Political ecologists have developed scathing analyses of capitalism’s tendency for enclosure and dispossession of the commons. In this context commons are analyzed as a force to resist neo-liberalism, a main site of conflict over dispossession, and a source of alternatives to capitalism. In this paper we elaborate a view of the commons as the material and symbolic terrain where performative re-articulation of common(s) senses can potentially enact counter-hegemonic socio-ecological configurations. Expressly drawing on the concepts of hegemony, “common-senses” (inspired by Antonio Gramsci) and “performativity” (developed by Judith Butler), we argue that counter-hegemony is performed through everyday practices that rearticulate existing common senses about commons. Commoning is a set of processes/relations enacted to challenge capitalist hegemony and build more just/sustainable societies insofar as it transforms and rearranges common senses in/through praxis. The paper draws on the experience of an anti-mining movement of Casa Pueblo in Puerto Rico, which for the last 35+ years has been developing a project self-described as autogestion. The discussion pays special attention to Casa Pueblo’s praxis and discourses to investigate how they rearticulate common senses with regard to nature, community and democracy, as well as their implications for counter-hegemonic politics.  相似文献

ABSTRACT

This article focuses on intergovernmental councils (IGCs) in the United States in which prominent state-level executive politicians, that is, governors, play a leadership role. In the US case, these IGCs developed out of a desire to facilitate interstate information exchanges and a need for state governments to join forces to protect their autonomy vis-à-vis the federal government. In this latter role, the councils function as lobbyists for state government interests. The research question driving the analysis has to do with impact: what difference do executive-led IGCs make, either vertically or horizontally, in the US federal system? The question of impact is particularly relevant because growing partisan polarization in contemporary federal and state political institutions complicates collective action by states.  相似文献

Despite their apparent economic benefit to smallholder farmers, cooperatives are vulnerable to the problem of side selling. Using cross-sectional household data and Cragg’s regression model, we identified the determinants of side selling by coffee cooperative farmers in southwest Ethiopia. The bootstrapping technique was applied to extract average partial effects from the model coefficients. Certified, elder and educated farmers who have off-farm income and trust in the cooperative leadership have been found to side-sell significantly less. Nonetheless, cooperative group size and late payment favoured more side selling. Based on these findings, possible interventions are highlighted for improving cooperative members’ commitment and the performance of coffee cooperatives in the region.  相似文献

Many lesbians and gay men apply for asylum in the U.K. each year on the basis that they fear persecution in their home country because of their sexual orientation. The legal basis for claiming asylum on the ground of sexual identity is now well established. Nevertheless, making these claims remains very difficult for applicants. Western cultural expectations around sexual identity often mix with homophobic assumptions about sexual behaviour to present applicants as “not sufficiently gay”. Furthermore, applicants may not initially disclose their sexual identity to legal advisors, leading to assumptions that they are not “telling the truth” to the Immigration Tribunal. In this article, Barry O’Leary, a solicitor and legal activist on behalf of lesbian and gay refugees, discusses these problems and how U.K.-based asylum lawyers have attempted to work round them.  相似文献

Contemporary liberal states are eager to combat ‘human trafficking’, which state actors describe as ‘the scourge of modern slavery’ and a violation of human rights. The same states are also depriving migrants of their freedom on an unprecedented scale through immigration detention, forcibly moving them across borders through deportation, and sustaining a flourishing industry in the prevention and control of human movement. This is not a paradox. The ambition to eradicate ‘slavery’, as much as the desire to severely restrict freedom of movement, reflects a concern to preserve and extend state powers, in particular its monopoly on violence and on the control of mobility.  相似文献
