Several case reports and survey studies have indicated that abuse of anabolic androgenic steroids (AAS) often leads to increased aggressiveness and feelings of hostility that may occasionally trigger violent behaviour. Other observations indicate that many users of AAS also abuse alcohol and/or various illegal substances. Since substance abuse is a well-known risk factor for violent behaviour, it could be that violence committed by AAS users might, at least in many cases, actually be caused by abuse of other drugs. In order to examine this possibility further here, the criminal histories (in terms of incidences of convictions) of deceased users of AAS with (AASpos-subst.pos) and without (AASpos-subst.neg) signs of abuse of other illegal substances were compared to the corresponding histories of deceased users of illicit substances testing negatively for AAS (subst.pos-AASneg) at the time of autopsy. The risk of being convicted for a crime against property was significantly higher in the subst.pos-AASneg group than in either the AASpos-subst.neg or AASpos-subst.pos groups (RR=0.048 versus 0.408). At the same time, the risk of being convicted for a crime of violence was at least as high for the two AAS-positive groups as for the AAS-negative group. Furthermore, when compared with the first 3 years after the first criminal conviction, a pronounced increase in the proportion of incidence of violent crimes and a marked reduction in the proportion of incidence of crime against property was observed during the 3-year period immediately preceding death only among the AASpos-subst.neg subjects. In conclusion, the incidence of violent crime among users of AAS without signs of other drug abuse was comparable to the corresponding incidences for drug addicts without AAS use. This observation suggests that the violent criminality observed among AAS users is not confounded in any systematic fashion by abuse of other drugs. The findings also indicate that use of AAS in certain predisposed individuals might cause a high rate of violent crimes, especially if the use of AAS is combined with the use of other illegal substances.  相似文献

Autopsy investigations, toxicological analyses, and calculation of body mass index were performed in 1180 deceased illicit drug addicts (IDAs) in Stockholm. Sweden during 1988-2000, i.e., during a period of time when the general population in numerous countries showed a dramatic increase in the prevalence of overweight. Nutritional deficit in IDAs has been pointed out as a threat to their health as well as to their quality of life. The prevalence of overweight in deceased IDAs increased from 27.4% in 1988 to 45.5% in 2000. The prevalence of overweight among all heroin users, heroin injectors, methadone, cocaine, and amphetamine users was 36.0, 38.4, 43.1, 45.0 and 50.9%, respectively, the lowest prevalence being among users of cannabis alone and HIV-positive IDAs (22.0 and 16.1%, respectively). In conclusion, Stockholm's IDAs are affected by the past decade's dramatically increased prevalence of overweight, at least to the same degree as the general population. The increased body weight seems not to influence the danger of dying upon heroin administration.  相似文献

For the purpose of studying homicidal violence from a victiminologic point of view, we have examined the number and nature of injuries inflicted on homicide victims examined at the Department of Forensic Medicine in Stockholm during the periods 1976-1978, 1986-1988 and 1996-1998. Evaluation of the total number of injuries (both lethal and non-lethal) revealed a break in the earlier trend during the last of these periods, which demonstrated a clear increase in the number of injuries probably caused by intense and prolonged violence. Thus, there were 14 victims with 40 or more injuries (the maximum being 101 injuries) in the 1996-1998 period, whereas there was only one such victim in each of the two earlier periods. Furthermore, the proportion of victims exhibiting multiple lethal injuries was greater during the last period than during the two preceding periods. These findings indicate a general enhancement in the level of aggression exerted by violent offenders, as well as an increase in the number homicide victims with injuries apparently inflicted by acts of aggression characterized by outrage.  相似文献

Restructuring of central and local government relations has occurred in a number of countries during the 1980s, and has been a striking phenomenon even in such different countries as Poland, Sweden and the US. In the first part of the article a resource framework is presented, designed to make basic comparisons of these relations between different countries. Five sets of resources are identified: constitutional-legal, regulatory, financial, political and professional resources. It is argued that local-government disposal of such resources provides a potential for local discretion. The applicability of the framework is illustrated by reference to a study of Poland, Sweden and the US, focusing on the restructuring of central and local government relations in these countries during the 1980s. The conclusion is that decentralization has occurred in all three cases, especially in terms of regulatory and other non-financial resources. However, in Sweden and the US this trend has been counterbalanced by centralization of financial control. In Poland the post-communist revolution has paved the way for a restoration of the pre-war local self-government system. Democratic elections at the local level are seen as crucial to break down the old, centralized party-state system, and to reintroduce a dual local government system. In all three cases economic pressure, related to the individual countries' positions in the world capitalist system, seems to have been the main driving force beind the decentralization processes. However, the forms, magnitude and effects of decentralization must be seen in relation to the specific political economies and histories of the three countries. Thus, to understand the causes, mechanisms and effects of central–local government restructuring in depth one has to relate the resource approach to a broader theoretical framework.  相似文献

