Peasant insurrection in China reconsidered: A preliminary examination of the Jun Mountain peasant rising,Nantong county, 1863

Focusing on a concrete historical example ‐ the Jun Mountain Peasant Rising, a small‐scale, mid‐nineteenth century insurgency in the Yangzi delta region ‐ this article re‐evaluates standard interpretations of peasant action and resistance in China. Although obscure and abortive, the Jun Mountain rising illuminates the developing role and interpenetration of ‘outsider’ communities, sectarian ideology/organisation, class formation, and long‐term trends in peasant culture in the emergence of an insurgent politics which at once built upon and transcended local ties. Preliminary examination of these politics thus contributes to current debate about the nature of Chinese peasant rebellions.     

Coping with Interparental Verbal Conflict by Children Exposed to Spouse Abuse and Children from Nonviolent Homes

Children are distressed by parental conflict, but the influence of the conflict topic has rarely been studied, especially in relation to children's history of witnessing domestic conflict. Responses to three conflict topics (money, child-related, political candidate) were examined in two groups of 5 1/2-through 12-year-olds: 40 children who have witnessed spouse abuse and 72 children from nonviolent homes. Children listened to taped scenarios (with accompanying drawings) of two parents engaged in one friendly and three angry interactions. Children reported their feelings, intensity of feelings, and coping strategies. Children's emotional responses varied from sadness, to anger, to guilt depending on their age and the conflict topic. Primary control strategies for coping with family conflict (e.g., direct intervention) were favored for all. Boys from violent homes responded to certain simulated conflicts with more intense anger and sadness than other children. Results emphasized children's sensitivity to different conflict topics and advance understanding of relations between a history of witnessing spouse abuse and child outcomes.     

The Use of Discretion in a Rule-Bound Service: Housing Benefit Administration and the Introduction of Discretionary Housing Payments in Great Britain

This paper is concerned with how administrators in the Housing Benefit (HB) service in Great Britain have reacted to the discretionary powers given to local authorities as a result of the introduction of Discretionary Housing Payments (DHPs). DHPs can be awarded to HB claimants deemed to require additional assistance with their housing costs. The paper first argues that the HB service can be categorized as 'rule-bound' before outlining the DHP regime and the nature of the discretion that it affords HB administrators. A brief review of the literature on discretionary decision making in public service organizations suggests four propositions in respect of DHP decision making. The paper then seeks to test these propositions. It concludes that in general HB administrators do not appear to have experienced the difficulties associated with discretionary decision making in rule-bound services that might have been expected on the basis of previous work in this field.     

Adoption and Victorian culture

In 1888, evangelical, educator and feminist Constance Maynard adopted Effie Anthon, a six year old girl from a Salvation Army orphanage. Her mother, Rosabianca Fasulo was an unmarried, Italian woman recently “rescued” by the Salvation Army. Maynard anticipated that Effie would one day join her at her college but she met none of the expectations for her. She entered domestic service but fell ill with tuberculosis and died in a workhouse in 1915. This is one particular case history of an adoption when the practice was not yet formalized but small numbers began to adopt children unknown to them. It tentatively opens up the history of adoption in Victorian Britain. It also illuminates some broader questions about family ties, the meanings associated with motherhood, and how the body and character formation were understood.
