This paper documents the early evolution of UK organic food and farming policy networks and locates this empirical focus in a theoretical context concerned with understanding the contemporary policy-making process. While policy networks have emerged as a widely acknowledged empirical manifestation of governance, debate continues as to the concept's explanatory utility and usefulness in situations of network and policy transformation since, historically, policy networks have been applied to "static" circumstances. Recognizing this criticism, and in drawing on an interpretivist perspective, this paper sees policy networks as enacted by individual actors whose beliefs and actions construct the nature of the network. It seeks to make links between the characteristics of the policy network and the policy outcomes through the identification of discursively constructed "storylines" that form a tool for consensus building in networks. This study analyses the functioning of the organic policy networks through the discursive actions of policy-network actors. 相似文献

This article introduces the published proceedings of a symposium into Anthony Atkinson's proposal for a participation income. Just one of his many intellectual contributions, Atkinson famously argued for a scheme that gave up on the ambition of an unconditional scheme in order to press the case for a universal and non‐means tested income support scheme. The 'participation requirement' was a response to criticisms of basic income based on the absence of reciprocity. The contributions represent a range of responses and includes critics of participation income as well as those who are sympathetic to the goal of a participation income. All of them demonstrate the continuing relevance of Atkinson's proposal to ongoing debates on the reform of the welfare state. 相似文献

The political discourse is characterised by two opposing ideals of hard and soft Brexit. In this article, we present evidence of attitudinal types that map neatly onto these archetypal views. The hard Brexit view is defined by issues that eurosceptics prioritise, most prominently sovereignty. By contrast, europhiles prioritise cooperation with Europe in terms of scientific collaboration and market access. However, attitudinal types are not either/or in the minds of the British public, and many prioritise all or none of the issues. Further, the two opposing positions together account for 37 per cent of the public's view. That is, just over one‐third differentiate between the salient issues in ways congruent with political ideals. National identity plays a particular role in the sociodemographic profiles of these attitude types. Older people have a strong stance in any direction (sovereignty, cooperation, or both), but national identity is linked to differentiated positions (sovereignty only or cooperation only). 相似文献

Stakeholders agree on the need to promote innovation in work organization in public services. This article deploys the concept of collaborative innovation to discuss employees' and managers' experiences of a major technology‐driven work redesign project within National Health Service pharmacy services in Scotland. The authors draw on extant literature on New Public Management (NPM) and collaborative approaches to innovation to frame more than 40 in‐depth interviews with managers and employees. They find that key components of collaborative innovation—related to joint problem‐solving, interdisciplinary working, and mutual learning—were important to the success of the redesign project and had positive impacts on job quality for some employees. The authors argue that researchers and policy makers should look beyond NPM‐driven models that have dominated some areas of the public innovation literature to consider the potential added value of collaborative innovation to improving both work and service delivery in the public sector. 相似文献

The relationship between victimization and offending has been shown consistently across different samples, settings, and crime types. This study uses data from the Pathways to Desistance Study to examine dual trajectories of offending between the ages of 15 and 24 in a sample of male felony offenders. The dual trajectory models demonstrate substantial convergence in victimization and offending. And while there are sizable numbers of youth who continue to be victimized, but desist or decrease in their offending behaviors, very few youth continue to offend in the absence of continued victimization. This study also proposes and tests three criminological theories that have been employed as explanations for the victim-offender overlap—low self-control, lifestyles/routine activities, and street-code attitudes. The logistic regression results indicate that involvement in risky and/or unstructured, unsupervised activities is a key correlate of the victim-offender overlap. The strength of the relationship between routine activity variables and the victim-offender overlap supports the provision of structured, supervised activities for youth and young adults as a way of preventing future victimization and offending, particularly among youth who have high exposure to violence. 相似文献

Identifying the prevalence and correlates of suicidal ideation in women mandated to batterer intervention programs is necessary to prevent suicide in this greatly understudied population. This study used cross-sectional, self-report survey methodology to identify the prevalence and correlates of suicidal ideation among 79 women attending batterer intervention programs. Of the sample, 33% reported experiencing suicidal ideation during the two weeks prior to entering the program. Multiple linear regression analysis indicated that (while controlling for number of batterer intervention sessions attended) symptoms of depression and borderline personality disorder, but not symptoms of antisocial personality disorder, were associated with suicidal ideation. 相似文献
