UNDERSTANDING PUBLIC ADMINISTRATION: REFLECTIONS ON AN ACADEMIC OBITUARY —"ALAS, POOR YORICK"

It seemed that "Alas, Poor Yorick" was an appropriate subtitle for this attempt to respond to Understanding Public Administration. Yorick, you will remember, was the deceased royal jester, whose skull Hamlet inspected in the churchyard in Elsinore, causing him to meditate on the vanity of human life. "Now get you to my lady's chamber, and tell her, let her paint an inch thick, to this favour she must come." Though not a professional jester, I am keenly aware of the ephemeral character of the work of Professors of Government and Public Administration, or at least of this particular one; though Festsehriften may be said to "lay it on thick", they cannot altogether disguise the rather plain face beneath. I am glad to be fortified by having the more distinguished countenance of Robert Parker alongside me, and I mean that.     

Managing rural development in Botswana

Rural development in Botswana has proceeded using a non-directive approach. During the period 1973–1979 sectoral programmes for promoting development in rural areas have been administered by executive ministries, but, in addition, there has been non-executive machinery devoted to achieving a co-ordinated approach to development in rural areas. The emphasis in the work of the non-executive rural development unit was to promote communication and co-operation, and the success of the programme so far is partly attributed to this approach. The article points to additional lessons to be learnt from the experience of using this approach.     

The electoral college and the rational vote

We have shown first, that if the electoral college was abolished the theoretically measured power of voters would increase and second, that in presidential elections the measure of voting power used does in fact have a highly significant impact on the decision as to whether or not to vote. Thus, the analysis predicts that the abolition of the electoral college would have a significant impact on voter participation. From a policy viewpoint, if we view participation in elections as desirable, this could be used as an argument in favor of direct election of the president. From a scientific viewpoint, we are able to make a strong and unambiguous prediction about the results of a (possible) future event from theoretical considerations. If the electoral college should be abolished, it will be possible to test our predictions. In addition, we have provided a further test of the rational behavior view of electoral participation and have shown that this model applies to presidential elections. Finally, we have shown that the theoretical measure of voting power does predict actual behavior.     

An infant fatality involving ajmaline

An infant fatality following accidental ingestion of ajmaline is described. Ajmaline was determined by thin-layer chromatography and infrared spectrophotometry, and quantitated by high performance liquid chromatography. The ajmaline concentration in blood was 5.5 micrograms/mL. The toxicological data relevant to the interpretation of case findings are presented.
