Isotope ratio mass spectrometry as a tool for forensic investigation (examples from recent studies).

The versatility of isotope ratio mass spectrometry is demonstrated by reference to diverse case studies. Variations in the natural isotopic composition of non-biological, organic materials are compared as a means by which samples may be associated or discriminated. These techniques may be used to augment or compliment conventional forensic methodologies. delta13C analysis was used to demonstrate that different masking tape had been recovered in two, apparently similar cases, involving the smuggling of money. Visually similar ecstasy tablets were compared by consideration of the delta13C and delta15N composition of MDMA extracted from the tablets. Although only a limited number of tablets were analysed, the isotopic similarity between two different seizures was sufficient to induce a guilty plea from a person suspected of possessing both. A combination of delta2H, delta13C, delta15N and delta18O together with GC-MS analyses were applied to small samples of seized heroin. Although GC-MS analysis indicated differences between the chemical composition of two of the heroin samples, isotopic analysis suggested similarities, which were confirmed by further delta2H, delta13C and delta18O isotopic analysis of the clingfilm in which the samples were wrapped. 相似文献

In Ashley v Chief Constable of Sussex , the House of Lords ruled that a civil claim in trespass to the person may be sustained against an individual police officer in respect of a fatal shooting, in circumstances where the officer had already been acquitted in criminal proceedings and where liability to compensate in respect of all losses had been conceded. Two members of the majority clearly ruled that trespass torts may have a vindicatory purpose which survives a concession of liability to compensate, thus deepening the connection between tort, and the protection of fundamental rights, and suggesting an intriguing distinction between the functions of civil and criminal law. 相似文献

The European Union’s codecision procedure is analyzed as a bargaining game between the Council and the European Parliament. The model shows that the policy outcome is biased towards the ideal point of the institution that is closest to the status quo, when the negotiation leads to an agreement. If the Council’s ideal policy is closer to the status quo, as is the case for example concerning the duration of maternity leave, the resulting policy will remain closer to the Council’s than to the European Parliament’s position. Furthermore, the result of the codecision procedure is Kaldor–Hicks inefficient. Social scientists offer competing theories on what explains the policymaking process. These typically include economic rationalism, political competition or power struggles, and policy imitation of the kind that diffuses across spatially proximate neighbors. In this paper, we examine the factors that have influenced a recent local policy trend in California: inclusionary zoning (IZ). IZ programs require developers to make a certain percentage of the units within their market‐rate residential developments affordable to low‐ or moderate‐income households. By 2007, 68 percent of jurisdictions in the San Francisco Bay Area had adopted some type of IZ policy. We test the relative importance of economic, political, and spatial factors in explaining the rapid diffusion of IZ, across 100 cities and towns in the Bay Area. Consistent with an economic efficiency argument, results of hazard models provide some evidence that IZ is adopted in places with less affordable housing. However, political factors, such as partisan affiliation and the strength of affordable housing nonprofits, are even more robust predictors of whether or not a local government adopts IZ.
