The political imperative to make public services more evidence based has contributed to the growth in the past two decades of both research and practice in the field of knowledge mobilization: the range of approaches to encourage the creation, sharing and use of research‐informed knowledge alongside other forms of knowledge. Paradoxically the growth of the field has made the challenge of encouraging research use much more complex and uncertain, and the roles of knowledge mobilizers much more diverse and demanding. This in‐depth interview study of knowledge mobilization in 51 agencies concerned with knowledge for public services breaks new ground in exploring a paradox at the heart of knowledge mobilization practice: the challenges that research agencies face in practising in research‐informed ways themselves. 相似文献
This study was driven by court order to examine methods to remove, extract, and STR‐type potential DNA entrapped between latent fingerprint lifting tape and matte acetate that was collected from a 1977 crime scene. Results indicate that recovery of appreciable quantities of DNA is more challenging once adhesive is attached to matte acetate cards and even more difficult when fixed following black powder enhancement. STR amplification of extracts from entrapped fingermarks collected following the dusting/lifting procedure did not produce robust profiles, and extraneous peaks not expressed by print donors were detected for some samples. A hearing was set to argue whether there was DNA remaining to be tested, and if so, whether that DNA could be exculpatory in this postconviction matter. The studies herein provided the basis for the court's decision to not require the testing. 相似文献
We examine the developments in trade patterns between the former Soviet republics in the years following the initial breakup shock. After a huge fall following the Soviet breakup of the early 1990s, Commonwealth of Independent States (CIS) trade with Russia began improving, and there have been recent formal efforts at Eurasian Economic Integration. This might be taken, a priori, as contrary to the hypothesis of gradual decline in Head, Mayer and Ries (HMR in J Int Econ 81(1):1–14, 2010)—or perhaps as evidence of the power of restored trade agreements, such as the incipient Eurasian Economic Union. We decompose the region’s trade into theory-consistent ‘gravity’ components, in order to analyze dynamic changes in the components since the Soviet era. Despite the sharp falls after 1991, trade in 1995 still shows strong ties, consistent with high dyadic (country pair) components linked to trade specialization. By contrast, in the second decade, the ties (dyads) began to weaken significantly and calibrated trade costs tend to rise, despite attempts at renewed integration. Rather, the sharp improvement in trade volumes was mainly due to the sharp recoveries in GDP levels for both Russia and many of the Central Asian Countries, associated with improvements in the global economy and economic ties with the World (especially with EU and China). We would therefore conclude that the recovery in trade between Russia and Central Asia reflects monadic factors (i.e., the regional economic recovery) and does not contradict the HMR (2010) hypothesis. Nevertheless, further, dynamic analysis shows that there are strong long-run ties within the CIS and Russia, which are not declining, and that sticky post-colonial adjustment does not appear set to eliminate the current bias of trade between these republics.
Some philosophers argue that the state and its citizens stand in a morally privileged position vis-à-vis one another, but not towards other states or citizens. However, many of those people, particularly philosophical liberals, also hold that morally insignificant differences, such as place of birth, sex or ethnicity, should not affect rights, liberties and life prospects. On the face of it, these two sets of ideas appear incompatible and point to a conflict in some liberal thought. Liberal philosophers, like John Rawls, have attempted to reconcile these conflicting ideas. His attempt has attracted a great deal of criticism, especially from those liberals attracted to a more cosmopolitan point of view. In this article, we use Aristotelian virtue ethics as the basis upon which to reconcile liberalism and patriotism. We argue that the state should be understood as an agent that stands in a special relationship to its citizens (of philia ). The state's virtue depends, in part, on it giving those citizens preferential treatment with regard to justice compared to citizens of other countries. Similarly, if citizens are to be just in their relations with their own state, they must behave in special ways towards that state as compared to other states. This paper contributes to the normative debate over capital punishment by looking at whether the role of executioner is one in which it is possible and proper to take pride. The answer to the latter question turns on the kind of justification the agent can give for what she does in carrying out the role. So our inquiry concerns whether the justifications available to an executioner could provide him with the kind of justification necessary for him to take pride in what he does. If they cannot, I argue, this sheds some light on their adequacy as justifications. The main argument of the paper is that social control arguments for the death penalty fail to provide an adequate justification. I also give some consideration to retributive justifications. The argument is developed through close attention to the depiction of Albert Pierrepoint in the film, Pierrepoint: The Last Hangman. 相似文献
This article argues that applying the Bayesian logic of process tracing can improve intelligence estimates, appraisals of alternative policy options, and reassessments of whether policies are working as planned.
