Since the early 1980s, in addition to the increase in graffiti and street art in many urban contexts, a number of movies have been made that have either examined this phenomenon and the people who engage in this activity, or used graffiti and street art as a backdrop to tell a story. This article briefly reviews the scholarly literature that examines movies that portray criminals and criminal actions, and then analyzes seven American-produced fictional (drama) films using graffiti writers/artists as major characters and then draws generalizations about them. Although this is not a semiotic analysis of the films, to the extent possible, it delves into the settings, plots, characters, dialog, and how realistic the movies appear to be. In general, most of the films include unrealistic aspects and/or are of poor quality, and this contributes to misrepresentations of and stereotypes about graffiti writers/writing. 相似文献

Tensions are embedded in post-communist transitions. Public policies exhibit the disharmony between two different and often competing objectives: (1) developing a fully operational market economy within a democratic context and (2) maintaining social protections in the form of a wide array of social benefits. One challenge for post-communist regimes is the management of this tradeoff. This challenge is observed through an analysis of the administration of emergency social aid in Hungary. The analysis shows that post-communist transitions, as exemplified by the efforts to build local government capacity in Hungary, experience problems of sequencing. In particular, equity decisions are difficult to manage not only because they have their roots in socialist ideology and the policies of the former regime, but also because the increasing number of vulnerable populations makes welfare considerations a politically sensitive task now more than ever before. Meanwhile, the institutional processes needed to manage tensions are fluid and immature. Ultimately the success of the post-communist transition in Hungary (and elsewhere in Central and Eastern Europe) will be measured by the ability to build institutions that can manage and consolidate political pressures. 相似文献

Adolescents who liked heavy metal music were compared to those who did not on a variety of outcome variables, particularly focusing on reckless behavior. Boys who liked heavy metal music reported a higher rate of a wide range of reckless behavior, including driving behavior, sexual behavior, and drug use. They were also less satisfied with their family relationships. Girls who liked heavy metal music were more reckless in the areas of shoplifting, vandalism, sexual behavior, and drug use, and reported lower self-esteem. Both boys and girls who liked heavy metal music were higher in sensation seeking and more self-assured with regard to sexuality and dating. In regression analyses, the relation between reckless behavior and liking heavy metal music was sustained for five out of twelve variables concerning reckless behavior, including three of four among girls, when sensation seeking and family relationships were entered into the equation before liking or not liking heavy metal music.Received Ph.D. from University of Virginia. The ‘Indo-Pacific’ has emerged as the newest addition to the lexicon of Asian regionalism. Conceived of as the conjunction of the Pacific and Indian Oceans, it reflects the belief that maritime linkages require extending Asian regionalism westwards to include countries on the Indian Ocean rim. It also competes with the longstanding ‘Asia-Pacific’ conceptualisation of the region, and four governments—Australia, India, Japan and the USA—have adopted it into their foreign policies. Much of the debate on the Indo-Pacific focusses on how it institutionally ‘rescales’ Asian regionalism through the incorporation of Indian Ocean states. This article considers the functional rescaling that attends this process: namely, what kind of regionalism is implied by the Indo-Pacific concept? It argues that the Indo-Pacific is a security-focussed regional project, reflecting the desire of its proponents to form a quadrilateral bloc to resist China’s growing maritime assertiveness. This security region is radically different from the Asia-Pacific concept, where regionalism was primarily driven by economic integration and cooperation. The Indo-Pacific thus marks a more contested period in Asia’s international politics, where the functional purpose of regional cooperation is being reoriented from economic- to security-focussed agendas. 相似文献

The reactions of the gun market, including those of producers, wholesalers, retailers, and consumers, play an important role in shaping the potential impact of gun control policies on gun crime. As a case in point, this paper examines the federal Violent Crime Control and Law Enforcement Act of 1994, which bans a group of military-style semiautomatic firearms (i.e., assault weapons). Using a variety of national and local data sources, we assess the short-term (1994–1996) impact of the assault weapons ban on gun markets, examining trends in prices and production of the banned weapons in legal markets and assessing the availability of the banned weapons in illicit markets as measured by criminal use. Prices of assault weapons rose substantially around the time of the ban's enactment, reducing the availability of assault weapons to criminal users in the very short run. However, a surge in assault weapon production just before the ban caused prices to fall in the months following the ban. Implications of the findings for assessing this and other gun control policies are discussed. 相似文献

According to the Head Start Act (1998), children are income‐eligible for the program if their “families' incomes are below the poverty line.” There are a number of statutory exceptions to this general rule and, according to the Head Start Bureau, the result is that about 6 percent of the children in the program are not poor. But the major national surveys of Head Start families report that 30 percent or more of Head Start children are not “poor.” This paper confirms and explains the high proportion of nonpoor children in Head Start: at enrollment, at least 28 percent are not poor; at midyear, at least 32 percent are not poor; and by the end of the program year, at least 34 percent and perhaps more than 50 percent are not poor. Although the presence of some of these nonpoor children seems to be an appropriate or at least understandable aspect of running a national program with Head Start's current organizational structure, the presence of others seems much less warranted and raises substantial questions of horizontal equity. Moreover, taken together, the large number of nonpoor children suggests that the program is not well targeted to fulfill its mission of providing compensatory services to developmentally disadvantaged children—and reveals the essential ambiguity of Head Start's role in the wider world of early care and education. The income and program dynamics that have led to so many nonpoor children being in Head Start are also at work in many other programs, and, thus, our findings demonstrate the need to understand better how income eligibility is determined across various means‐tested programs. 相似文献
