war, fighting among cartels, corruption in police forces, an ineffective legal justice system and US drug demand. In this paper, I argue that the Mérida Initiative, a multi-billion dollar programme of US assistance, is an important additional factor. Drug-related violence increased in the years after the implementation of the Mérida Initiative, declined when Mexican officials paused new programmes in 2012 and increased again as US and Mexican officials implemented new Mérida programmes in the following years. Over the same time period, drug-related homicides and complementary counternarcotics assistance from the US Department of Defense are positively correlated. Using US records, I show that US officials have been willing to overlook the growing violence because they have been more focused on achieving their economic and strategic objectives. I conclude that their actions have played a significant role in increasing drug-related violence while starting an ominous new phase of US imperialism in Mexico.     

English Radicalism and the Annihilation of the ‘Progressive Dilemma’

The rise of political nationalism in the early twenty‐first century threatens to subsume the ‘progressive dilemma’ as identified by David Marquand. The labourist tradition is collapsing culturally, the liberal tradition intellectually. In the face of a new politics of nativism across Europe and America, the labour movement needs to put the debate over the progressive dilemma behind it and find a new source of philosophical inspiration in the English radical tradition.     

Sentencing Commissions as Centers for Policy Analysis and Research: Illustrations from the Budget Process

Sentencing commissions have become centers for policy analysis and research, studying the problems of prison crowding and resource limits (Reitz 1997). However, more information is needed regarding how commissions perform this function. This paper focuses on the role of sentencing commissions as centers of policy analysis during state budget processes. Also discussed is an important stage for policy research, the evaluation of alternative policies by means of computer simulation, a modeling tool frequently employed by sentencing commissions. Following a discussion of computer simulation principles, several prominent simulation models used by sentencing commissions are reviewed. Finally, the activities of Virginia's sentencing commission demonstrate how commissions serve as policy research centers.     

Domestic Violence in Hispanics in the Southeastern United States: A Survey and Needs Analysis

Violence is a significant health issue for Latinas in the United States (US), with 54.9% reporting violent victimization. However, little is known about battering among Hispanic women in the southeast. The southeastern corridor, a rural area in search of cheap labor, is a magnet for undocumented agricultural workers. The purpose of this study was to describe domestic violence in Hispanic/Latino women in the southeastern US, including type and frequency of violence experienced, barriers to obtaining treatment, and services needed by women who have been abused. Hispanic women completed questionnaires developed from information from focus groups. Results indicate that domestic violence is a major health problem for women in the southeast, and document previous findings as well as offer new insights about Hispanic women who have experienced domestic violence. Implications are discussed in terms of the need for community partnerships and interventions, as well as routine screening and crisis intervention.
