This article makes a further contribution to opening the ‘black box’ of micropractices in ministry–agency relationships. We argue that the mechanisms that come into play in the course of institutionalizing agencification reforms – such as renegotiating mutual roles and rules in ministry–agency interactions – are only poorly covered in the existing literature. To adequately address the negotiated and contingent nature of de facto agency autonomy and political control, we develop an interpretive approach based on the concept of ‘boundary work’. The empirical focus is on ministry–agency interactions at the science–policy nexus in the contested policy field of food safety. By studying actors' stories about the institutionalization processes following the fundamental reorganization of the German food safety administration in the wake of the BSE crisis from a longitudinal perspective, we show how actors manage boundary conflicts via increasingly differentiated backstage coordination. 相似文献

Scholars' criticism of transparency in public–private partnerships (PPPs) often focuses on ‘external’ transparency, that is, the extent to which internal information is visible to the outside world. However, to achieve external transparency, internal transparency – the availability and inferability of information for the public procurer and the private party – is crucial. In this article we analyse input, process, and output transparency from three different perspectives (institutional, cognitive, and strategic) in four PPPs in the Netherlands. We conclude that input transparency is high, but process and output transparency less so. Moreover, output transparency has gained importance in PPPs. Whether this is problematic depends on the PPPs' institutional environment. In some partnerships the desired output is uncontested and predetermined by clear standards in the institutional environment, whereas other PPPs deal with contested output norms, decreasing the partnerships' transparency. After a lapse of 15 years under Stalin, parole was reintroduced into the Soviet Gulag in 1954. For justice officials anxious to expunge Stalin's repressive legacy, the resurrection of parole signalled a return to correctionalism, societal oversight over the Gulag, and a vastly reduced rate of incarceration. In practice, though, parole exposed significant continuities with the Stalinist Gulag, including endemic corruption, overwhelming concern with production, suspicion of outside interference in penal affairs, and constant upward pressure on the inmate population. In the broader view, the experience of parole in the post-war USSR aligned closely with that of the Western world. 相似文献

Indigenous peoples’ right to prior consultation and to informed consent represents the basis of the new global model shaping state–indigenous relations. Consultation processes promise to enable indigenous people to determine their own development and are especially promoted when extraction projects with significant socio-environmental impacts are planned on indigenous lands. In this article we draw on debates on participatory development in order to analyse the first state-led consultations in Bolivia’s and Peru’s hydrocarbon sectors (2007–14). The analysis shows that effective participation has been limited by (1) an absence of indigenous ownership of the processes; (2) indigenous groups’ difficulties defending or even articulating their own visions and demands; and (3) limited or very general outcomes. The study identifies real-life challenges, such as power asymmetries, a ‘communication hurdle’ and appropriate timing – as well as simplistic assumptions underlying the consultation approach – that account for the unfulfilled promises of this new model. 相似文献

Peer victimization is a well-known national and international problem, contributing to a range of emotional, social, and behavioral consequences. Using structural equation modeling, the authors tested a theoretical model suggesting that psychological distress and student engagement mediate the association between the experience of victimization and concurrent academic achievement. Participants were 469 (46.4 % male, 53.6 % female) 6th to 8th grade students, from randomly selected classrooms in 11 middle schools in a southeastern school district. Structural equation models of the hypothesized effects demonstrated adequate fit to the data, with both symptoms of psychological distress and engagement mediating the relationship between victimization and academic achievement. In general, the results suggest that victimization predicts diminished academic achievement by way of psychological distress and poorer engagement in classroom and academic tasks. However, the direct relationship between victimization and measures of achievement lacked significance across many correlational and path analyses conducted. These findings have implications for researchers and practitioners in understanding how psychological distress and student engagement are associated with the academic performance of students who experience peer victimization. 相似文献

This article focuses on the degree to which friends’ influence on substance use is conditioned by the consistency between their behavior and that of schoolmates (individuals enrolled in the same school, but not identified as friends), contributing to the literature on the complexity of interactive social influences during adolescence. Specifically, it hypothesizes that friends’ influence will diminish as their norms become less similar to that of schoolmates. The authors also propose that this conditioning relationship is related to the density of the friendship group. This study uses data from the National Longitudinal Survey of Adolescent Health (AddHealth) (n ~ 8,000, 55 % female) to examine the interactive relationship between friend and schoolmate influences on adolescent substance use (smoking and drinking). The sample contains students ranging from age 11 to 22 and is 60 % White. The findings demonstrate that, as the substance use of the friendship group becomes more dissimilar from schoolmates’ substance use, the friendship group’s influence on adolescent substance use diminishes. Further, the results demonstrate that this conditioning relationship does not emerge when the friendship group is highly dense. 相似文献

Credit markets are expanding, and with them also the automated, large‐scale commercialization of personal credit data. The increasing use of data and scores for commodified decision making lends greater urgency to the study of credit data regulatory regimes. This article promotes a comparative regulatory governance perspective as the basis for theory‐driven, multidimensional measurement. In order to measure consumer protection, we distinguish three different subregimes (collection, profiling, and use) and construct a two‐dimensional index of consumer protection (market restriction and user empowerment). We then assess the index and demonstrate its applicability and validity, building on empirical analysis of the regulatory regimes in the United States, France, Sweden, and Israel for the year 2019. Our approach points to a new direction in researching and measuring regulatory regimes in a comparative manner, which looks beyond national analysis toward an in‐depth understanding of other, equally important, levels of variation. 相似文献

The Covid-19 pandemic has revealed and accelerated an information crisis as well as a health one. What we discover about Covid 19, how it spreads, to whom and why and how best to mitigate it—all depend on information. The essays in this special section, which this article introduces, explore the importance of information and the fundamental role of fact checkers in understanding how information flows, why mistakes are made, and how to counteract them. Fact checking as an idea and a practice emerged in the early twenty-first century, developed as a positive beacon to counteract a growing sense that information could no longer be trusted. Now, more than a decade after its creation, fact checking sits within a far more complex and chaotic media context, and its expertise and understanding has never been so important. One of the defining characteristics of Canadian Public Administration is its singular coverage of topics. In this research, we extend Wake Carroll and Kpessa’s (2007) work to see if the themes found in Canadian Public Administration (CPA) for the 2008‐2016 period are in line with the topics published for the 2000‐2006 period. We also compare the contemporary topics published in CPA to the Australian Journal of Public Administration (AJPA). We then surveyed Canadian public servants about their interests. Our results show that they express more interest towards the themes published in CPA in the last decade than during 2001‐2006, and more interest than the ones published in AJPA in the last decade. 相似文献

There is increasing interest in how universities are governed, externally and internally (Austin and Jones 2016). Drawing on a comparative case study of the governance of six major Canadian universities and the literature, this article describes the impact of federal research and innovation policy and programs on universities and reflects on Ottawa's role. We suggest that the federal government participates in the external governance of universities, but in a way that differs significantly from provincial governments. Canadian federalism appears to be generally beneficial for university autonomy and examination of its operation sheds light on factors that enable universities to sustain their autonomy. 相似文献
