European integration has led to considerable reflection about the trajectory of industrial relations in Europe. In the event, rather than the ‘two extremes of social union versus a completely deregulated free–for–all’, a multi–level system is emerging which is simultaneously prompting both convergent and divergent developments, reflecting the different intensity of pressures for change at sector and company levels. For the foreseeable future, complexity, uncertainty and instability look set to be the defining characteristics, with policy–makers and practitioners seeking to influence directions to their own advantage. Despite the economic and political success of its launch, the challenges ahead for the euro are formidable. This article analyses some of these challenges, focusing particularly on the monetary policy strategy of the European Central Bank (ECB) and on the implications of enlargement of the monetary union to up to 27 Member States. The monetary policy strategy and inflation target of the ECB are criticized for being unrealistic and possibly damaging to the ECB’s credibility. It is shown that unless the mechanisms for taking interest rate decisions are rethought, there are risks that the wrong decisions will be taken after enlargement. 相似文献

This paper explores the evolution of the largest non‐governmental organization to serve in Vietnam, International Voluntary Services (IVS), from the perspective of three of its volunteers. All had served for substantial periods and were in positions of responsibility by September 1967, when they resigned in an open letter protesting American policy sent to President Lyndon B. Johnson. The letter was the product of their experiences and discussions, and expressed sentiments shared by an overwhelming number of their fellow volunteers, many of whom signed the letter in sympathy. Upon publication in the New York Times, the letter became a subject of controversy in Saigon and Washington, as the resignations were the first protest from within the American community in Vietnam. Perhaps as important, the resignations were the culmination of a process of reflection and growth that led the signers to a new understanding of social responsibility and activism. 相似文献

The potential of consensus building is dependent upon overcoming difficulties associated with the challenges in getting parties to the table. This article builds a framework for understanding the factors and variables most fundamentally involved in the initiation of consensus-building efforts. Nine factors involved at the beginning of a consensus-building process are identified and outlined. Since 1990, the German government has been demanding from the civil servants of the former East Germany a new adaptability and creativity that was never promoted in the GDR bureaucracy. The article analyses the change of ethics in the former East Germany after 1990. It looks at the development of the German civil service, discusses the economic disparity between East and West, and examines the ethical tradition in the former socialist country. It uses the case of the selection in 2001 of the city of Leipzig by BMW as the location of a new manufacturing plant as an illustration of the new goal‐oriented activities of the present Eastern bureaucracy. More than 250 European cities were competing for the new plant, which will create over 10,000 jobs. The level of performance of the Leipzig bureaucracy in the BMW case reveals the new efficiency and professionalism of the former Eastern civil service. In addition to Leipzig, virtually all the local and state administrations from the former East Germany have developed a sense of the necessities of the time, including globalization. Reunification, growing international exposure and the move of the capital from Bonn to Berlin are not merely milestones for the major changes that have occurred in German politics since World War II. They are developments that have profoundly affected and continue to affect political life in Germany. The way that political, civic and economic interests engage with the political system has changed, and this raises the question of what public affairs is and can achieve in this context. As practitioner the author observes four main trends. First, public affairs is increasingly being understood in terms of the meaning of the German word ‘Gesellschaftspolitik’. Second, the changing nature of how political issues are being communicated demands a growing expertise from all the players involved. Third, the general feeling among organisations for ‘need to do something political’ does not yet correspond with a specific demand for public affairs services. And last, a market for high profile consultancy‐led public affairs services is still in the making. Public affairs practitioners in Germany will be key in shaping and developing the profile of public affairs as a serious discipline with services and expertise, maturely tailored to local market needs. The debate surrounding post‐Fordism was focused primarily on changes in the ‘late industrial’ technology of work and the new social relations of production with which this is associated. This analysis has rarely reached into the domain of punishment and discipline, which is perhaps surprising given the historical demonstration of an ‘elective affinity’ between the nature of work regimes and the form of discipline to which offenders are subject. If we have indeed entered a new era of technological and social relations of production (‘post‐Fordism”) then we might expect there to be consequential changes in the administrative contours of criminal justice. The exploration of this conjecture has a set of three interwoven elements. Firstly, there is a review of the historical background to the structural affinities between work and penality, as well as an indication of some emerging contemporary resonance between them. Secondly, this will be given a measure of empirical reference through examining the nature of the modern probation service, and in particular the extensive network of guidelines, contracts, monitoring and inspection which serve to ‘regulate’ not only offenders but also the working practices of the probation officer. Finally, we conclude by suggesting that the new penality is a continuation of the modern strategies of punishment and discipline, which in its revised form can indeed be seen as post‐Fordist (though certainly not postmodern). 相似文献
