The attacks of 11 September 2001 created a new paradigm for domestic security in the United States. The struggle against terrorism, particularly catastrophic terrorism, became the government’s most important priority. In the wake of these attacks, the Department of Homeland Security was established, with broader powers of enforcement, set forth in new legislation such as the Patriot Act. This new focus on homeland security will have a secondary effect on the efforts of the US to deal effectively with a range of soft security threats in that it will increase attention to those concerns, particularly as they are seen as enablers of terrorism. The establishment of the Department of Homeland Security is the largest reorganization of the US government in over 50 years, and will necessitate a reordering of the inter-departmental relationships on security matters as well as those critical to soft security cooperation with friends and allies abroad. Although the new department has absorbed many aspects of enforcing the nation’s laws, other functions key to soft security remain spread throughout other US government agencies. A comprehensive understanding of this new order will be key to enhancing the international struggle against soft security threats.  相似文献

Abstract

The railway was a key factor in nineteenth-century economic development. R.W. Kostal considered the interaction of the industry with lawyers in his book Law and English Railway Capitalism 1825–1875. Yet his conclusion that the law coped badly with the new industry is vitiated by his failure properly to analyse the way the courts applied legal doctrine. In areas such as preincorporation liability for railway companies’ debts, rating and compulsory purchase, the courts applied well-established principles. Even new law in cases like Priestley v Fowler can only be understood in terms of common law principles.  相似文献

This paper looks to broaden understanding about the networks of firms located in Business Incubators (BIs). To achieve this objective, a framework for understanding the networks of incubator firms was constructed. We argue that networks at incubators can be seen in two dimensions. In the first dimension, we define incubator firm networking activities in terms of resource type, i.e. tangible and intangible resources. In the second dimension, we define networks of incubator firms as external and internal. Internal networks refer to the relationship among tenants while external networks refer to the firm’s relationship with other institutions such as a university and/or research centre. Networks of firms located at the Daresbury Science and Innovation Campus in the United Kingdom were investigated using a tenant survey. Findings show that incubator firms develop more networks to access intangible resources than tangible resources. The analysis explored and compared types of networks for highly innovative firms and medium to low innovative firms and found differences in their networking activity. With regards to policy recommendations, this study shows network support for incubator firms can be improved. It also shows that those concerned with developing BI policy need to recognize and appreciate that not all incubator firms have the same needs. This should be taken into account when developing network support.  相似文献

In a single experiment with 5- and 6-year-old children, we examined whether the changes that children make in response to cross-examination style questioning vary as a function of delay and/or persist in subsequent interviews. Children visited the local police station; 1–3 days later they were interviewed in a direct examination format. Either 1–3 days or 8 months later, children were interviewed in a cross-examination format designed to persuade them to change their original responses. One week following the cross-examination interview, the direct examination questions were repeated. Relative to direct examination scores, the accuracy of children's reports decreased significantly during cross-examination, irrespective of delay. When children were interviewed again 1 week after cross-examination, however, their responses (and their accuracy levels) were very similar to those observed during the direct examination interview. That is, during cross-examination, children made changes to their earlier testimony even when their memory for the event remained intact.  相似文献

In Regina v. Butler the Supreme Court of Canada explicitly accepted the argument that obscenity law should be based on harm rather than morality. The court's opinion, and the view of certain feminists, depends heavily on social science research that shows exposure to some pornographic materials may have harmful effects. However, an analysis of these studies indicates that the findings encompass a wide range of stimuli and are not limited to pornography. Based on the research, the court's shift to a harms approach should logically include all presentations containing harmful messages, regardless of the degree of sexual explicitness. As such, this article argues that the court has not really abandoned its moral approach to obscenity. It has just disguised it by adopting the rhetoric of harmfulness.  相似文献

Abstract

This study examines the impact of housing policy convergence on the nonequity housing system in Ontario, Canada. Ontario has four distinct nonequity housing models— public, nonprofit cooperative, municipal nonprofit, and private nonprofit. This article argues that since 1990, housing policy in Canada, and particularly in Ontario, has become increasingly influenced by the neoconservative agenda of downsizing and decentralization of government functions found in the United States.

The findings reveal that changes to housing policy have caused the convergence of nonequity housing models in the areas of management and administration. Drawing on the present findings and on an experimental project in tenant management, this article argues that the trend toward convergence will continue and will likely result in one nonequity housing model in Canada. This pattern is interpreted in light of the neoconservative agenda of both countries that emphasizes private sector solutions to housing low‐income families.  相似文献

This article is occasioned by public interest in reported tensions between CIA analysts and policymaking officials of the administration of President George W. Bush regarding the significance of ties between the Saddam Hussein regime and Al Qaeda terrorists, an important factor in the US decision to invade Iraq in 2003. No evaluation of the latter case is provided. The article addresses, instead, general patterns of tensions between intelligence analysts and policy officials in order to provide context for public assessment of the Iraq-Al Qaeda incident when the public record is more complete and enhance understanding of similar future instances of tension.  相似文献
