This article examines the internet's potential to democratize gender equality advocacy in Latin America. Based on field research in Argentina, Brazil, and Mexico, it challenges the assumption that the internet's horizontal organization and widespread dissemination inherently or inevitably lead to greater democratization. It advances two interrelated arguments. First, the internet's potential to foster democratic relations and effective strategies in civil society depends on the consciousness with which advocates adopt, share, and deploy the technology. Second, the internet is a critical resource for marginalized or socially suspect groups and subjects, providing a unique means to express and transmit often ostracized ideas and identities.  相似文献

FAMILY COURTS     
Oregon has encouraged experimentation with family courts using the one family-one judge approach. At the First Annual Family Law Conference, sponsored by the Oregon Judical Department and the Oregon Family Law Advisory Committee, the author presented a keynote talk addressing the "ethical" issues raised by the use of comprehensive family courts. In this adaptation, the author places the concept of family courts in historical perspective and then assesses the rationale for them and the policy trade-offs involved, as well as possible procedural safeguards. Consolidated family courts using judical specialists dealing with multiple interrelated parties and integrating an array of social services appear to offer a better approach to related party cases. The author concludes that the benefits outweigh the speculative risks.  相似文献

This paper holds that the prior development of clear external criteria or principles is not always a useful avenue to the resolution of policy dilemmas, and that external criteria are sometimes as likely to emerge from proposed resolutions to policy issues as they are to govern those resolutions. In the absence of external criteria, stories meeting certain characteristics (truth, richness, consistency, congruency, and unity) can integrate necessary considerations, explain the development of current dilemmas, and point the way to resolutions. Not all policy analyses need to be in the narrative form-some analyses appropriately make tenseless arguments for particular principles. However, these principles invariably allow for many possible actions, and only a narrative can explain which particular course of action is desirable and why.  相似文献

A statement of a general theory of deviant behavior asserts that four factors or processes intervene between the development of self-rejecting attitudes and adoption of deviant patterns. An earlier report demonstrated a relationship between antecedent negative self-attitudes and subsequent increases in seven variables that reflected these four factors. The present paper tests hypotheses that these seven variables are in turn related to the subsequent adoption of each of 22 deviant responses. Subjects were seventh-grade students (N=4694) who responded to questionnaires at T1 and T2 (a year later). The seven independent variables were measured by scale scores based on subject responses at T1. Adoption of deviant responses was defined in terms of subject's selfreports of performing each of 22 deviant acts between T1 and T2 after having denied performance of the deviant act during a specified period prior to T1. The results were interpreted as supporting the hypotheses, although relatively few exceptions were noted. These findings together with those of the earlier analysis were thus congruent with the theoretical position that the relationship between antecedent self-rejection and subsequent deviant responses is mediated by the subjective association of membership group experiences with feelings of self-rejection, the genesis of contranormative attitudes, the inability to satisfy the self-esteem motive through normative response patterns, and awareness of deviant alternatives to these normative patterns that in the past have failed to permit development of self-accepting attitudes.Received his Ph.D. in sociology from New York University in 1958. Current research interests are social psychiatry and, more specifically, the reciprocal relationship between self-attitudes and the adoption of deviant response patterns.  相似文献

The 1986 Freedom of Information Act amendments were passed as a last-minute rider to Reagan-era War on Drugs legislation. The three pieces – a broad restructuring of Exemption 7, the law enforcement exemption; the addition of exclusions for law enforcement and intelligence requests; and introduction of a new fee structure – have had a lasting impact on FOIA implementation and contribute to the contemporary inability to affect police transparency. Review of the 1986 FOIA amendments’ legislative history documents the White House’s determination to loosen law enforcement oversight and congressional appeals to exaggerated fears of illicit drug users. The study considers the effect on judicial interpretation of Exemption 7, exploring decisions before and after the amendments, while also analyzing FOIA use and implementation patterns through a dataset of annual reports from 1975 until present. The analysis reveals a sharp increase in Exemption 7 claims and “no records” responses, both attributable to the 1986 FOIA amendments.  相似文献

Huntington (2007); argues that recent commentators (Robinson, 1957; Hayes, 1994; Tillemans, 1999; Garfield and Priest, 2002) err in attributing to Nāgārjuna and Candrakīrti a commitment to rationality and to the use of argument, and that these commentators do violence to the Madhyamaka project by using rational reconstruction in their interpretation of Nāgārjuna’s and Candrakīrti’s texts. Huntington argues instead that mādhyamikas reject reasoning, distrust logic and do not offer arguments. He also argues that interpreters ought to recuse themselves from argument in order to be faithful to these texts. I demonstrate that he is wrong in all respects: Nāgārjuna and Candrakīrti deploy arguments, take themselves to do so, and even if they did not, we would be wise to do so in commenting on their texts.  相似文献

PurposeTo assess the prevalence and different types of violence experienced by women prisoners in Brazil and the effects of violence on women's depression and illicit drug use.MethodsParticipants (N = 377) were incarcerated women from a state prison in a northeastern city of Brazil. Multivariate logistic regression models (adjusted for age, education, partner status, prison history, drug related offense, and sentencing status) were used to assess associations between each type of violence (physical abuse, sexual abuse, and life threats) and each outcome variable: recent depression and illicit drug use.ResultsThe majority of participants (87%) reported experiencing some type of violence in their lifetime, including physical violence (83%), sexual victimization (36%), and threats on their life (29%.) Sexual violence was significantly related to both recent depression (Odds Ratio (OR) = 2.8; 95% Confidence Interval (CI) = 1.4–5.3) and recent substance use (OR = 2.7; 95% CI = 1.6–4.4) in adjusted models. Experiences of life threats were also significantly associated with illicit drug use (OR = 2.2; 95% CI: 1.3–3.7), as was physical violence (OR = 2.4; 95% CI: 1.2–4.9); however, neither of these latter two violence variables were significantly associated with depression.ConclusionReports of lifetime violence victimization among this incarcerated sample of women were extremely prevalent and relevant to women's depression and illicit drug use. Prison efforts to address women's depression and illicit drug use may be most effective by incorporating aspects related to women's history of victimization, especially given the high rates of violence experienced by women in this sample.  相似文献

This article addresses several interrelated issues. It strives to situate a class of offenders within the liberal state. The disposition of this class allows an analysis of the tensions in liberal theory. It highlights the ways liberalism attributes individual responsibility for criminal behavior and captures the limits of those attributions. It also reveals liberalism's shift away from models of responsibility toward the social control of deviancy. The disposition of this class points toward the therapeutic mask involved in the social control model. Further, the disposition of this class may well serve as a model for isolating and demonizing other disfavored classes, including political dissenters.  相似文献
