Profiling of illicit fentanyl using UHPLC-MS/MS

Methodology is presented for the profiling of fentanyl in seized drugs using ultra high performance liquid chromatography in combination with tandem mass spectrometry (UHPLC-MS/MS). Target analysis was performed for 40 fentanyl processing impurities, several of which are markers for a specific synthetic route (Siegfried or Janssen). For the separation of these solutes, an Acquity BEH C18 1.7 μm particle column (150 mm × 2.1 mm) with a binary 1% formic acid (pH 2.0)/acetonitrile gradient was used. For MS/MS detection, an atmospheric pressure positive electrospray source was employed with selected reaction monitoring (SRM). The coupling of the high separation power of UHPLC with the highly selective and sensitive detection of MS/MS is amenable to the determination of synthetic route and linking of drug seizures. The technology is also applicable to exhibits containing trace levels of fentanyl in the presence of significantly excess amounts of heroin and/or adulterants.     

Reforming rent control in New York City: the role of research in policymaking

This document describes the role of the New York City Rand Institute and other research groups in the rent control reforms enacted by the New York City Council in June 1970, summarizes the major research and analytical studies performed in this connection by Institute staff members, and offers some lessons for those contemplating similar work for public agencies.Much of the material included here was presented at the November 1970 annual meeting of the Regional Science Association as part of a session devoted to the Institute's housing studies, and will appear in Vol. XXVII of the Proceedings. The section of this paper summarizing our research studies borrows heavily from a similar summary prepared by my Institute colleague, Michael Teitz, for another occasion; I am grateful for his permission to use it here.

Analysis of carbohydrates in seized heroin using capillary electrophoresis

Illicitly produced heroin is commonly cut with carbohydrates to increase bulk. The analysis of these solutes is important for legal and intelligence purposes. A capillary electrophoresis (CE) method was developed for the qualitative analysis of dextrose, lactose, sucrose, inositol, and mannitol in heroin exhibits. For this method, a 64 cm (55.5 cm to detector window) by 50 mum capillary was used with the Agilent Basic Anion Buffer modified to pH 12.1. This separation was performed at 25 degrees C with a voltage of 20 kV and indirect detection with 2,6-pyridinedicarboxylic acid as the visualization reagent. The methodology is also applicable for the screening of inorganic and organic anions using indirect detection, and acidic adulterants using direct detection. For a run time of 13 min, the relative standard deviation (n = 6) of the methodology was better than 0.36% for migration times and less than 2.6% for corrected peak areas. For the analysis of carbohydrates and acidic adulterants in seized heroin, excellent agreement was obtained between CE and nuclear magnetic resonance spectroscopy.     

Semiotics,Civic Education And The Internet

This essay examines civic education and the representational capacity of the Internet. Of concern is encouraging citizens to think about law and politics as something more than just a zero-sum process and the Internet as a public forum. These observations take a semiotic approach to the representational character of the Internet. I recommend alertness and responsiveness to the complexity of public affairs and skepticism about anything else other than provisional and hypothetical social analysis.     

Donald Trump,contempt, and the 2016 GOP Iowa Caucuses

ABSTRACT

Theories of discrete emotions distinguish contempt from other negative emotions, and recent evidence shows that contempt toward candidates played a major role in two US Senate races in 2014. Contempt felt by respondents was the most significant emotion predicting voting against three of the four major party candidates, and had effects independent of other emotions, such as anger, anxiety, and hope. In the present paper, the 2016 Republican Iowa Caucus provides the opportunity to examine contempt in a different context: an intra-party primary campaign, where candidates share the important characteristic of party affiliation. We find that while voters perceived all leading GOP candidates as expressing at least some contempt, Donald Trump was seen as expressing the most contempt by far. Voters also felt contempt for at least some candidates of their own party. When they did so, it predicts significantly lowered probabilities of voting for Cruz, Trump, and Rubio, and increased probabilities of voting for one or more of their opponents. Implications of these findings for theory and research on the role of contempt and other specific emotions in voting behavior are discussed.     

The Auditing of Public Policy and the Politics of Auditing: The U.S. GAO and Israel's State Comptroller

A purist conception of audit independence appears to be obsolete. A survey of audit activities of the U.S. General Accounting Office (GAO) and Israel's State Comptroller describes pressures on audit bodies to examine sensitive policy issues and to enter partisan and personal squabbles between elected officials. The critique of the GAO by the National Academy of Public Administration recommends that legislators refrain from asking the audit body to deal with politically sensitive issues. In order to salvage something from the principle of audit independence, it appears more realistic to urge diligence on the part of the supreme auditor.
