In this paper, we evaluate the liberal claim that democratic states devote fewer resources to their militaries. Low military spending is thought to avert conflict spirals and release more resources to fund domestic programs. While prominent in many liberal international relations theories, most notably in Immanuel Kant's, this proposition has received little empirical scrutiny. Using several indicators of military resource allocation and data on a wide range of states since 1816, we find empirical support for the liberal argument, although regime type is not necessarily the strongest influence on military resource allocation.  相似文献

A fire experiment conducted in a British 1950s‐style house is described. Measurements of temperature, smoke, CO, CO2, and O2 were taken in the Lounge, stairwell, and front and back bedrooms. The front bedroom door was wedged open, while the door to the back bedroom was wedged closed. Contrary to expectations and despite the relatively small fire load, analysis and hazard calculations show permeation of toxic fire gases throughout the property with lethal concentrations of effluent being measured at each sampling point. A generally poor state of repair and missing carpets in the upper story contributed to a high degree of gas and smoke permeation. The available egress time was calculated as the time before the main escape route became impassable. Given known human responses to fire, such an incident could have caused fatalities to sleeping or otherwise immobile occupants.  相似文献

This study reports the findings of a 3‐year investigation into dimensions of trust in governmental capacity to deal with environmental risks (air pollution, sustainable development, waste, and water). We explore if levels of trust in Hong Kong correspond with the two‐dimensional structure identified in the research of Poortinga and Pidgeon. Findings of this multi‐method study (survey and focus group) conducted between 2005 and 2008 point towards largely low but unchanging levels of trust in the Hong Kong government. By contrast, the number of dimensions of trust reduced over the study period, pointing towards growing levels of scepticism. This leads us to conclude that, in relation to environmental risks, Hong Kong is characterised by cynicism. These findings reflect a wider argument that there are two underlying dimensions of trust—reliance and scepticism. The Murray–Darling Basin incorporates Australia’s three longest rivers and spans four states and one territory. It is important for an agricultural industry worth more than AUS$9 billion per year, but is also the life source and the spirit of the Indigenous Yorta Yorta people. Here, we address whether the interests of the Yorta Yorta people can encompass the common interest of the wider community in the Basin, and how the colonial legacy and climate change of the past century continue to influence the realization of the common interest moving forward. We find that shared regional governance with an agreed outcome supports the ongoing sustainability of the country and its people, but because of the legal history of Australia since colonization, recognition and mutual respect are no less important. Further, we note that the increasing climatic variability and changing climatic mechanisms that now exemplify the southeast of Australia corroborates the need for adaptive planning with longer time horizons. These lessons are supported by the customary law and practice of the Yorta Yorta people.  相似文献

In this essay, we take the publication of the seventh edition of the casebook Social Science in Law (2010) as an opportunity to reflect on continuities and changes that have occurred in the application of social science research to American law over the past quarter-century. We structure these reflections by comparing and contrasting the original edition of the book with the current one. When the first edition appeared, courts’ reliance on social science was often confused and always contested. Now, courts’ reliance on social science is so common as to be unremarkable. What has changed—sometimes radically—are the substantive legal questions on which social science has been brought to bear.  相似文献
