Variation in central bank independence across countries: Some provisional empirical evidence

In this paper seven hypotheses to explain variation in central bank independence across countries are tested. The predictions based upon the theory that delegation of authority by politicians to the central bank is used as a commitment device are not supported: central bank independence is not higher the larger the employment motivated inflationary bias, the higher political instability or the larger the government debt. Central bank independence is positively related to historical inflation experience and negatively with political instability. We do only find limited support for the view that countries with a universal banking system and countries whose central banks do not regulate financial institutions have more independent central banks.     

Changes in composition of ballpoint pen inks on aging in darkness

A method for comparison of the relative age of ink entries written by the same ballpoint pen on documents stored in darkness is presented. Inks were extracted from the document and analyzed by HPLC (high performance liquid chromatography). On aging, changes in the chemical composition of the inks were noted. These changes were similar to those observed when inks were exposed to light or heat. The aging was followed by using ternary diagrams constructed for dyes generally present in blue-colored inks--Crystal Violet, Methyl Violet, and Tetramethyl Para Rosaniline. The procedure is applicable for relative dating of ink entries in diaries, notebooks, etc., where often several ink entries are written by the same ink. However, a prolonged exposure of the document to daylight and/or artificial light (light from fluorescent tubes) as well as to extensive heat will render the whole procedure inapplicable. An example of the use of the proposed method in casework is given.     

Comparison of Anonymous Versus Confidential Survey Procedures: Effects on Health Indicators in Dutch Adolescents

Self-report questionnaires are frequently used in youth research, but doubt remains whether total anonymity affects the results. This study compared the responses of 704 mainly 16–17-year-old adolescents to self-report measures of various health indicators in 2 groups: anonymous and confidential collection. For most health indicators no significant differences were found. Perceived health, use of alcohol, and aggressive behavior (for boys) were reported significantly less frequently in the confidential group (small effect size). It appeared that pupils with high scores on social desirability do not respond differently at most health indicators in the 2 conditions. For most health characteristics, epidemiologically useful outcomes may be derived from confidential self-report measures, which are also valuable for detecting individual at-risk children. Classical Islam and Medieval Europe: A Comparison of Political Philosophies and Cultures

There were fundamental differences in political philosophy and culture between Islamic and westem-Christian or European civilization in the period up to c. 1500, notably concerning the nature of the political community, of religious law and of the mode of political discourse. Europe proved open to Greco-Roman influences and thus developed, as Islam did not, a notion of the legitimate secular state.     

Drug-related deaths among recently released prisoners in the Strathclyde Region of Scotland

Drug abuse and its consequences are everyday problems encountered globally, and Scotland is no exception. During a study of drug-related deaths in the Strathclyde region of Scotland it was noted that known drug users who had recently been released from prison were at high risk of dying from a drug overdose. The majority of deaths occurred within one week of the release date and polydrug use was prevalent. Morphine was the most frequently encountered drug and this was found in combination with benzodiazepines in a significant number of cases. This paper highlights the dangers of resuming drug consumption following a period of abstinence.     

The Spirit of Capitalism? Religious Doctrine,Values, and Economic Attitude Constructs

This article examines the relationship between conservative Protestant doctrine and economic policy attitudes. Building upon Weber's (1930) classic (and controversial) thesis that Calvinist thought inspired the capitalist spirit, we posit that the individualistic theology of fundamentalists, evangelicals, and charismatics often engenders political preferences for individualistic economic policies. We test this hypothesis by (1) performing a series of cross-sectional ordered probit analyses to understand the independent degree of association between doctrinal belief and economic attitudes toward taxing, spending, and the role of government, (2) creating and testing a structural equation model to assess various hypothesized paths of influence, and finally, (3) using 1994–96 NES panel data to assess the degree to which changes in an individual's doctrinal beliefs produce changes in his or her economic attitudes. Results lend substantial support to the efficacy of Weber's thesis, and point to religious belief as one exogenous agent of core political values.     

OUTCOMES OF VARIOUS MODES OF ADMINISTERING AUSTRALIAN AGRICULTURAL COLLEGES

The outcomes of various modes of administration may be summarized as follows:

• 1 Under both ministerial and departmental control, the prior experience and predispositions of the Minister were critical factors affecting the colleges. Under departmental control, the background and attitudes of senior officers within the department were also important. Various instances of this were cited.
• 2 There tended to be proportionately fewer dismissals of principals or resignations in protest by them under departmental control than when colleges were controlled by Ministers of the Crown or governing councils. Several reasons for this trend were suggested.
• 3 Under all systems of control the colleges were subject from time to time to direct or indirect political pressure. For example, there were instances in which parents invoked or attempted to invoke political pressure to save their sons from expulsion from a college. Such pressures played a part in the dismissal or resignation of several principals.
• 4 Another factor which led to the resignation of two principals who were directly responsible to a Minister was the belief that their jurisdiction had been transgressed by another senior public servant.
• 5 Under departmental control a principal was likely to be caught up in intradepartmental politics. The fortunes of the college depended somewhat upon his success in this arena.
• 6 In determining the policies and practices to be adopted on the college farm, a principal generally had greater freedom under Education Department control than under Agriculture Department control. On the other hand, teaching practices were generally subject to closer departmental supervision in the former case than in the latter.
• 7 One problem with any system of control is that of maintaining a balance between continuity in policy on the one hand and sensitivity to demands for change on the other. In general, control over the colleges by government departments or governing councils tended to be conservative in emphasis, to stress continuity. By contrast, where control was directly exercised by Ministers of the Crown and where there were relatively frequent changes in incumbency of the relevant portfolio, continuity in policy was less assured.
• 8 The life of advisory committees was typically marked by early enthusiasms and influence in dealing with urgent matters of policy. After these matters had been dealt with there was generally a decline in activity and influence, growing disillusion among members, and eventually reconstitution or replacement of the committee.

     

STR analysis of artificially degraded DNA-results of a collaborative European exercise

Degradation of human DNA extracted from forensic stains is, in most cases, the result of a natural process due to the exposure of the stain samples to the environment. Experiences with degraded DNA from casework samples show that every sample may exhibit different properties in this respect, and that it is difficult to systematically assess the performance of routinely used typing systems for the analysis of degraded DNA samples. Using a batch of artificially degraded DNA with an average fragment size of approx. 200 bp a collaborative exercise was carried out among 38 forensic laboratories from 17 European countries. The results were assessed according to correct allele detection, peak height and balance as well as the occurrence of artefacts. A number of common problems were identified based on these results such as strong peak imbalance in heterozygous genotypes for the larger short tandem repeat (STR) fragments after increased PCR cycle numbers, artefact signals and allelic drop-out. Based on the observations, strategies are discussed to overcome these problems. The strategies include careful balancing of the amount of template DNA and the PCR cycle numbers, the reaction volume and the amount of Taq polymerase. Furthermore, a careful evaluation of the results of the fragment analysis and of automated allele calling is necessary to identify the correct alleles and avoid artefacts.
