The Advocacy Coalition Framework (ACF) asserts that disagreement over policy core beliefs divides organizations into competing coalitions. We apply Discourse Network Analysis to 1,410 statements in the Wall Street Journal, New York Times and USA Today to investigate what kinds of beliefs contribute to coalition formation in the climate change policy debate in the news media in the United States. We find that the beliefs concerning the reality of anthropogenic climate change, the importance of ecology over economy and desirability of governmental regulation divide organizations into three advocacy coalitions: the economy, ecology and science coalitions. Policy preferences such as cap and trade do not; they find support across coalition lines. Based on these findings, we suggest that ACF theory could be clarified to better account for how beliefs concerning policy instruments contribute to coalition formation. In some policy domains, policy instruments are where opposing coalitions find agreement. In others, they are more divisive. 相似文献

This article argues that the nation is best conceived as a hegemonic project. It starts with a discussion of the dialectical intertwining of the categories of nationhood and nationalism, and continues with a treatment of the analytical distinction and historical relationship between states and nations. It sketches the rise of and problems with the principle and practice of ‘self-determination’ in the post-Wilsonian world, and seeks to problematize still-influential Leninist-cum-Stalinist dogmas regarding the ‘self-determination’ of nations. It concludes with an extended consideration of Benedict Anderson’s sophisticated neo-Marxist apology for nationalist politics and ideology. It takes Anderson to task on three related counts: for paying insufficient attention to power relations; for underestimating the affinities between nationalism and racism; and for denying the intimate connection between nationalism and fascism. 相似文献

Past studies have addressed the role of the university, student interns and, the faculty advisor; here, we attempt to fill in a missing piece of the experiential-learning process by examining the role and importance of the often overlooked internship supervisor. A survey was developed and distributed to 343 recent internship supervisors. Their responses show that many of these supervisors view internships as an important professional and educational experience. We argue here that the internship supervisor can maximize one’s effectiveness when operating within a strong college or university educational infrastructure facilitated by an engaged and competent faculty advisor. As China accumulates more power, Japan is often overlooked as being capable of affecting China’s continued trajectory because of material differences and narratives of Japan being a reactive state. Yet, Beijing’s strategic planning cannot ignore Tokyo because Japan has the ability to affect the region’s security environment. Feeling its presence and influence becoming relatively smaller, Tokyo has been increasingly proactive in its effort to expand its strategic space and shape the regional environment in ways conducive to its interests. A review of Japan’s approach to China since 1972 reveals that it has shifted away from its traditional engagement policy toward first a soft hedge, followed by a harder hedge that continues to this day. An established line of research demonstrates that vague judicial opinions are less likely to be implemented than clear opinions. Vague opinions thus present a puzzle. Why would judges craft opinions that risk noncompliance? We argue that the relationships between judges and other policy makers in separation‐of‐powers systems are central to understanding this puzzle. Opinion vagueness can reflect efforts to resolve core tradeoffs associated with judicial policymaking that bear some resemblance to standard accounts of political delegation. Vagueness offers judges the ability to manage their uncertainty over policy outcomes and to hide likely defiance from public view. At the same time, vagueness removes a central source of pressure for compliance that judges can place on other policy makers. Using a game‐theoretic model, we identify conditions under which judges use vagueness precisely as legislatures use statutory discretion. We also demonstrate conditions under which judges use vagueness in ways unanticipated by standard delegation accounts. 相似文献

The cause of mental disorders such as depression remains unknown. However, the idea that neurotransmitter imbalances cause
depression is vigorously promoted by pharmaceutical companies and the psychiatric profession at large. We examine media reports
referring to this chemical imbalance theory and ask reporters for evidence supporting their claims. We then report and critique
the scientific papers and other confirming evidence offered in response to our questions. Responses were received from multiple
sources, including practicing psychiatrists, clients, and a major pharmaceutical company. The evidence offered was not compelling,
and several of the cited sources flatly stated that the proposed theory of serotonin imbalance was known to be incorrect.
The media can play a positive role in mental health reporting by ensuring that the information reported is congruent with
the peer-reviewed scientific literature.