This article ties in with a growing international literature examining the link between party politics and welfare service privatization in modern welfare states. In recent decades, a central aspect of policy change in Sweden is that private actors have come to produce publicly financed welfare services on a more regular basis. This overall privatization trend is furthermore characterized by substantial geographical variation across Sweden's 290 municipalities. The ideological attitudes of local politicians have been recognized as particularly important for understanding this development. This article examines the extent to which local politicians’ ideological attitudes regarding welfare service privatization are best explained with a partisan approach emphasizing between‐party polarization as opposed to a critical perspective that points to the proclaimed significance of ideological consensus between left and right parties in certain municipal contexts. Using multilevel modelling and survey data collected from elected politicians in municipal governments, the empirical findings show substantial differences in attitudes between Conservatives and Social Democrats, irrespective of municipal characteristics – most notably the degree of welfare service privatization. Hence, the results strongly indicate that the partisan approach is much more fruitful compared to the consensus approach as a general explanation for local politicians’ attitudes towards welfare service privatization in Sweden. Accordingly, a conclusion is that comparisons at the subnational level within countries are important as a complement to country‐comparative studies when attempting to understand the link between political partisanship and welfare service privatization in modern welfare states.  相似文献

Taking recent research on central and local government relations as its point of departure, the article sets out to demonstrate the analytical applicability of the concept of a policy community. R. A.W. Rhodes's four-dimensional definition of the concept provides a framework for an analysis of policy communities for public-housing area improvement in Sweden. Using a central government program as an example, the analysis is carried out on two levels, relating policy to program, and program to local projects. Finally, the article discusses the question of whether there are policy relevant lessons to be learned from the implementation of the area improvement program under study. Although it is problematic to transplant experiences from one more or less unique context to another, it is still argued that the policy community approach might have some policy relevance, even in a cross-national perspective, although it would require a separate study to demonstrate this point.  相似文献

In this article, we provide an overview of the body of knowledge associated with the Sutherland tradition in criminology. We track Sutherland’s impact through a bibliometric analysis of papers citing any of Sutherland’s works and by focusing on publications that are co-cited with Sutherland. This approach enables us to visualize Sutherland’s role in relation to the forerunners and founding fathers of criminology during his own active period, to his followers, and to contemporary scholars. The dataset consisted of 2596 genuine articles that cite at least one of Sutherland’s publications, in which he appears as first author in Web of Science TM published between 1955 and 2010. The results show a clear impact of the Sutherland tradition more or less throughout the twentieth century, peaking during the 1930s and 1940s and decreasing in the 1990s, when the Sutherland tradition was more powerfully challenged, primarily by the life-course tradition.  相似文献

This article examines the occurrence of political non‐attitudes in Sweden and identifies the population segment possessing a ‘something for nothing’ (SFN) mentality regarding social spending. Sweden – often regarded as epitomizing the advanced welfare state – constitutes an analytically interesting case, providing a useful counterpoint to the predominantly American‐based evidence on the subject. It is argued here that national political institutions fundamentally affect the prevalence – and social base – of the SFN segment. To identify SFN sentiments, two question batteries measuring social spending preferences are used. One battery contains ‘priced’ items emphasizing the cost of public spending, while the other set of ‘unpriced’ items does not explicitly connect increased public spending with increased taxes. The patterning of attitudes across these items is explored in order to determine whether SFN sentiments are common in the Swedish electorate. The observed attitude patterns are then linked to broader sets of attitudes to the welfare state, testing whether the degree of ideological coherence differs fundamentally between the SFN segment and other groups. The analysis then explores the individual‐level determinants associated with different attitude patterns. The overall results show that: SFN sentiments are not dominant among the Swedish citizenry; the quality of the SFN segment's belief system, in terms of ideological coherence, does not represent a deviant case; and the background characteristics associated with SFN sentiments suggest that members of this segment should rather be viewed as free riders in economically vulnerable positions than ignorant and politically confused citizens.  相似文献
