ASSESSMENTS OF RISK AND BEHAVIORAL EXPERIENCE: AN EXPLORATORY STUDY OF CHANGE

This study examines the relationship between assessments of the risk of punishment and self-reported involvement in three illegal behaviors in a sample of college-aged respondents. It is found that those respondents who had not yet committed a particular offense were more likely to perceive a greater certainty of punishment than those with experience in committing the offense. For two of three offenses the effect of becoming involved in offending had a more substantial impact on the perceptions of those respondents with both experience in offending and high perceived certainty of punishment than on those who had experience and less pessimistic estimates of risk Finally, a multivariate analysis of the relationship between behavioral and perceptual change reveals that each variable affects the other even when other sources of change are controlled. The importance of the findings for the deterrence doctrine are discussed.     

Aggressive Patrol: A Search for Side-effects

Recent interest in the possible deterrent effects of aggressive or proactive policing raises the issue of such strategies' consequences for individual liberties and police-community relations. This study examines the latter—specifically, the effects of four neighborhood-level measures of an aggressive patrol style on citizens' evaluations of police and citizens' propensities to report crimes. The results suggest that, for most citizens, aggressive patrol has almost no effect on either evaluations or reporting behavior. Surprisingly, one form of proactive patrol, the neighborhood rate of suspicion stops, seems to have a positive effect on the evaluations of police made by young black men.     

A Global Rescue for Europe

Because they have failed to address the fundamental economic imbalances within Europe obscured by the single currency, each effort by European leaders so far to resolve the euro crisis has only deepened it. Without a decisive move toward fiscal and political union, accompanied by policies that push productivity and competitiveness toward convergence while closing the democratic deficit, the Eurozone will disintegrate. To discuss the way forward, the Nicolas Berggruen Institute's Council on the Future of Europe met in Rome on May 28 with Italian Prime Minister Mario Monti. In this section we publish the contributions from that meeting by the former European leaders, scholars and Nobel laureates who are members of the Council.     

UNEQUAL PARTNERS: THE IMPLEMENTATION OF EQUAL OPPORTUNITIES POLICIES IN WESTERN EUROPE

As a general principle, equality of opportunity attracts considerable support. However, such agreement does not extend to definitions of equal opportunity policies or to the need and manner for their implementation. These policies have a variety of both ideological and historical aspects, and patterns of implementation are politically and culturally conditioned. To highlight different approaches to equal opportunity implementation, three countries are compared: France, the United Kingdom and Sweden. Indices of progress for women are presented and performances assessed, as are the instruments and mechanisms of implementation preferred under different regimes. In addition, the influence and actions of the European Community (EC) are considered. Three distinct but not mutually exclusive models of implementation are observed, each with particular benefits and drawbacks. Sweden emerges with the most sustained and effective public policy on equal opportunities, France demonstrates the value of a Ministry of Women, while the potential inherent in Britain's Equal Opportunities Commission and local authority endeavour is thwarted by a lack of political will at central government level.     

1992: THE ILLUSION OF CHANGE

Despite all the recent publicity surrounding the benefits of a 'Europe without frontiers' it would be wrong to assume that the attainment of this goal is a foregone conclusion. The 1992 deadline is a political expedient designed to create the impression that European economic integration is an irreversible process. However, the reality is that there is still a long way to go before Europe is truly 'open for business'. Barriers to trade will remain despite the enthusiasm of the Commission for radical change, because it is the member states who finally decide on the shape of new initiatives. In order to achieve agreement compromises have to be made, and this reduces the impact of reforms. The measures taken to complete that internal market of the EC can become exercises in harmonization rather than significant reforms which offer direct benefits to business. This article is concerned with one such exercise in harmonization, the introduction of the Single Administrative Document ( sad ).
