State Actions Affecting Cities and Counties, 1990–1993: De Facto Federalism

States experienced considrable fiscal stress during the first four years of the 1990s. This has led to changes in five policy areas: (1) state financial aid; (2) local revenue diversification; (3) "sorting out" of responsibilities between the state and local governments; (4) tax and spending limitations; (5) and mandate relief. Some of the most significant changes occurred in California, Colorado, Maryland, Massachusetts, Minnesota, New Jersey, Oregon, and Wisconsin.

From 'Fightback' to 'Biteback': The Rise and Fall of a National Dental Program

This paper presents a case study of policy introduction, implementation and termination. It demonstrates how the coupling of a well-defined problem with a workable solution by advocates can generate policy change, even in an area where there has previously been scant governmental interest. It also reveals that increased public funding associated with policy implementation can provide administrators with the legitimacy and authority to advance reform. Finally, this case study indicates the fragility of policies which: have short histories of governmental attention and financing; cross major party political differences towards federalism and Commonwealth/state responsibilities; and solely benefit repressed interests.

Relationship of Substance Use/Abuse with Psychological and Physical Intimate Partner Violence: Variations Across Living Situations

This study addresses whether the relationship between illicit drug use/abuse measures and intimate partner violence (IPV) varies across socioeconomic status, racial status, and environmental indictors of a drug supportive culture. Data from 19,131 respondents who were living with intimate partners and had not been treated for a substance abuse problem in the last year and participated in the National Household Survey on Drug Abuse were analyzed. Marijuana use/abuse was a stronger predictor of IPV and psychological abuse for minorities, but was not a significant predictor of Caucasians’ IPV. Marijuana use/abuse also was a stronger predictor of IPV for those having a low socioeconomic status, but indicators of a drug supportive culture did not moderate the relationship. Minorities’ marijuana use/abuse increased their yelling and insulting behavior toward each other, and this psychological abuse mediated the effect of marijuana use/abuse on IPV. By contrast, stimulant use, sedative use, and alcohol abuse or dependence had independent direct effects on IPV after controlling for psychological abuse. Implications for research and policy are discussed.     

Personality and Political Discussion

Political discussion matters for a wide array of political phenomena such as attitude formation, electoral choice, other forms of participation, levels of political expertise, and tolerance. Thus far, research on the underpinnings of political discussion has focused on political, social, and contextual forces. We expand upon this existing research by examining how individual personality traits influence patterns of political discussion. Drawing on data from two surveys we investigate how personality traits influence the context in which citizens discuss politics, the nature of the relationship between individuals and their discussion partners, and the influence discussion partners have on respondents’ views. We find a number of personality effects and our results highlight the importance of accounting for individual predispositions in the study of political discussion.
