Building sustainable professional capacity in African public sectors: retention constraints in Kenya
Significant investments are being made by aid agencies to increase Master's-level training of African professionals serving in the public sector. Yet no case studies present detailed data or analysis of past efforts to build sustainable human capacity in governmental institutions. The article reviews career and retention data on 169 economists, planners, and statisticians trained under funding provided by 6 long-term aid projects for targeted posts in Kenyan ministries. After reviewing retention constraints revealed by this data and other evidence, it offers recommendations that might assist governments and aid agencies to design and implement capacity building initiatives with a higher probability of ensuring that returned graduates serve for adequate periods of time in the positions for which they were trained. © 1997 by John Wiley & Sons, Ltd. Whereas one line of recent neighborhood research has placed an emphasis on zooming into smaller units of analysis such as street blocks, another line of research has suggested that even the meso‐area of neighborhoods is too narrow and that the area surrounding the neighborhood is also important. Thus, there is a need to examine the scale at which the social ecology impacts crime. We use data from seven cities from around the year 2000 to test our research questions using multilevel negative binomial regression models (N = 73,010 blocks and 8,231 block groups). Our results suggest that although many neighborhood factors seem to operate on the microscale of blocks, others seem to have a much broader impact. In addition, we find that racially and ethnically homogenous blocks within heterogeneous block groups have the most crime. Our findings also show the strongest results for a multitude of land‐use measures and that these measures sharpen some of the associations from social characteristics. Thus, we find that accounting for multiple scales simultaneously is important in ecological studies of crime. 相似文献

Rod Rhodes spent 25 years as the Editor of Public Administration before he retired from that role at the end of 2010. These essays in his honour are intended to celebrate the achievement of those 25 years and reflect on his contribution to the worlds of public administration and political science. Rod has now consolidated the standing of the journal as one of the most significant locations for work on public administration. At the same time, over his career, he has prodded and probed, challenged and innovated, in a wide range of areas. This study tests the effect of the composition and distribution of economic resources and race/ethnicity in cities, as well as how they are geographically distributed within these cities, on crime rates during a 30‐year period. Using data on 352 cities from 1970 to 2000 in metropolitan areas that experienced a large growth in population after World War II, this study theorizes that the effect of racial/ethnic or economic segregation on crime is stronger in cities in which race/ethnicity or income are more salient (because of greater heterogeneity or inequality). We test and find that higher levels of segregation in cities with high levels of racial/ethnic heterogeneity lead to particularly high overall levels of the types of crime studied here (aggravated assaults, robberies, burglaries, and motor vehicle thefts). Similarly, higher levels of economic segregation lead to much higher levels of crime in cities with higher levels of inequality. 相似文献

State legislators' relationships with administrators have received scant attention in the literature despite the importance of these relationships for delivery of public services. We explored whether or not the legislator‐administrator relationship in one professional state legislature resembles Congress's oversight of federal agencies. We also assessed whether or not term limits changed this relationship. Our findings indicate that monitoring state agencies was a low priority for this legislature, and it dropped even lower after term limits were implemented. More specifically, we found some institutional roles to be associated with legislators placing a higher priority on monitoring, especially before term limits, whereas some individual motives were associated with a lower priority, especially after term limits. Legislators exhibited more confusion about the process of monitoring after term limits. 相似文献

The large environmental impacts associated with agro-industrial development in Indonesia are both striking and increasingly important, especially with increased demand for biofuels and the rapid extension of oil palm plantations. Recently, Indonesia has also seen a series of transformations in the regulatory regime for pollution control with decentralization and a shift towards new environmental policy instruments. This article considers the effectiveness of these new approaches, including the widely influential International Organization for Standardizations (ISO) 14001 series for environmental management systems and the Roundtable on Sustainable Palm Oil (RSPO) certification system. Despite the turn towards these new governance approaches, the underlying problems that have undermined bureaucratic regulation in the past continue to haunt attempts to make the sector more sustainable. Efforts to mitigate the increasingly large-scale pollution associated with agro-industrial development will need to be better crafted and combined to suit the characteristics of the industry concerned and to address the wider socio-economic and political realities within which problems are embedded and where any policy tool must be applied. 相似文献
