In this article, we discuss how donor and recipient characteristics affected the incidence and timing of political action committee (PAC) contributions to incumbent members of the U.S. House of Representatives during the 1993‐94 election cycle. We contribute to the campaign finance literature by modeling the timing of contributions, which is important because timing affects the perception of political actors about the competitiveness of elections and the loci of power among members of Congress, interest groups, and between members of Congress and interest groups. Split‐population event history models allow us to compare and contrast determinants of whether and when contributions are made across various types and sizes of PACs. 相似文献

Our research addresses how individual member behavior and institutional variables affect legislative success in the U.S. House of Representatives. Using new measures of activity from the 103d Congress (1993–94), a count dependent variable, and negative binomial regression, our analysis assesses member effectiveness. We find that a member's activity level encourages legislative success, but gains are limited when members speak or sponsor too frequently. Our results provide a clearer picture of the role of legislative context and the relevance of institutions in determining a member's legislative successes and failures. 相似文献

Judges are the key to court reform in child protection proceedings but legislative mandates cannot guarantee the requisite level of judicial commitment. Lack of full implementation of the Adoption Assistance and Child Welfare Act of 1980 demonstrates that rather than rely on statutory language, court reformers ought to increase judicial understanding of the provisions of federal law through initiatives such as cross-training. From December 1996 to June 1998, Kentucky's Court Improvement Project delivered 11 regional cross-training sessions to more than 550 judges, attorneys, social service personnel and other child advocates. Based on a statewide survey, cross-training increased significantly awareness of federal child protection objectives among the state's judges. Although community responses to the problem of intimate partner violence typically focus on increasing and improving policing and social services, few studies have examined the relationship among police force size, social service providers, and women's safety at home. To address this issue, we use data from the National Crime Victimization Survey to examine patterns of intimate partner violence for 40 metropolitan statistical areas (MSAs) over a 16‐year period (1989–2004). We analyze the data using three‐level multilevel models, with individual respondents (N = 487,166) nested within years, nested within MSAs. Net of other important individual and contextual factors, the results show that women's likelihood of victimization is significantly lower in MSAs that employ more sworn officers per capita, whereas the states’ mandatory arrest laws are not found to have significant independent effects. Above and beyond the effects of police force size, we also find a significant negative relationship between the size of the social service workforce and intimate partner violence. Future research should develop collaborative data collection efforts to examine the specific activities of police and social service workers in dealing with intimate partner violence so that the mechanisms underlying these significant relationships can be understood more clearly. 相似文献

Analyses based on individual- and family-level self-report data indicate that (1) delinquency incidents are disproportionately concentrated among households with adolescents, (2) families do not specialize in delinquency by producing certain types of offenders, and (3) adolescent levels of delinquency are predicted equally as well by the offending of an older sibling. the offending of a younger sibling, or by the average level of offending among all other adolescents in the household. Three sets of family characteristics (socioeconomic status, composition, and functioning) are used in multivariate analyses to examine the association among sibling delinquency levels. while sibling composition and family functioning are significant predictors of adolescent delinquency, only family functioning accounts for a small proportion of sibling resemblance in offending. These analyses add to the growing body of research that suggests that sibling similarity in delinquency requires additional consideration in theoretical and empirical investigations of juvenile offending. 相似文献

Despite more than three decades of research on the topic of violence against women, the relative contribution of individual, family and community factors to victimization risk remains unknown. We use self‐report data from the Area‐Identified National Crime Victimization Survey to study the correlates of stranger, nonstranger and intimate‘partner violence against women. Regardless of victim‐offender relationship, we find that the risk for victimization is highest among young, single women with children, particularly those who have lived in the current home for relatively shorter periods. Area family and age composition appear to have stronger direct relationships with women's violence than poverty or racial composition measures. We also find there to be more similarities than differences in the individual, family, and community correlates of stranger, nonstranger and intimate partner violence. We discuss these findings as part of the growing body of multilevel literature on violence and on violence against women. 相似文献
