The problem of regulatory accumulation has increasingly been recognised as a policy problem in its own right. Governments have then devised and implemented regulatory reform policies that directly seek to ameliorate the burdens of regulatory accumulation (e.g. red tape reduction targets). In this paper we examine regulatory reform approaches in Australia through the lens of policy innovation. Our contributions are twofold. We first examine the evolutionary discovery process of regulatory reform policies in Australia (at the federal, intergovernmental, and state levels). This demonstrates a process of policy innovation in regulatory mechanisms and measurements. We then analyse a new measurement of regulatory burden based on text analytics, RegData: Australia. RegData: Australia uses textual analysis to count ‘restrictiveness clauses' in regulation – such as ‘must’, ‘cannot’ and ‘shall’ – thereby developing a new database (RDAU1.0). We place this ‘restrictiveness clauses’ measurement within the context of regulatory policy innovation, and examine the potential for further innovation in regulatory reform mechanisms.  相似文献

This paper reports the findings of a study that investigates the factors affecting the re‐entry and readjustment process of returnee government scholars in Vietnam. These returnee scholars were originally sent overseas to study as part of changes introduced by the Vietnamese government to develop its domestic talent pool. Using the perspective of home country embeddedness, we find that career and community embeddedness factors, together with readjustment factors, have an effect on returnee scholars’ career and life satisfaction in their home country. These factors subsequently affected their intention to stay or re‐expatriate. The study contributes to public sector change management theory by examining factors affecting the re‐entry process of returnees within an emerging transition economy. It also adds to the limited studies on understanding and managing the re‐entry processes and state‐led diaspora strategies among returnee government scholars from emerging transition economies and their effectiveness.  相似文献

We introduce RegData, formerly known as the Industry‐specific Regulatory Constraint Database. RegData annually quantifies federal regulations by industry and regulatory agency for all federal regulations from 1997–2012. The quantification of regulations at the industry level for all industries is without precedent. RegData measures regulation for industries at the two, three, and four‐digit levels of the North American Industry Classification System. We created this database using text analysis to count binding constraints in the wording of regulations, as codified in the Code of Federal Regulations, and to measure the applicability of regulatory text to different industries. We validate our measures of regulation by examining known episodes of regulatory growth and deregulation, as well as by comparing our measures to an existing, cross‐sectional measure of regulation. Researchers can use this database to study the determinants of industry regulations and to study regulations’ effects on a massive array of dependent variables, both across industries and time.  相似文献

Are bureaucracies in fact controlled by the president, Congress, or legislation? We analyze a 1998 policy change in the Department of Defense’s (DoD) $6.5 billion annual military housing allowance program. Results show that both the president and Congress were able to influence the bureaucracy, even in the presence of an exceedingly specific law that outlined the manner in which the DoD was to allocate the funds. After policy implementation, allowances were disproportionately higher in locations that (a) supported the president in the 1996 election and (b) were represented by members of the House or Senate Armed Services Committees.  相似文献

Although the volume of internet commerce continues to increase, some consumers hesitate to conduct business transactions on the internet because of concerns about the trustworthiness of on-line merchants. The presence of readily available, on-line dispute resolution services can send a reassuring signal to consumers that allays their fears and encourages them to do business on-line. However, on-line dispute resolution systems designed to address disputes arising from e-commerce transactions rely on a communication medium that is impoverished, which can lead to lower trust in the process, and to the escalation of negative emotion and negative attributions about the other participants in the dispute resolution process, making successful resolution of the dispute more difficult. A mediator or arbitrator in an on-line setting who is aware of these potential problems can try to avert them by engaging in simple rapport-building procedures. However, facilitating acceptance of on-line dispute resolution decisions may be more difficult than in a traditional face-to-face environment because of the absence of cues that communicate the trustworthiness and neutrality of the third party, as well as acknowledgment of the societal standing of the disputant.  相似文献

A screening assay has been developed to provide preliminary individualization of crime scene samples thus eliminating expensive, time-consuming short tandem repeat (STR) profiling of nonprobative samples. High resolution melting performed in a real-time PCR instrument is used to detect the slight melting differences between the length and sequence variations of 22 forensic STRs. Three STRs (vWA, D18S51, THO1) were chosen to develop an assay which was optimized for Mg++ concentration, annealing/extension time/temperature, assay volume, and bovine serum albumin addition. The assay was tested for reproducibility, uniformity for genotype, melting profile consistency, effects of inhibitors, and mixture effects. The assay could be used to determine DNA concentration when a standard curve is run simultaneously. Calculations of costs show that the assay can save significant time and money for a crime with many samples or suspects.  相似文献
