The rise of Chinese youth gangs in urban centers in North America is a social phenomenon that has gained prominence in the past decade and a half. This study examines the characteristics and processes of four gangs operating in the Chinatown of Vancouver, Canada, over a three-year period (1975-1978). The gangs were composed entirely of teenaged immigrants recently arrived from Hong Kong who were engaged in a wide variety of antisocial and criminal behaviors. Three sociocultural antecendents are identified as important in the development of Chinese youth gangs: (1) the weakening among many Hong Kong immigrants of the traditional Chinese pattern of close parental guidance and supervision; (2) the resultant emergence of youth peer-groups who challenge parental authority and Chinese values; (3) the strong attraction of North American success symbols for gang members, and their perceived inability to achieve success through legitimate means because of difficulties in learning English. 相似文献

The characteristics of participatory institutions can be articulated in three main dimensions: input, process and output. The common assumption is that a dependency relationship exists, with process serving as a mediator between input and output. This paper puts the model to a rare empirical test drawing on a unique dataset of 70 Spanish advisory councils. Through a combination of exploratory factor and path analyses, we analyse the dimensionality of input, process and output and investigate the direct and indirect impact of inputs on process and outputs. Our analysis provides evidence that input factors have a direct impact on the output factor transparency, but their impact on effects on policy and participant satisfaction is mediated by the process factor deliberation. Further, the capacity of the public administration to steer the advisory council (wardship) mediates negatively the impact of input variables on transparency. The analysis provides a nuanced account of how different input and process design characteristics of participatory institutions have profound direct and indirect effects on their outputs. 相似文献

Model Courts, assisted by the National Council of Juvenile and Family Court Judges, employ innovative best practices to better achieve permanency of children in the dependency system as required by the Adoption and Safe Families Act (ASFA). Family Group Decision‐Making Conferencing has been used in the Miami Model Court since 1998. The judge chooses cases at the initial detention hearing, and parents must agree to the procedure. A Department of Children and Families social worker facilitates a well‐planned meeting between parents and their families and friends where parents' case plans are developed for the court to approve. In an evaluation of 87 such conferences, the National Council determined that the process has assisted families in identifying strengths and resolving problems. Satisfaction rate of participants was high, and parents became highly motivated. Conferencing produced more timely case processing times and more stable placements. In addition, within Miami's multi‐ethnic and multi‐cultural community, the conferences developed good communication between the generally middle‐class court staff and the primarily poor, immigrant, and native‐born parents. 相似文献

This article explores the way that politicians and legislators have responded to concerns over the link between videogames and violence in the UK, particularly in terms of ensuring that inappropriate content remains inaccessible to minors. It explores the recent changes to the regulatory framework centred on videogames, arguing that the move to a universal statutory framework has implications that are more symbolic than real‐policy is still underpinned by the ‘precautionary principle’ and the framework remains equally likely to be undermined by the actions of parents who ignore ratings and purchase age‐inappropriate games for their children. Perhaps predictably, the political establishment has been unwilling to engage with this parental neglect, attributing it to ‘ignorance’ and ‘the need for a simplification of the ratings system’. An understudied contributor to the massive growth of American incarceration is an increase in the practice of reimprisoning parolees through parole board revocations—now referred to as “back-end sentencing.” To conduct the analyses outlined in this article, we use data from the California Parole Study to analyze the effects of three clusters of factors (parolees' characteristics, organizational pressures, and community conditions) on these sentences. Our analyses are informed by theories that have been used to explain “front-end” (court) sentences, which center on the focal concerns of social-control agents, labeling, and racial threat. Our results indicate that status characteristics—race/ethnicity and gender—affect the likelihood that criminal parole violators are reimprisoned. Moreover, certain “pivotal categories” of parolees—registered sex offenders and those who have committed “serious” or “violent” offenses—are much more likely to be returned to prison than others. Organizational pressure (prison crowding) also affects the likelihood of reimprisonment. Communities' political punitiveness affects the likelihood that technical violators are reimprisoned and that serious or violent offenders are reimprisoned for criminal violations. In this article, we use these findings to consider ways that mass incarceration is driven by both top-down policies as well as bottom-up organizational and community forces. 相似文献

What happens to the proposals generated by participatory processes? One of the key aspects of participatory processes that has been the subject of rare systematic analysis and comparison is the fate of their outputs: their policy proposals. Which specific factors explain whether these proposals are accepted, rejected or transformed by public authorities? In this article contextual and proposal‐related factors are identified that are likely to affect the prospect of proposals being implemented. The explanatory power of these factors are tested through multilevel analysis on a diverse set of 571 policy proposals. The findings offer evidence that both contextual and proposal‐related variables are important. The design of participatory processes affects the degree of implementation, with participatory budgeting and higher quality processes being particularly effective. Most significant for explaining outcomes are proposal‐level, economic and political factors: a proposal's cost, the extent to which it challenges existing policy and the degree of support it has within the municipality all strongly affect the chance of implementation. 相似文献
