The Islamic State’s conquest of swathes of Iraqi territory, combined with falling oil prices, revealed the fault lines of a model of economic development that made the country extremely vulnerable to the events of 2014. Over the last 13 years, the consolidation of the rentier economy in parallel to the promotion of a neoliberal model – a neoliberal rentier system – has not initiated a process of sustainable economic development. In this article, we develop a theoretical framework for investigating how organizational culture relates to the roles of elected representatives. Based on Douglas's grid and group logic, our framework evaluates two cultural dimensions, negotiability and conflictuality, upon which these roles depend. The negotiability dimension describes elected representatives' roles from a strictly hierarchical and bounded notion of how politics should be handled to a horizontal and inclusive notion. The conflictuality dimension considers politics as confrontation versus a deliberative consensus-oriented way of handling political issues. By investigating a participatory governance measure called “task committees”, we examine how the framework functions empirically. Our analysis shows how different aspects of organizational culture are reflected in councilors' interpretations of and practices related to this interactive participatory governance scheme and illuminates the implications of organizational culture for the use of such schemes. 相似文献

The objective of the study was to examine the association between disturbed sleep and the functioning of adolescents, in particular cumulative effects on functioning across multiple life domains. Data from a large, school-based survey (n = 5,423) were used to examine the association between eight indicators of psychological, interpersonal, and somatic functioning and symptoms of insomnia and hypersomnia among adolescents. The strongest correlates of insomnia were disturbed mood (OR = 5.9), fatigue (OR = 7.4), and suicidal ideation (OR = 3.4). The same pattern held for hypersomnia, although the associations were not as strong for fatigue (OR = 6.8), mood disturbance (OR = 3.5), and suicide ideation (OR = 2.8). Youths who experienced both insomnia and hypersomnia had greater odds of psychological, interpersonal, and somatic dysfunction than youths who had experienced only one sleep disturbance. Cumulative effects of sleep problems were pronounced, with 27.6% of those with hypersomnia, 41.7% of those with insomnia, and 59.2% of those with both sleep problems reporting three or more types of dysfunction. The results suggest that adolescents experiencing disturbed sleep also experience a range of deficits in functioning. Further, youths with disturbed sleep are more likely to manifest multiple deficits in functioning. From the available evidence, however, it is not possible to specify what the causal pathways are. What are needed are cohort studies designed to examine the association of disturbed sleep and functional impairment among adolescents prospectively. 相似文献

Scientific research groups’ cooperation with firms and government agencies: motivations and barriers

The behavior of academic researchers who engage in cooperation with industrial partners has already been the subject of considerable research. A lack of understanding exists regarding the motivations of scientific research groups to engage in cooperation with other types of external non-academic organizations and the perceived barriers that may inhibit this activity. In this paper we analyse the motivations and perceptions of risks that shape scientific research groups’ cooperation with industry and government partners. We find that motivations to cooperate are partly dependent on the type of partner organization involved, with advancing research goals mainly acting as an inducement to cooperate with government agencies, while searching for opportunities to apply knowledge motivates partnerships with firms. We also find that the majority of research groups cooperate with both firms and government, with their major motivation being to apply their knowledge. Among research groups that only cooperate with firms, interaction effects between motivations influence the likelihood of cooperation. Research groups do not consider risk to scientific autonomy a barrier to cooperating with firms, while risk to scientific credibility inhibits cooperation independently of the type of external partner. However, being motivated to advance research can reduce the effect of perceived barriers, independent of the type of partner organisation. 相似文献
