This paper challenges the popular claim that police labor shortages existed in large American cities during the late 1960s and early 1970s. Empirical tests of a police salary determination model reveal that police managers and public officials possess only limited direct control over police wges. Hence, manipulation of police manpower utilization practices (and, more basically, labor supply to police departments) is the principal way of overcoming “labor shortages.” In recent years, this has included substitution of clerical for sworn personnel, elimination of non-job-related entry requirements, and expansion of auxilhry police forces.  相似文献

Abstract. Diachronic investigation of partisan choice and issue orientation by generational analysis is a popular method of contemporary political research. There is as well increased interest in the role played by women in politics. Yet studies of European politics have rarely explored the utility of analysis which assumes shared generational political perspectives in explaining differences in the political behaviour and orientations of men and women. Policy designs are selected to achieve specific policy outcomes. The policy process, however, contains multiple junctures when a policy's design may diverge from its original intents. Despite this fact, few theoretically valid and methodologically reliable approaches exist to assess policy divergence as it occurs during the policy process. This article presents a method for assessing policy divergence during implementation with a comparative analysis of a legislative law and corresponding regulation. The case analysed is US organic food policy in the 1990 Organic Foods Production Act and 2002 National Organic Program regulation. The article draws theoretical leverage from Mazmanian and Sabatier's implementation framework and methodological leverage from the institutional analysis and development framework. The analysis indicates that the designs of both policies are fairly robust with relatively minor divergence. The conclusion discusses the gains and challenges in developing a comparative approach to studying policy designs and assessing policy divergence.  相似文献

The public value framework, with its call for more entrepreneurial activities by public managers, has attracted concern and criticism about its implicit breaching of the politics/administration dichotomy. This article explores the role of political astuteness not only in discerning and creating public value, but also in enabling public managers to be sensitive to the dichotomy. We employ a conceptual framework to identify the skills of political astuteness, and then articulate these in relation to identifying and generating public value. Drawing on a survey of 1,012 public managers in Australia, New Zealand, and the UK, and in‐depth interviews with 42 of them, we examine the perceptions and capabilities of public managers in producing value for the public while traversing the line (or zone) between politics and administration. We conclude that political astuteness is essential to both creating value and maintaining allegiance to democratic principles.  相似文献
