This paper shows that the contagion effect brought about by the global financial crisis has given rise to a series of individual and family problems. This result is strongly supported by theoretical and empirical evidence. It also points out that family law in China, despite revisions to it over the past decade or so, appears to be inadequate to address the issues on marriages, among other things. Several approaches for reducing the negative impacts on individuals and family units have been proposed. Firstly, family mediation is found to be useful for stemming the social consequences arising, for instance, from separation or divorce. It is found to be especially useful during an economic crisis. Given the extensiveness of the problems and that even ‘good’ family law has its limitations, broader public policy solutions seem to be warranted.  相似文献

Contracting out of health services increasingly involves a new role for governments as purchasers of services. To date, emphasis has been on contractual outcomes and the contracting process, which may benefit from improvements in developing countries, has been understudied. This article uses evidence from wide scale NGO contracting in Pakistan and examines the performance of government purchasers in managing the contracting process; draws comparisons with NGO managed contracting; and identifies purchaser skills needed for contracting NGOs. We found that the contracting process is complex and government purchasers struggled to manage the contracting process despite the provision of well‐designed contracts and guidelines. Weaknesses were seen in three areas: (i) poor capacity for managing tendering; (ii) weak public sector governance resulting in slow processes, low interest and rent seeking pressures; and (iii) mistrust between government and the NGO sector. In comparison parallel contracting ventures managed by large NGOs generally resulted in faster implementation, closer contractual relationships, drew wider participation of NGOs and often provided technical support. Our findings do not dilute the importance of government in contracting but front the case for an independent purchasing agency, for example an experienced NGO, to manage public sector contracts for community based services with the government role instead being one of larger oversight. This article analyses the accusations that have emerged since2001 of predatory behaviour during the presidency of FrederickT. Chiluba (1991–2001). It advocates a detailed analysisof the practices that have come to light in order to move beyonda generalized interpretation of the persistence of predatoryelites in Africa. Three specific themes appear. First, thereis a danger of oversimplification of these conflicts as betweenthe international community and national governments. The politicalstruggles tend to be more complicated than generally presented,and international involvement meshes with local political struggles.Second, predatory behaviour or corruption is a social processthat is embedded in wider national and international networks.It is therefore difficult to locate culpability exactly in clearlydesignated protagonists. Third, there is a danger of imputingan economic and political rationality to this behaviour whichmay best be designated as theft. The overall theme of the articleis that there are important national cultural influences inthe way these predatory practices are dealt with. This study used hierarchical linear modeling to compare longitudinal patterns of adolescent religious service attendance and club attendance, and to contrast the longitudinal relations between adolescent adjustment and religious service versus club attendance. Participants included 1050 students (47% girls) encompassing a school district in Canada, who completed the survey first in grade nine and again in grades 11 and 12. Results demonstrated that patterns of religious service attendance over time were quite different from other clubs. Religious attendance was uniquely associated with several indicators of positive as well as negative adjustment. Club involvement, conversely, was only associated with positive adjustment––particularly for individuals who reported sustained involvement over time. Findings suggest that religious services may provide some unique experiences––both positive and negative––over and above what may be provided in other clubs, and that sustained, rather than sporadic participation in clubs, may be especially important for adolescent adjustment.

Given the lack of empirical research investigating citizens’ use of open government, this study examines the antecedents of citizens’ use of open government data. Based on technology acceptance and motivation theory, this article proposes and empirically tests a research model, applying structural equation modeling to survey data collected from 210 citizens. The findings show that ease of use, usefulness, intrinsic motivation, and Internet competence significantly determine citizens’ intention to use open government data. Overall, this study contributes to the understanding of citizens’ attitudes and behavior in the context of open government and offers implications for research and practice.  相似文献

Abstract

Performance management is meant to encourage organizational change by providing better and more relevant feedback to managers. But there is no denying the complexity of learning and change. How performance management helps this process goes beyond the simple availability of performance information. In this study, we examine the learning processes in a large Belgian public organization through interviews of managers, directors, and administrators. By using 4Is framework of organizational learning—from Intuitions to Interpretation to Integration to Institutionalization—we identify critical blocks and enablers of learning and change. Critical impediments include off-topic discussions of performance information, lack of opportunity to share and discuss management practices, and limited motivation to change entrenched processes of work. Performance management also provides reliable enablers of organizational learning, such as giving credibility-by-results to new management practices, focusing discussions on processes that lead to measurable results, the ability to follow new innovations closely as they are implemented, and the possibility of creating a learning culture supported by performance information. Finally, we discuss how perceived credibility of performance information is crucial to organizational learning and how it is reinforced by use and dialogue.  相似文献

This paper examines the role of the competition on the waste-collection market. Based on the case study of the Czech Republic, we evaluate the influence of competition intensity on supply side of the market on efficiency of waste-collection services. The rate of competition was approximated by the number of submitted bids to public tenders and efficiency was measured by per capita expenditures for municipal waste-collection services. We developed two regression models – the first model verified a competitive effect on the public procurement market for the provision of waste-collection services; the second model identified factors that affected municipal expenditures for waste-collection services per capita. We concluded that the competition in the waste-collection market increases by organising open tenders for suppliers at regular intervals, by adapting the duration of contracts to economic life of fixed assets, by sustaining pressure on service providers through a change in suppliers or the distribution of contracts among jurisdictions.  相似文献

Existing studies of the European Union’s (EU) democratic governance promotion via transgovernmental cooperation in the EU’s neighbourhood seem to take the substance of what is being promoted by the EU for granted. In filling this gap, this article examines the substance of EU democratic governance promotion by assessing (1) to what extent norms of democratic governance appear in EU Twinning projects implemented in the Eastern neighbourhood, and (2) what factors account for differences in the presence of democratic governance norms across those projects. To explain possible variation, the article hypothesizes that the democratic governance substance of Twinning projects will vary with the country’s political liberalization, sector politicization, sector technical complexity, and EU conditionality attached to reform progress in a given policy sector. Data are retrieved from a content analysis of 117 Twinning project fiches from the Eastern neighbourhood and analysed via standard multiple regression. The article finds that the EU mostly promotes moderate, mixed democratic governance substance, which varies across different projects. This variation may be best explained by the level of political liberalization of the beneficiary country and the politicization and technical complexity of the policy sectors and institutions involved in respective Twinning projects.  相似文献
