Juvenile justice systems in the United States do not always respond effectively to substance abuse problems among young offenders. In 2002, the Robert Wood Johnson Foundation launched a 10‐community demonstration project to address this problem. Reclaiming Futures (RF) relies on community partnerships to improve treatment quality, strengthen local leadership, expand inter‐organizational collaboration, and create systems of shared performance management. The initial findings of a cross‐site evaluation suggest that Reclaiming Futures is yielding important and positive change. Bi‐annual surveys of key informants measure the quality and integration of juvenile justice and substance abuse treatment systems in each community. Of 13 indices measured by the surveys, 11 showed significant improvements between 2003 and 2005.  相似文献

The effect of sanctions on subsequent criminal activity is of central theoretical importance in criminology. A key question for juvenile justice policy is the degree to which serious juvenile offenders respond to sanctions and/or treatment administered by the juvenile court. The policy question germane to this debate is finding the level of confinement within the juvenile justice system that maximizes the public safety and therapeutic benefits of institutional confinement. Unfortunately, research on this issue has been limited with regard to serious juvenile offenders. We use longitudinal data from a large sample of serious juvenile offenders from two large cities to 1) estimate a causal treatment effect of institutional placement, as opposed to probation, on future rate of rearrest and 2) investigate the existence of a marginal effect (i.e., benefit) for longer length of stay once the institutional placement decision had been made. We accomplish the latter by determining a dose‐response relationship between the length of stay and future rates of rearrest and self‐reported offending. The results suggest that an overall null effect of placement exists on future rates of rearrest or self‐reported offending for serious juvenile offenders. We also find that, for the group placed out of the community, it is apparent that little or no marginal benefit exists for longer lengths of stay. Theoretical, empirical, and policy issues are outlined.  相似文献

Research Summary: We compared 137 felony defendants arrested before the implementation of Breaking the Cycle, a pretrial intervention with felony defendants that included drug testing, supervision, and drug treatment as needed, to 245 BTC participants. We found Significant lower rates of arrest and self-reported drug use and crime among BTC participants during the next year.
Policy Implications: Systematic intervention aimed at all drug-involved felony defendants, not just selected defendants, is effective, but may encounter substantial challenges in achieving collaboration across criminal justice agencies, services providers, and levels/branches of government.  相似文献

Family is central to contemporary theories of delinquent and violent behavior. Yet, the processes by which families shape violent behavior in their children are not well understood. In the past, structural views posited that a weak family exposed a child to the evils of the street. More recently, functionalists have suggested that the family plays an active role in socializing youths to violent behaviors through supervision and discipline practices and modeling and reinforcement of antisocial behaviors. Integrated theories presume that socially disorganized families weaken children's conventional bonds and attachments, leading to associations with delinquent peers and in turn antisocial behavior. However, the influence of the family as a socializing environment may shift over time, and some suggest that its influence is overshadowed during adolescence by that of other social domains—schools, neighborhoods, peers, and work. This study describes the family processes and environments of (n = 98) chronically violent delinquents. Interviews with youths and their mothers assessed family social process and environments and the social domains and institutions with which they interact. Analyses of youth reports of family environments and processes yield three family types: “interactionist” families exhibiting a high degree of internal interaction and bonding; “hierarchical” families characterized by parental dominance and the presence of family bond and interaction patterns; and “antisocial” families marked by criminality and family violence. Family variables have weaker explanatory power than do other social influences on violent delinquency. The relative contributions of family supervision practices and school environment varied by crime type. Social influences outside the family appear as stronger contributors to delinquency and violence during adolescence, regardless of early childhood experiences. The results underscore the importance of integrating social policies regarding family, crime, and neighborhood.  相似文献

Strengthening the budgetary powers of legislatures through nonpartisan budget offices adds to the capacity‐building repertoire of development donors. Budget offices are supposed to provide legislatures with information and analysis independent from the executive. The United States Agency for International Development believes that strengthening the legislature's power of the purse improves governance. We highlight USAID‐funded legislative strengthening projects implemented in Jordan, Kenya, Morocco, and Afghanistan to show how these budget offices function. There is a significant potential for these units to assist members of parliament in understanding the budget process, the broad fiscal challenges facing government, and expenditure control and budgetary trade‐offs that affect present and future spending. These cases demonstrate the challenges of creating and sustaining a parliamentary budget office. Finally, in an effort to make budget offices effective and sustainable, we outline several key steps that we believe are important both for donors and the legislative bodies.  相似文献
