In this essay we examine some issues of justice associated with the siting of hazardous industrial facilities. Utilitarian justifications of siting decisions are inadequate because they fail to address questions of fairness. Approaches that consider questions of distributive equity provide a better framework for siting justice, but are still incomplete. Limiting questions of justice to the distribution of benefits and burdens fails to examine the justice of procedures for deciding such issues of distribution. We argue that justice requires a participatory communicative democratic process for siting hazardous facilities, in two respects. It is prima facie unjust to impose a risk on citizens without their having participated in the siting process. Participatory communicative democratic procedures in facility siting, moreover, when structured according to specific norms of discussion and inclusion, are likely to yield the most just outcomes. We propose procedural as well as substantive conditions for such democratic procedures, and briefly apply these conditions to evaluate the siting of a landfill in Switzerland. 相似文献

In this research note, we propose to complement the analytical toolbox for framing analyses with the categories of Aristotelian rhetoric. As our case, we analyse the function of the use of evidence in frame building in the context of Swiss direct-democratic campaigns preceding votes on smoking bans. Based on rhetoric, a frame can be considered to contain three interrelated elements: (1) political arguments (logos), (2) cultural symbols (ethos), and (3) emotional appeal (pathos). By comparing evidence-based arguments with arguments that do not refer to evidence, the research note illustrates that backing arguments (logos) by evidence increases their trustworthiness (ethos) but not their emotional appeal (pathos). Many seasoned politicians and scholars have attributed the loss in support for the Republican Party in California to its push for three racially divisive propositions in the mid- 1990s, especially the anti-immigrant Proposition 187. Their costs are said to involve the partisan realignment of Latinos against the Republicans. Using three separate data sources, we find no evidence of a “tipping point” or abrupt realignment among Latino registered voters who made up the electorate. Latinos’ partisanship within California did not change significantly; it did not change much when compared to nearby states; nor did voter registration change materially. The loss of support for Republicans occurred primarily among unregistered Latino voters whom historically had never been strong supporters. Our findings question the conventional wisdom about the powerful political effects of the propositions, and reaffirm the long standing conclusion in the literature that realignment due to a “critical election” is rare. 相似文献

This paper examines public policy and management programs in Canada, Europe, Australia, and New Zealand, and makes comparisons with similar programs in the United States. Our study of public policy programs shows that there are many challenges ahead in terms of making good decisions on the form and content of programs that will add value to governments and citizens. Appropriate choices in terms of program design and pedagogy will reflect different economic, social, environmental, and cultural influences and will be shaped by history, values, and the roles of public policy and management professionals within a particular governmental context. 相似文献

This article discusses the role of the craft of policy analysis in public policymaking and, relating to cultural theory, provides a causal explanation for differences and nuances in the craft of policy analysis. Two perspectives underlie this article: The first is the role of policy analysis in policymaking; the second concerns cultural theory and its contribution to policy analysis. While highlighting the role of culture in policy analysis, the article suggests that in order to improve policy analysis processes, policy analysis studies and policy analysis training should take into account cultural factors. Finally, in view of the scarcity of studies in this domain, this article suggests a rationale for studies that enhance the understanding of how political cultures interfere with normative policy analysis and proposes an agenda for research on policy analysis craft by cultural bias. 相似文献
