The Institution of Modern Cryptology in the Netherlands and in the Netherlands East Indies, 1914–1935

The need for Communications Intelligence in the Netherlands was first felt by the Dutch military as a consequence of the outbreak of the First World War. The decision to prolong, as in the Netherlands, or establish, as in the case of the East Indies, COMINT facilities belonged to the judicial domain and was primarily related to threats posed by revolutionary movements from within the country. The monitoring of traffic from foreign embassies or consulates happened only when interference from foreign governments was suspected. Japanese expansionism, leading to direct Japanese involvement in the political developments in the East Indies, provided such a case. As a consequence, the fine line between domestic and foreign affairs became thinner still until it entirely vanished during the later part of the 1930s.     

Industry/University Licensing: Characteristics, Concerns and Issues from the Perspective of the Buyer

The authors previously explored invention licensing from the university's perspective. In this paper we focus on the process from the perspective of firms activity engaged in licensing technology. A survey of industry licensing professionals addresses why some firms license technologies from universities and why others do not. The paper then considers the stage of development of university technologies, the characteristics of their licensing contracts, and sources of information about university technologies, all to better understand how the process works and what advantages and disadvantages it offers to all participants.     

Supporting Accountability in the Field of Mediation

Over time, many fields of work - law, medicine, and teaching - matured from informal bodies of knowledge and skills, passed from one practitioner to another, into professions. In the process each began enumerating and affirming their intellectual and practical roots. Each also began testing practitioners to insure comprehension of relevant knowledge and an ability to demonstrate relevant skills. Family mediators in Canada have moved in this direction. In the United States, people who mediate interpersonal disputes also feel pressured to take additional steps to assure the quality of our work. This article summarizes what mediation organizations in the United States have done and could do to vouch for work in our field. But, taking additional steps calls for a clearer understanding of what a mediator should know and what they are expected to do. These two critical pieces of information remain nebulous. So, this article goes beyond describing ways of insuring accountability by also describing a recently completed job analysis, a tool frequently used in other fields of work to describe the skills and knowledge relevant to a particular job.     

An improved method for semen alpha-L-fucosidase typing--distribution in the Wuhan population of China

An improved method for the separation of the genetic variants of alpha-L-fucosidase in human semen is described. The method involves, isoelectric focusing in ultrathin-layer PAG containing a mixture of ampholines, pH 5-7 and pH 3.5-9.5, and separator HEPES. The Fu pattern obtained is simple, easy to interpret, and reproducible. The occurrence of fucosidase phenotypes in 189 semen samples from the population of Wuhan was investigated, and the frequencies of the Fu alleles were calculated.
