Curriculum Reform in The Common Core Era: Evaluating Elementary Math Textbooks Across Six U.S. States

Can a school or district improve student achievement simply by switching to a higher-quality textbook or curriculum? We conducted the first multi-textbook, multi-state effort to estimate textbook efficacy following widespread adoption of the Common Core State Standards (CCSS) and associated changes in the textbook market. Pooling textbook adoption and student test score data across six geographically and demographically diverse U.S. states, we found little evidence of differences in average achievement gains for schools using different math textbooks. We found some evidence of greater variation in achievement gains among schools using pre-CCSS editions, which may have been more varied in their content than post-CCSS editions because they were written for a broader set of standards. We also found greater variation among schools that had more exposure to a given text. However, these differences were small. Despite considerable interest and attention to textbooks as a low-cost, “silver bullet” intervention for improving student outcomes, we conclude that the adoption of a new textbook or set of curriculum materials, on its own, is unlikely to achieve this goal.     

Public Administration in Germany: Problems and Potential of a Fragmented Community

What is the discipline of Public Administration (PA) ultimately for? The German community has recently entered new deliberations on this recurrent question, with several papers and workshops addressing the present and future of their national discipline. This article uses original survey data to introduce the views of the German community at large and analyzes intellectual commonalities against a background of institutional fragmentation. It scrutinizes preferences for epistemological positions, research aims, and publication strategies, while also investigating potentials for cooperation through interdisciplinary exchange and theoretical or thematic concordance. The results show a community in intellectual crisis. Faced with fears of decreasing reputation and influence, German PA is still divided about its purpose and separated by disciplinary borders.

“Les catholiques sont l’élite!”: représentations de l’espace politique par une minorité religieuse au Burkina Faso

Abstract

The Catholic Church occupies a privileged position in the religious arena in Burkina Faso. Having invested very early in the public arena of the country, it constitutes a vital actor in the socio-political landscape of the country as attested to by its involvement in the domains of education and health and its positioning as mediator in times of crisis. Based on a field survey conducted among members of the Catholic community (members of the clergy, religious and lay), this article studies the manner in which Catholics in Burkina Faso portray themselves as a religious community in the country’s political arena. It reveals that in Burkina Faso the Catholics portray themselves as a dominant religious minority in terms of politics due to their disproportionate engagement in the apparatus of the state. The article also shows that the Catholics in Burkina Faso see their dominant position as under threat, on the one hand, from competition by the Protestants and, on the other, by the rise of Islamism.     

Politicians’ outside earnings and electoral competition

This paper deals with the impact of electoral competition on politicians’ outside earnings. In our framework, politicians face a tradeoff between allocating their time to political effort or to an alternative use generating outside earnings. The main hypothesis is that the amount of time spent on outside work is negatively related to the degree of electoral competition. We test this hypothesis using a new dataset on outside earnings of members of the German federal assembly and find that politicians facing low competition have substantially higher outside earnings.     

Paid Family Leave,Fathers’ Leave‐Taking,and Leave‐Sharing in Dual‐Earner Households

Using difference‐in‐difference and difference‐in‐difference‐in‐difference designs, we study California's Paid Family Leave (CA‐PFL) program, the first source of government‐provided paid parental leave available to fathers in the Unites States. Relative to the pre‐treatment mean, fathers of infants in California are 46 percent more likely to be on leave when CA‐PFL is available. In households where both parents work, we find suggestive evidence that CA‐PFL increases both father‐only leave‐taking (i.e., father on leave while mother is at work) and joint leave‐taking (i.e., both parents on leave at the same time). Effects are larger for fathers of first‐born children than for fathers of later‐born children.
