Objectives
In June 2011, closed-circuit television (CCTV) was introduced in Footscray (a suburb of Melbourne, Australia) to help deter street-based drug trading. We investigate whether there were subsequent shifts in the settings (e.g., street, house) in which heroin was purchased or injected by people who inject drugs (PWID).Methods
Using heroin purchase data from the Melbourne Injecting Drug User Cohort Study, multinomial logistic models with fixed effects for CCTV introduction were used to estimate the percentage of: (1) heroin purchased on the street, from mobile dealers and in house settings; and (2) heroin injections occurring in street, car, public toilet, and house settings. Displacement effects were investigated with a logistic model capturing the likelihood of traveling to Footscray to purchase heroin.Results
Following CCTV introduction, the percentage of heroin injections occurring in public toilet settings decreased by 13 % (95 % CI ?27 %, ?0 %). This was accompanied by a non-significant increase in the percentage of heroin injections in street settings of 23 % (95 % CI ?1 %, +41 %). Changes in other settings were small and non-significant. No suburb displacement effects were found.Conclusions
The introduction of CCTV in Footscray may have displaced PWID who previously injected heroin in public toilets to street settings. Apart from this, Footscray’s street-based heroin market operates much as it did before CCTV.118.

This article is based on the assumption that norms can help better understand one of the expressivist aims of transitional justice, that of building a new narrative about the past. The main argument is that focus groups, as an interactive method of inquiry, are well suited to investigating how this “judicial” narrative interacts with the official and dominant war narrative in Croatia. Focus groups are more adept at this than other methodological approaches since they can effectively reflect independence of opinion; they lead to more truthful answers through spontaneity; they effectively probe taken-for-granted concepts; and they can more easily overcome distrust in post-conflict societies, especially with ex-combatants. The approach faces new challenges in such a situation since recruitment problems, insider/outsider status, and post-traumatic stress disorder, among other ethical concerns, present problems that often arise due to the group process. The powerful and unpredictable effect of the group dynamic can, therefore, provide a deep exploration of social norms, but it can also cause significant upset among participants. This paper examines land grabbing in Bangladesh and views such seizures through the lens of displacement and land encroachment. Two different but potentially interacting displacement processes are examined. The first, the char riverine and coastal sediment regions that are in a constant state of formation and erosion, are contested sites ripe for power plays that uproot small producers on their rich alluvial soils. The second examines new patterns of land capture by elites who engage gangs, corrupted public servants and the military to coerce small producers into relinquishing titles to their ever more valuable lands in and near urban areas. These historically specific and contingent land grabs draw attention to in situ displacement, where people may remain in place or experience a prolonged multi-stage process of removal. This contrasts with ex situ displacement, a decisive expulsion of people from their homes, communities and livelihoods. In both the char and peri-urban case, we signal new forms of collective action in response to involuntary alienation of land resources in a rapidly and violently transforming political economy. We conclude with a caution against naturalizing displacement, casting it as an ‘inevitable’ consequence of changing weather conditions in the former and population dynamics in the latter. 相似文献
