Barricaded Captive Situations in Schools: Mitigation and Response

Although not common occurrences, schools are occasionally the site of barricaded captive events. To date little research has examined these acts of school violence. The purpose of this article is to describe 19 school barricaded captive events that occurred between February, 1998 and September, 2007 in the United States. Data were analyzed by examination of news reports of each incident, and include the following variables: Incident location (state, community), school level and size, time of day of the event, location of the event within the school, age and sex of the subjects, information about the captives, presence of school resource officers, student screening mechanisms, behavioral changes of the subjects, the subject’s expected outcomes, injuries or fatalities, demands and deadlines, captive escapes and releases, weapons, incident resolution, tactical team response, and negotiations. Results pertain to incident demographics, prevention/mitigation, and response.     

The Power of Exclusion using Automated Osteometric Sorting: Pair‐Matching,

This study compares the original pair‐matching osteometric sorting model (J Forensic Sci 2003 ;48:717) against two new models providing validation and performance testing across three samples. The samples include the Forensic Data Bank, USS Oklahoma, and the osteometric sorting reference used within the Defense POW/MIA Accounting Agency. A computer science solution to generating dynamic statistical models across a commingled assemblage is presented. The issue of normality is investigated showing the relative robustness against non‐normality and a data transformation to control for normality. A case study is provided showing the relative exclusion power of all three models from an active commingled case within the Defense POW/MIA Accounting Agency. In total, 14,357,220 osteometric t‐tests were conducted. The results indicate that osteometric sorting performs as expected despite reference samples deviating from normality. The two new models outperform the original, and one of those is recommended to supersede the original for future osteometric sorting work.     

Violence,Guns, and Suicide in New Orleans: Results from a Qualitative Study of Recent Suicide Decedents

Many Americans own guns to protect themselves against other people, but there is evidence that both victimization and gun access increase suicide risk. We conducted qualitative interviews with informants of 17 suicide cases in New Orleans of the 60 who died between January 2015 and April 2016 to understand the relationship between past trauma, gun access and storage, and suicide. Nine cases had experienced a past trauma, including three who had recently had a family member killed by homicide. Eight died via firearm; of those, seven owned the guns they used to take their lives and stored them locked (but loaded) at home or in their cars. Preventing community violence and addressing its sequelae may be important for reducing suicides. A multi‐pronged strategy consisting of policies, education, and marketing will likely be needed to address the risk of suicide conferred by gun access.     

Secondary Confessions as Post-identification Feedback: How Jailhouse Informant Testimony Can Alter Eyewitnesses’ Identification Decisions

Prior research has shown that primary confession evidence can alter eyewitnesses’ identifications and self-reported confidence. The present study investigated whether secondary confession evidence from a jailhouse informant could have the same effect. Participants (N?=?368) watched a video of an armed robbery and made an identification decision from a photo lineup. Except for those in the no-feedback conditions, all participants then read that certain lineup members either confessed to the crime, denied involvement, or were implicated by a jailhouse informant. Jailhouse informant testimony implicating the identified lineup member led participants to have significantly higher confidence in their identification. In contrast, jailhouse informant testimony that implicated a lineup member other than the identified led participants to have significantly lower confidence in their initial identification, and 80% of these witnesses changed their identification. These results indicate that jailhouse informant testimony can influence eyewitnesses’ confidence and their identification decisions.     

Local Politics and Political Power in Russia: The Case of Yaroslavl'

An American political scientist surveys local political reforms in Russia as they were proposed in 1988-1989 and implemented in 1990-1991. Using the city and provincial governments of Yaroslavl' as a case study, the author examines whether old political elites have shown themselves capable of adapting to the new political rules and retaining influence over local decision making. The paper then assesses differences in the strength of this influence in rural and urban areas and consequences of the power struggle between old and new political elites for Russian President Yel'tsin's reform program. Taking Disaster Seriously: East Asian Military Involvement in International Disaster Relief Operations and the Implications for Force Projection

Abstract

The participation of East Asian militaries (Japan, China, Taiwan, and South Korea) in international disaster relief is a relatively new phenomenon having many implications that will shape the global landscape of the 21st century. This article looks at the historical record of these operations and notes how they have evolved in size and scope over time. Empirical data are presented and analyzed to identify and compare demonstrated capacities for force projection. These demonstrated capacities are considered with current and future capabilities to contemplate the trajectory of the militaries' future participation in disaster relief and ability for force projection. Finally, the article concludes with a brief assessment of implications and policy considerations.     

Mega-Regional Trade Deals in the Asia-Pacific: Choosing Between the TPP and RCEP?

The emergence of “mega-regional” trade agreements has recently become the most significant trade policy issue in the Asia-Pacific. Since 2010, governments in the region have launched negotiations for two new trade agreements: the United States-led Trans-Pacific Partnership (TPP) and the ASEAN-led Regional Comprehensive Economic Partnership (RCEP). Differentiated by their membership, scope and level of ambition, the TPP and RCEP embody competing visions for how the Asia-Pacific trade system should evolve, and regional governments must now make choices over which initiative better serves their economic and political interests. This article explores the trade policy choice posed by these mega-regional trade negotiations, reviewing the evolution of the Asia-Pacific trade system, the recent emergence of the TPP and RCEP, and the competitive dynamics inherent in the development of the two proposals. It argues that four key considerations (trade policy ambition, the role of ASEAN, US-China geopolitical rivalry and defensive concerns) will be of key importance in informing regional governments’ decisions as the TPP and RCEP move towards completion in 2015.
