Scholars of representative bureaucracy have long been interested in the linkage between passive representation in public agencies and the pursuit of specific policies designed to benefit minority groups. Research in this area suggests that the structural characteristics of those organizations, the external political environment, and the perceptions of individual bureaucrats each help to facilitate that relationship. Work to date has not, however, sufficiently investigated the impact of region on representation behavior, which is surprising given the emphasis that it receives in the broader literature on race and politics. Drawing on that literature, this study argues that, for black bureaucrats, region of residence is an important moderator of active representation because it helps to determine the salience of race as an issue and the degree of identification with racial group interests. It tests hypotheses related to that general argument in a nationally representative sample of more than 3,000 public schools. The results suggest that black teachers produce greater benefits for black students in the South, relative to other regions. A supplementary analysis also confirms the theoretical supposition that race is a more salient issue for Southern black bureaucrats, when compared with their non-Southern counterparts. 相似文献

Many studies have documented the ways in which shyness can be a barrier to personal well-being and social adjustment throughout
childhood and adolescence; however, less is known regarding shyness in emerging adulthood. Shyness as experienced during emerging
adulthood may continue to be a risk factor for successful development. The purpose of this study was to compare shy emerging
adults with their non-shy peers in (a) internalizing behaviors, (b) externalizing behaviors, and (c) close relationships.
Participants included 813 undergraduate students (500 women, 313 men) from a number of locations across the United States.
Results showed that relatively shy emerging adults, both men and women, had more internalizing problems (e.g., anxious, depressed,
low self-perceptions in multiple domains), engaged in fewer externalizing behaviors (e.g., less frequent drinking), and experienced
poorer relationship quality with parents, best friends, and romantic partners than did their non-shy peers.

To date, there is no literature specifically addressing the relationship between spousal battering and emotional intelligence, a concept that captures the success, or lack thereof, of a person's functioning in their immediate environment. Forty-four men convicted of spousal assault and 76 undergraduate students completed the Emotional Quotient Inventory (EQ-i; R. Bar-On, BarOn Emotional Quotient Inventory: User's Manual, Multi-Health Systems, Inc., Toronto, 1997), the Propensity for Abusiveness Scale (PAS; D. G. Dutton, J. Fam. Violence 10(2): 203–221, 1995), and the Balanced Inventory of Desirable Responding (D. Paulhus, J. Pers. Soc. Psychol. 46: 598–609, 1984; Assessing Self-Deception and Impression Management in Self-Reports: The Balanced Inventory of Desirable Responding, Unpublished manual, University of British Columbia, Vancouver, Canada, 1988; In Measures of Personality and Social Psychological Attitudes, Academic Press, San Diego, CA, pp. 17–59, 1991). Results of this exploratory study indicate that batterers score significantly lower than the general population on all components of EQ-i. Additionally EQ-i total and subscale scores for both samples correlate negatively and significantly with scores on PAS, suggesting that deficits in various components of emotional intelligence are related to an increase in the propensity to be abusive. This study examines the failure of a small but significant element of U.S. chemical regulatory policy: the Endocrine Disruptor
Screening Program (EDSP). A range of conditions are implicated in the failure of this program, but one condition, the scientific
testing and regulation paradigm (STRP), seems particularly important and ties the failure of EDSP to the failure of other
U.S. chemical regulatory programs. This paradigm is a group of assumptions that have driven pesticide (and other chemical)
regulatory policy since World War II. This study investigates the relationship between STRP and the failure of EDSP, the potential
efficacy of alternatives to this program, and one alternative that broke from this paradigm. Ultimately, this study suggests
that we must revise the role of science in regulation in order to find effective alternatives to modern chemical regulatory

The Federal Sentencing Guidelines were developed to provide uniform and standardized punishments for eliminating sentence disparities based on legally irrelevant factors. While research at the individual level showed that extralegal factors continued to affect sentence outcomes, no such research determined if these factors influenced sentencing of organizational offenders. This article extends the unit of analysis beyond the individual and toward organizational offenders to determine if total fine amounts are affected by extralegal organizational characteristics. Relying on post-1991 organizational defendant's data, the findings indicated both legal and extralegal factors significantly affected fine outcomes for organizational offenders. As expected, several legal factors significantly affected fine outcomes. At least two extralegal variables, economically solvent and closely held organizations, however, exerted significant effects in predicting the total fine amount imposed. Similar to research at the individual level, this study indicated that extralegal or legally irrelevant factors had some level of impact upon sentencing under the guidelines. 相似文献

ABSTRACTBuilding on recent scholarship relating to the emergence of printed petitions in Britain in the seventeenth century, this article concentrates on those printed petitions that were designed for more or less discreet or limited circulation in order to lobby parliament. It draws on two collections of such material gathered by the MPs Bulstrode Whitelocke (in the 1650s) and Sir Michael Wentworth (in the 1680s and 1690s). Because print facilitated novel ways of engaging with parliament – not least as problems went unresolved and cases dragged on – printed petitions provide a useful window into the aspirations and frustrations of supplicants, and indeed into their political thinking, however rudimentary this may have been. In tracing what might be called the ‘political imaginary’ of contemporary petitioners, this study recovers evidence of radicalization, but also suggests that the art of petitioning could involve the deliberate avoidance of ideological issues that nevertheless underpinned specific interventions. 相似文献

While many have remarked upon Prime Minister John Howard's “use” of the Anzac legend for political purposes, our understanding of the nature and dynamics of such use remains fragmented and underdeveloped. Using the area of foreign policy as a case study, this essay approaches Howard's Anzac Day and related ceremonial rhetoric as examples of the epideictic genre, which presents speakers with a combination of unique rhetorical opportunities and strict generic constraints. While often perceived as apolitical and inconsequential, the genre embodies a form of argumentation that serves not only to increase the “intensity of adherence” to certain values, thus laying the groundwork for later deliberative appeals, but also creates a “disposition to act at the appropriate moment”. This paper will argue that Howard's employment of Anzac was bounded and defined by the nature and dynamics of the epideictic genre, of which Howard proved to be a savvy user. 相似文献

Using ADA roll call voting scores for the 1947–2006 period, I find that senators shirk in their last term. The degree of shirking is limited by political parties, which constrain the politician in his last term, and varies by post-Senate career choices. Since 2001, ten governments in Canada have passed fixed election date legislation. The typical assumption in the literature is that governments did so as a way to address public concerns about the undemocratic nature of calling and timing elections. This argument, however, does not explain the timing (that is, when the legislation was passed by each jurisdiction) of this policy change. We approach this puzzle deductively by applying the theoretical insights of multiple streams theory to the Canadian experiences. Our findings suggest that although all three streams were important, the political stream is crucial for explaining the timing of the legislation. 相似文献
