A method has been developed for the rapid extraction of cocaine and benzoylecgonine from post-mortem blood and urine samples. Solid phase columns containing C8 packing material gave clean, emulsion free extracts from body fluids. The total time for each extraction was approx. 10 min and the system has the capacity for the simultaneous extraction of up to 10 samples. Urine can be extracted directly, blood samples were sonicated before extraction to allow for their easy passage through the columns. The method gave excellent recoveries of cocaine (98-100%) from spiked samples at concentrations of between 50 ng/ml and 10 micrograms/ml. Analysis of the extracts was by high performance liquid chromatography (HPLC).  相似文献

This paper describes a simplified approach to calculating the Bayesian likelihood ratio for the case where two DNA single locus profiles are to be compared. It explains how the calculation allows for band shift and also for the variation in precision with molecular weight. A simple basic theory section explains the principles of the analysis but more detailed explanations are given in an advanced theory section. Experiments on substantial data collections are described which demonstrate the robustness of the method.  相似文献

A small experiment is described which uses databases of Afro-Caribbeans and Caucasians to establish the quality of information that might be given to an investigator about the ethnic group of the donor of an unknown crime stain. The results show that the technique can provide qualified indications, but categoric conclusions are not, in general, feasible. Responsiveness and accountability constitute the process of democratic representation, reinforcing each other. Responsiveness asks elected representatives to adopt policies ex ante preferred by citizens, while accountability consists of the people's ex post sanctioning of the representatives based on policy outcomes. However, the regulatory literature tends to interpret responsiveness narrowly between a regulator and regulatees: the regulator is responsive to regulatees’ compliance without considering broader public needs and preferences. Democratic regulatory responsiveness requires that the regulator should be responsive to the people, not just regulatees. We address this theoretical gap by pointing out the perils of regulatory capture and advancing John Braithwaite's idea of tripartism as a remedy. We draw out two conditions of democratic regulatory responsiveness from Philip Selznick – comprehensiveness and proactiveness. We then propose overlapping networked responsiveness based on indirect reciprocity among various stakeholders. This mechanism is the key to connecting regulatory responsiveness with accountability.  相似文献

Indigenous vegetables play an important role in Kenyan food security, but production is limited by poor seed quality. Traditionally, seeds have been traded through informal networks, but a new formal seed sector is emerging. This study assessed the relative potential for formal or informal seed systems to meet the need for high-quality indigenous vegetable seed. By evaluating determinants of farmers’ seed purchasing behaviour, we conclude that informal seed systems have greater potential to meet this need and should be strengthened. This study suggests that policy-makers should use context-specific data to guide decisions on seed policy.  相似文献

Southern countries are undergoing a severe economic crisis that has renewed debates about the available strategies to economise their public resources. Political leaders have launched a wide range of different strategies aimed at reducing spending. According to generally accepted political discourse, drastic actions should be taken to guarantee economic and financial sustainability in times of austerity. We explore the main measures adopted by Spanish municipalities in order to examine their impact in budgetary terms. First of all, we identify the most frequently implemented mechanisms including organisational structure, public services and operational economic restructuration. After their quantification, we monitor the presence and impact of each set of policies to analyse the relationship between concrete measures and effective economic impact. The effective reduction of budgets is being implemented but data show that local governments are resilient to non-compulsory changes. The ‘government at a distance’ policy pursued by the central state administration has effectively reduced budgets but has not affected the institutional core of Spanish local governments.  相似文献

In light of its associations with child and adolescent health and well-being, there remains a need to better understand the etiological underpinnings and developmental course of internalizing symptomatology in children and adolescents. This study leveraged intensive longitudinal data (N?=?959; 49.6?% females) to test the hypothesis that internalizing symptoms in childhood may be driven more strongly by family experiences whereas internalizing symptoms in adolescence may derive more uniquely from familial loading for affective disorders (i.e., maternal depression). We evaluated the relative contributions of (a) family experiences (b) maternal depression, and (c) peer influences in testing this hypothesis. The results indicated that family predictors were more strongly correlated with childhood (relative to adolescent) internalizing symptoms. In contrast to previous findings, maternal depression also exhibited stronger associations with childhood internalizing symptoms. Although often overlooked in theories concerning potential differential origins of childhood vs. adolescent internalizing symptomatology, peer experiences explained unique variation in both childhood and adolescent internalizing problems.  相似文献

This paper studies changes in voting preferences over election campaigns. Building on the literature on spatial models and valence issues, we study whether (1) ideological distance to political parties, (2) assessments of party competence to handle different policy issues, and (3) voter-updated candidate evaluations are factors that explain shifts in voter choices in the weeks preceding the election. To test our hypotheses, we use data from three survey panels conducted for the 2008, 2011 and 2015 Spanish general elections. Our findings show that valence factors are more influential than ideological indifference to account for campaign conversion.  相似文献

The impact of institutions on the economic vote stands as a well‐established proposition for the advanced democracies of Europe. We know less, however, regarding the institutional effects on the economic vote in the developing democracies of Latin America. Carrying out an analysis of presidential elections in 18 Latin American countries, we offer evidence that the usual Eurocentric conceptualization of the clarity of responsibility is not ideal for understanding the economic vote in this region. There does exist a powerful effect of institutions on the economic vote within Latin American democracies, but one uniquely associated with its presidential regimes and dynamic party systems. Rules for these elections—such as concurrence, term limits, and second‐round voting—suggest that we should reconceptualize the notion of the clarity of responsibility in Latin America, focusing more on individuals in power and their constraints, and less on the political parties from which they hail.  相似文献

Since the 1980s, regulated markets and New Public Management have been introduced in the public sector across the world. How they have affected existing governance mechanisms such as self‐regulation and state regulation has remained largely unexplored, however. This article examines the origins and consequences of institutional layering in governing healthcare quality. Dutch health care, where a market‐based system has been introduced, is used as a case study. The results show that this market‐based system did not replace but modified existing institutional arrangements. As a result, hospitals have to deal with the fragmentation of quality demands. Using the concept of institutional layering, this study shows how different arrangements interact. As a consequence, the introduction of a certain policy reform will work out differently in different countries and policy sectors. Our ‘archaeological’ study in this layering can be seen as an example of how such incremental change can be studied in detail.  相似文献
