Trial by media?: Media reliance,knowledge of crime and perception of criminal defendants

Previous research has linked extensive news media coverage of crimes and the criminal process to pretrial jury bias against defendants. Most research, however, has tested the effects of reading fabricated crime stories on mock jury decisions or general perceptions of crime. Using telephone interviews, this study examines whether perceptions of the defendant in an actual double homicide were related to reliance on local news media for news and information. The results provide clear evidence that potential jurors who are exposed to media coverage of crimes form biases against criminal defendants. Newspaper and television reliance were found to be positively related to perceptions of guilt. The results also show that newspaper reliant individuals knew significantly more facts about the case. Television reliant individuals judged the defendant's character as significantly more negative.     

The romantic vision in american administrative theory: Retrospectives and prospectives

The 1980s witnessed an explosion of new theoretical approaches for public administration. This essay explores the intellectual basis and orientation of several of these “new” approaches. It argues that many share distinctly common outlooks and values which the author terms, “a romantic vision” for the field, that is opposite to rational “classicalism.” This current wave of romantic philosophy mainly has historic roots in the Minnow brook perspectives of the late 1960s and early 1970s but “flowers” today in quite diverse schools under new names such as critical theory, phenomenology, new public administration and many others. All share common romantic values and outlooks. Several intellectual dilemmas for public administration posed by the rise of romanticism are outlines in this essay.     

Will They Even Hear Me? How Race Influences Citizen Complaint Outcomes

Abstract

Scholarship has explored how representation influences policing services, but little is known as to what effect officer and citizen race influences outcomes related to police misconduct cases. This analysis of the Indianapolis and New Orleans police department applies representative bureaucracy theory to create expectations on how race impacts citizen complaint cases. The findings indicate that Black citizens are more likely to have their complaint sustained when filed against a White officer compared to a White citizen. Moreover, male citizens are less likely to have their complaint sustained compared to females.     

Social Equity and COVID-19: The Case of African Americans

Emerging statistics demonstrate that COVID-19 disproportionately affects African Americans. The effects of COVID-19 for this population are inextricably linked to areas of systemic oppression and disenfranchisement, which are exacerbated by COVID-19: (1) health care inequality; (2) segregation, overall health, and food insecurity; (3) underrepresentation in government and the medical profession; and (4) inequalities in participatory democracy and public engagement. Following a discussion of these issues, this essay shares early and preliminary lessons and strategies on how public administration scholars and practitioners can lead in crafting equitable responses to this global pandemic to uplift the African American community.
