This article explores the interests involved in regulating television violence and indecency on the Internet, and how those interests might be better served by receiver‐based filtering technology rather than the traditional content‐based sender control. Receiver‐based control technologies represent a promising opportunity to remedy an outdated system that relies on restrictions on expression at their source to regulate media content. Traditional source‐based content restrictions, while they served a purpose in the earlier days of broadcasting, are no longer the least restrictive means of protecting society from material that is offensive or inappropriate for some. Government speech restrictions are not only constitutionally disfavored, but may soon come under increased scrutiny by the courts, especially when the technological means are available to tailor program content to individual needs. 相似文献

This article presents research carried out as part of a government research programme looking at how police tactic of 'stop and search' in England and Wales. For many years, figures which have shown a higher rate of stop and search of minority ethnic groups, particularly black people, have provoked much controversy, and have been seen by many as a manifestation of police racism. This article reviews the way in which stop and search impacts on public confidence, with particular reference to those from minority ethnic groups. It goes on to explore its role within policing, including an examination of its effectiveness against crime and the evidence for racism in police practice. A variety of foreign-led economies emerged in Central and Eastern Europe in the late 1990s. State economic strategies in the Visegrad Four region (V4) of the Czech Republic, Hungary, Slovakia and Poland have converged towards a distinct model of competition states. This article investigates the politics of investment attraction and promotion of particular investors within the states and regions in Central and Eastern Europe. It analyses coalitions of social actors which form in the process of bidding for investors and promoting them in the regions. These coalitions, the investment-promotion machines, can be understood as power blocs underpinning the competition state at the regional level. The paper argues that in the context of public choice for non-market goods, two assumptions of the simple model of the rational economic actor may not hold. The assumptions are that there is a direct connection between choice and outcome, and that preferences are not affected by the act of making a choice. Consequently, to understand people's preferences for public goods, it is important to measure their beliefs and values separately rather than simply to observe their choice behavior or to ask them what they would be willing to pay for the public good. In an example study, people's preferences for U.S. policies toward Nicaragua were measured and further analyzed into their beliefs about the effects of those policies on Nicaraguan outcomes, and their evaluations of the Nicaraguan outcomes. It was shown that the process of making a two-person choice changed the preferences, and that the separate measures or beliefs and values gave insight into the process of the change that would not have been available had only the preferences been measured. Implications for the contingent valuation method are explored and an alternative approach is proposed. 相似文献

The corrections workplace has undergone tremendous change during the past quarter century. Judicial intervention, public and media attention, and “get tough on crime” initiatives have all led to a variety of changes. Opportunities to work in corrections, in all positions, have increased dramatically. In an effort to determine how correctional staff today regard the presence and capabilities of women in the work environment, questions were specifically developed that addressed this issue and included in a more broadly conceived questionnaire administered to correctional staff in several prisons and jails in a western state. In this article, findings are reported regarding the gender-related items. It was found that, while jail and prison staffs generally shared similar views regarding most gender-related issues, there were some significant differences between both male and female respondents and those with prior military experience on the items regarding the competency of female staff. 相似文献
