Abstract

In present-day Russia, the government’s approach towards the non-profit sector is in many ways ambivalent and contradictory. The Russian government follows two opposing strategies: it largely suppresses independent and potentially critical NPOs, while at the same time co-opting those that function in line with government priorities. The essay analyses the ways in which NPOs have perceived the dual nature of governmental policies and how these policies have affected the non-profit sector in Russia’s regions. The essay argues that, by creating divisions between different types of NPOs, government policies have exerted a negative influence on the internal solidarity of the Russian non-profit sector.  相似文献

Political ecologists have developed scathing analyses of capitalism’s tendency for enclosure and dispossession of the commons. In this context commons are analyzed as a force to resist neo-liberalism, a main site of conflict over dispossession, and a source of alternatives to capitalism. In this paper we elaborate a view of the commons as the material and symbolic terrain where performative re-articulation of common(s) senses can potentially enact counter-hegemonic socio-ecological configurations. Expressly drawing on the concepts of hegemony, “common-senses” (inspired by Antonio Gramsci) and “performativity” (developed by Judith Butler), we argue that counter-hegemony is performed through everyday practices that rearticulate existing common senses about commons. Commoning is a set of processes/relations enacted to challenge capitalist hegemony and build more just/sustainable societies insofar as it transforms and rearranges common senses in/through praxis. The paper draws on the experience of an anti-mining movement of Casa Pueblo in Puerto Rico, which for the last 35+ years has been developing a project self-described as autogestion. The discussion pays special attention to Casa Pueblo’s praxis and discourses to investigate how they rearticulate common senses with regard to nature, community and democracy, as well as their implications for counter-hegemonic politics.  相似文献

Contemporary digital age proposes different opportunities in the public, social, private, and business areas based on remote access to distributed resources placed in virtual, cloud, educational, governmental, business, smart, and so forth environments. In this reason, the e‐governance is realized on the basis of digital communications between different parties that requires strong protection of the information resources and personal data. The digital sustainability is an important task for e‐governance in the digital world. Article deals with principles of correct protection of the information resources (including in the cloud) by using strong procedures for access regulation of the external clients. Organization of Information Security Management System for identification, registration, authentication, and authorization of the requests is discussed. An investigation of the proposed functionality is made on the basis of stochastic analytical modelling by using the apparatus of Markov chains and statistical processing and interpretation of the obtained results.  相似文献

Conflicts between treaty and customary norms are endemic to international law and are increasingly frequent. Yet there is nothing automatic or mechanical about interpreting and resolving such conflicts, which require a high degree of contextual sensitivity. Their identification and interpretation test the limits of the rules of treaty interpretation as codified in the Vienna Convention on the Law of Treaties, particularly where treaty modifications by subsequent customary law are concerned. This article endeavours to sketch how the latter phenomenon occurs, and the interpretative and evidentiary challenges involved—many of which remain underexplored. The analysis begins with the identification and interpretation of newly emerged customary norms, before delving into the process of determining their treaty-modifying potential. This involves the side-by-side interpretation of the pre-existing treaty and the customary norm to assess whether there is a genuine incompatibility that cannot be resolved through harmonious interpretation. The final inductive step is to ascertain the parties’ consent to displace the treaty norm in favour of the customary norm, subject to certain crucial requirements. Against the backdrop of the organic and continuous interplay between treaties and customary international law, these interpretative and evidentiary steps serve to ensure that the parties’ intention remains paramount.

The authors of Federal Law No. 131 "On the General Principles of the Organization of Local Self-Government in the Russian Federation" knew what they were doing when they provided a three-year "transition period" for their creation. The law entered into force in its full measure in far fewer than all of the regions of the country and there is plenty of confusion. This essay explores the experiences of recently married young women living in rural Russia in the village of Karsun in the Ul’yanovsk Oblast’. It analyses the connections between women in rural communities looking at social networks and the power relations inherent within them. The ways in which forms of power among and between women (as well as between women and men) impact on young women's agency are critically appraised through an analysis of what this essay terms forms of ‘women's power’. The essay also shows how women's discussions of their experiences reflect the problems that the perceived physical and emotional absences of men present for younger married women and their attempts to develop forms of autonomy.  相似文献

Abstract: The applicability of Raman spectroscopy and surface‐enhanced Raman scattering (SERS) to the analysis of synthetic dyes commonly found in ballpoint inks was investigated in a comparative study. Spectra of 10 dyes were obtained using a dispersive system (633 nm, 785 nm lasers) and a Fourier transform system (1064 nm laser) under different analytical conditions (e.g., powdered pigments, solutions, thin layer chromatography [TLC] spots). While high fluorescence background and poor spectral quality often characterized the normal Raman spectra of the dyes studied, SERS was found to be generally helpful. Additionally, dye standards and a single ballpoint ink were developed on a TLC plate following a typical ink analysis procedure. SERS spectra were successfully collected directly from the TLC plate, thus demonstrating a possible forensic application for the technique.  相似文献

This article makes important contributions to governance research by studying the implementation of policies with high potential for goal incongruence between intermediaries and regulators. Building on a regulatory intermediation framework and prevailing theories from organizational institutionalism, we propose an original typology that classifies intermediaries' strategies for coping with challenging regulations. Furthermore, we explain the choice of these strategies based on intermediaries' value systems, the degree of interdependency with the regulator, and policy ambiguity. The empirical strategy is based on the case of Catholic, Protestant, and Muslim religious organizations engaged in the implementation of abortion and euthanasia policies in Belgium. These latter constitute a typical case of policy implementation that prompts value conflicts between permissive official regulations and intermediaries' conservative values on life-and-death issues.  相似文献

In this article, we posit that corporate political activities (CPA) such as lobbying make use of corporate social responsibility (CSR) to advance instrumental goals. We juxtapose the theoretical foundations of the normative concept of political CSR and the strategic notion of nonmarket strategy to show that they are in opposition conceptually regarding the role of corporations in public policy. Using a systematic theoretical comparison along seven dimensions, we discuss the juxtapositions and identify the common ground of the two theories. Building on examples from the alcohol industry, we describe how CPA uses instrumental CSR to advance goals in public policy—we call this politicized CSR. Hence, we illustrate the shift from political to politicized CSR, a misuse of CSR for purposes of CPA, and discuss consequences for the theory and practice of public affairs and CSR.  相似文献

We have obtained Y-STR haplotypes in 12 loci (DYS19, DYS385, DYS389I, DYS389II, DYS390, DYS391, DYS392, DYS393, DYS437, DYS438 and DYS439) from 215 Buryat males. We have found that one haplotype (15-11,18-13-28-23-10-11-14-14-10-12) comprises more than 30% of Y chromosomes in this population while another haplotype (14-11,13-14-30-23-10-14-14-14-10-10) comprises additional 14% of chromosomes. The population under study seems to be very homogenous as far as Y chromosome is regarded and the most frequent haplotype seems to be the modal haplotype for Buryats.  相似文献
