This study uses a media distortion analysis to examine the New York Times coverage of mass public shooting incidents occurring in the United States from 1966 to 2016. A comparison between media coverage and actual incidents is used to identify the characteristics influencing the newsworthiness of mass public shootings. This work expands the breadth and depth of media and mass public shooting research, strengthening the validity of previous findings, and identifying new characteristics influencing newsworthiness. Findings indicate significant predictors of newsworthiness include higher casualties and injuries, as well as perpetrators that are young, Middle Eastern, and ideologically motivated. School shootings are more likely to receive any coverage, and all non-workplace shootings receive salient levels of coverage. An incident is also more likely to receive any coverage if a combination of weapons is used. These findings have important implications for public knowledge and perceptions of mass public shootings.  相似文献

We report the results of a survey of legal cannabis retail operators in the two largest urban centres of a Canadian province that uses a fully private model to determine the dimensions of competition between retail outlets. We find that, in addition to expected price and location competition, customer loyalty is central in the opinion of retailers. Firms also did not see the illicit market as their primary competition, instead identifying nearby legal retailers as their main competitors. Restrictions on advertising loomed large in the minds of retailers as a policy-based impediment to their success. These results are further supported by visual inspection of the exterior of all stores in one of the urban centres.  相似文献

Underlying the phenomena of economic voting are voters’ perceptions of economic conditions. But from where do these evaluations originate? This work examines the effects of three types of factors influential to the formation of national economic evaluations: predispositions (such as age, gender, income, partisanship), information and attentiveness, and objective local economic conditions (local unemployment rates). Our findings fit with earlier work, broadly confirming the influential role each set of factors plays in shaping national economic perceptions. We then extend the literature - demonstrating that the impact of the local economic environment is conditional on attention to media, political information and education. Using a combined dataset of the 2006 Canadian Election Studies with neighbourhood level economic indicators drawn from Canadian Census data (2006), our findings show that, in developing perceptions of the national economy, more attentive, more informed and more educated individuals are less influenced by local economic conditions than their less attentive, less informed and less educated counterparts. These findings contribute to our understanding of how local economic conditions influence the formation of national economic evaluations.  相似文献

Bureaucratic discretion continues to be one of a public administrator's primary powers while at the same time being one of their most controversial. Used in a positive way, bureaucratic discretion can enhance social equity; however, this practice can create administrative legitimacy dilemmas. As such, this paper conceptually discusses the theoretical position of public administrators that contributes to their engagement in legitimacy dilemmas, which is further complicated by the tenets of New Public Service. We argue that if public administrators are engaged in authentic interactions with the public and use their discretion to reflect the interests of the public, then they are engaged in truly democratic governance. We place this argument in the context of achieving social equity and highlight an avoided question in public administration. Finally, recommendations for future research are offered as a means progressing the social equity agenda in public administration.  相似文献

Abstract

Eliciting useful and reliable disclosures from sex offenders is imperative for effective risk management. Responsiveness to accurate self-report by sexual offenders of their risky thinking and problematic behaviours ensures that offenders are dealt with at the correct risk level. This requires practitioners to use a range of constructive strategies and techniques for eliciting disclosures. Drawing on a recent study that investigated the nature and usefulness of disclosures, this paper explores the inherent challenges and identifies best practice in this important area of work.  相似文献

This research explores the implications of the growing use of the Internet to campaign and win elections in the United States. After exploring the historic assumptions and motivations behind the use of the Internet to campaign, the authors use election data from the 2006 midterm congressional elections and webpage ranking data from the leading web-based ranking service to assess the impact of Internet campaigning. The findings indicate that web presence is a significant predictor of the total votes candidates garnered in the 2006 congressional elections, even when controlling for variables such as funding, incumbency and experience. Further, the findings also suggest that, generally, Democrats had a stronger web presence than Republicans and this increased presence contributed to their success in the election. This research suggests that potential candidates need to be particularly concerned about the success of their websites and their popularity within the Internet community when running for office.  相似文献

Scholars do not usually test for the duration of the effects of mass communication, but when they do, they typically find rapid decay. Persuasive impact may end almost as soon as communication ends. Why so much decay? Does mass communication produce any long-term effects? How should this decay color our understanding of the effects of mass communication? We examine these questions with data from the effects of advertising in the 2000 presidential election and 2006 subnational elections, but argue that our model and results are broadly applicable within the field of political communication. We find that the bulk of the persuasive impact of advertising decays quickly, but that some effect in the presidential campaign endures for at least 6 weeks. These results, which are similar in rolling cross-section survey data and county-level data on actual presidential vote, appear to reflect a mix of memory-based processing (whose effects last only as long as short-term memory lasts) and online processing (whose effects are more durable). Finally, we find that immediate effects of advertising are larger in subnational than presidential elections, but decay more quickly and more completely. This article analyses potential end-user copyright violations associated with peer-to-peer (P2P) file sharing and the anti-piracy efforts currently underway in order to tackle them. This article discusses international developments in terms of trends, issues and solutions aimed at addressing peer-to-peer file sharing of copyrighted material. First, the article introduces P2P file sharing, its increasing significance in the growing digital media economy, and the legal issues surrounding this topic. Next, the article provides a comparative analysis of global efforts and trends in preventing digital piracy by analyzing relevant legislation, case law and practices in multiple jurisdictions, including the United States, United Kingdom, France, Sweden, and Japan. In addition, the article reviews Hong Kong's current case law and proposed legal reforms including an analysis of their deficiencies with respect to addressing P2P copyright infringement. The article concludes with an analysis of existing trends in preventive measures against copyright infringement through P2P file sharing and suggests directions on future legal and non-legal measures that Hong Kong as well as the international community can take in combating digital piracy and copyright infringement through peer-to-peer file sharing.  相似文献
