The Technology Transfer Act of 1986 clearly brought into focus the importance of technology-transfer activities in the federal government. Recognition of the potential benefit to be realized by access to results of federally sponsored research was acknowledged at the highest levels of government. While many departments and agencies had been transferring technology within the limits of existing authority and budgets, the act stimulated them as well as less-aggressive agencies to further strengthen their transfer operations. This paper reviews the status of selected agency technology transfer in 1985, describes important progress since passage of the act in 1986, and notes issues that remain to be resolved. 相似文献

International service learning, a form of service learning where students travel to developing countries to provide community services of varying types, has come to be common practice at universities throughout the Global North. This paper reports and discusses a case study focused on the ethical questions arising from current practice at one Canadian university. The study follows the path students take from their home university to their final placement. In the context of the political economy of North–South relations in a period of neoliberalism, the analysis considers the ethics of power differentials, reciprocity, accountability, student preparedness and qualifications in relation to host communities. AbstractWith chemical weapons (CW) use in Syria raising questions about the health of the CW norm, this article analyzes whether the Syrian case will lead to further proliferation and use of chemical weapons by states. We examine the use of chemical weapons at Ghouta in 2013 and on the Hama Plains in 2014 and find that: first, chemical weapons have demonstrated limited military utility in Syria, either tactically or as a tool of civilian victimization; second, the costs of use have been repeatedly demonstrated by the international reaction to their use; and third, the use of sarin—a nerve agent—has attracted a stronger international response than the use of chlorine, a less lethal agent. Consequently, we conclude that the Syrian case is unlikely to lead to significant proliferation and use of chemical weapons; any that does occur is most likely to involve states already outside the CW norm. 相似文献

In this article, I defend compulsory voting on the grounds that it reinforces the distinctive and valuable role that elections play in contemporary democracy. Some scholars have suggested that mandatory voting laws can improve government responsiveness to members of poor and marginalized groups who are less likely to vote. Critics of compulsory voting object that citizens can participate in a wide variety of ways; voting is not important enough to justify forcing people to do it. These critics neglect the importance of voting's particular role in contemporary democratic practice, though. The case for compulsory voting rests on an implicit, but widely shared, understanding of elections as special moments of mass participation that manifest the equal political authority of all citizens. The most prominent objections to mandatory voting fail to appreciate this distinctive role for voting and the way it is embedded within a broader democratic framework. 相似文献
